How Data Centers Affect Local Power Grids, Water Supplies, and Utility Bills

Data centers can add large electricity loads, use water directly and indirectly, and trigger infrastructure costs. Local outcomes depend on site conditions, utility planning, and cost-allocation rules.

A data center can affect a community by adding a large, often continuous electricity load; using water directly for cooling and indirectly through electricity generation; and prompting utility investments whose costs must be allocated among customers. The local result depends on the facility, its location, available infrastructure, resource agreements, and regulator-approved rules—not on national growth figures alone. A national forecast cannot establish that a particular center will cause a local outage, water shortage, or household bill increase.

How large is data-center electricity demand?

Data centers use electricity to run computing equipment and supporting systems, including cooling. Their demand is important not only because of the total energy consumed, but also because a large facility may concentrate substantial demand in one location and need power continuously. The size and timing of that load can matter to a local utility even when its effect is small in national statistics.

Lawrence Berkeley National Laboratory (LBNL) estimated that data centers consumed about 4.4% of total U.S. electricity in 2023. Its 2024 report projected that they could use about 6.7% to 12% in 2028. Those figures describe a national estimate and a range of scenarios, respectively; the 2028 range is not a measurement or guaranteed outcome.

LBNL’s 2025 Update, published June 18, 2026, estimates that data centers could account for 11.8% of U.S. electricity use by 2030, with a scenario range of 9.5% to 15.3%. This is a national projection, not a forecast for every state, utility, or community. Demand growth, AI workloads, efficiency improvements, siting decisions, and the pace of new power-system construction can all change the result.

Will a new data center strain the local power grid?

It may create a local planning challenge, but a connection request is not proof that the grid will become unreliable. The consequences depend on where the facility connects, how much capacity is available there, what upgrades are required, and whether new generation and network infrastructure are ready when the load arrives. The U.S. Department of Energy has described regional concerns associated with steep load increases and the need for continuous power; LBNL has examined connection, planning, reliability, and affordability challenges.

What happens between a project proposal and a grid impact?

  1. The facility proposes a load. Its expected peak demand, annual electricity use, ramp-up schedule, and operating profile help determine what the utility must plan for. A headline capacity figure alone may not show when or how consistently electricity will be needed.
  2. The utility studies the connection. Engineers assess whether generation, transmission, substations, and local distribution equipment can serve the new demand. A constraint may be at one point in the network even if the wider region has adequate resources.
  3. The project and utility plan infrastructure. Depending on the study results, serving the load may require new or upgraded equipment, additional supply, or changes to the connection schedule. Construction and permitting take time, so the sequence matters as much as the eventual capacity.
  4. The facility begins operating. Actual demand may differ from forecasts. Flexible operations, on-site generation, or storage may help manage some conditions, but their availability, operating limits, and role in utility planning need to be specified rather than assumed.

A delayed connection means the requested service cannot be provided on the requested schedule; it is not the same as an outage or a finding that existing customers will lose power. The sources cited here do not establish that any particular data center caused an outage. National growth projections likewise cannot identify which county or balancing area will face a constraint.

Which local grid details matter?

  • The facility’s incremental peak demand and expected annual electricity use.
  • Existing generation, transmission, substation, and distribution capacity near the connection point.
  • Required upgrades, who will build them, and their construction and service dates.
  • Whether the operator can reduce or shift demand during constrained periods, and what commitments make that flexibility dependable.
  • Plans for on-site generation or storage, including how they will operate and whether the utility counts on them.

How much water does a data center use?

There is no single number that describes a data center’s local water impact. Facility water use varies with cooling design, climate, workload, water source, and local hydrology. The evidence cited here does not establish a site-specific water-use figure, so a national average should not be presented as the expected use of a particular facility.

Direct water use and water used to generate electricity

A facility may withdraw or purchase water for cooling. Separately, generating the electricity it consumes can involve water use at power plants. This indirect use links a center’s water footprint to its electricity supply as well as to its cooling system. A local estimate should distinguish these pathways instead of treating facility water use as the entire impact.

Water withdrawal and water consumption are also different. Withdrawal is water taken from a source; consumption is the portion not returned to that source in a usable form, for example because it evaporates. A reported volume that does not clarify which measure it uses cannot by itself show the net effect on local supplies. Peak demand can matter too: a high seasonal requirement may present a different concern from the same annual volume spread more evenly across the year.

Why cooling choices involve trade-offs

Cooling systems can shift rather than eliminate resource demands. The UC Berkeley Center for Law, Energy & the Environment’s 2026 California review notes that water-efficient cooling can require more energy. That can reduce direct cooling-water demand while increasing electricity use and potentially its associated water use at power plants. Whether a design is preferable depends on local water conditions, the electricity supply, and the system’s actual performance.

The Berkeley report’s authors—Marie Grimm, Nell Green Nylen, and Michael Kiparsky—identify siting in areas with low water stress, selecting an appropriate cooling system, and using recycled water as ways developers can reduce water use. These are potential management levers, not proof that any one design will be appropriate everywhere. Recycled water availability, drought conditions, watershed effects, and the additional energy needs of a cooling approach should all be considered for the proposed site.

What the California review does—and does not—show

The 2026 UC Berkeley review is a California case study, not a description of every state’s rules or water conditions. It finds that existing California requirements have not produced a clear understanding of data-center water use and that local decision-makers lack guidance. Its recommendations include stronger transparency, better local capacity to evaluate proposals, incentives for recycled water, and site-specific review of siting and design. Those findings support asking for better local information; they do not supply a water-use estimate for a facility in California or elsewhere.

Do data centers raise my electric bill?

Not automatically. A large new load can prompt investment in electricity supply or grid equipment, but the bill effect for households and other customers depends on how those costs are assigned and recovered. A utility’s tariff, the regulator’s cost-allocation decision, the facility’s commitments, and the timing and use of the upgrades all matter. The national electricity forecasts above do not prove that residential rates in a particular service area will rise.

Potential costs can include new or upgraded network infrastructure and resources needed to serve the added load. The key questions are who pays for those assets, who owns them, how costs are recovered over time, and what happens if the facility uses less power than planned or leaves before expected. A tariff may establish charges or minimum commitments for a large customer, but the applicable terms and regulator’s decision must be checked for the specific utility and project. LBNL is studying large-load cost allocation, rate design, and whether load flexibility can mitigate potential increases; that work does not settle the effect on any named utility’s current residential rates.

Documents that can answer the local bill question

  • Utility or commission filings: Look for the project’s load forecast, service terms, and the utility’s explanation of needed supply or grid work.
  • Upgrade cost allocation: Check who funds and owns each upgrade, whether costs are assigned to the new customer, and what protections address unused or stranded assets.
  • Tariff and contract terms: Review the customer’s rate class, demand charges or minimum commitments, and any provisions tied to the project’s actual electricity use.
  • Regulator decision and bill analysis: Find the public utility commission’s determination and any analysis that estimates effects on existing customer classes. A utility’s total project cost is not, by itself, a household bill estimate.

Without these local records, the defensible answer is that a bill effect has not been established—not that it must occur or that it cannot occur.

How to evaluate a proposed data center in your community

Use the same basic questions for grid service, water, and cost allocation, then compare the answers with local constraints. A proposal should be assessed on projected and actual performance, not only on a developer’s general claims or a national average.

Issue What to establish Useful local evidence
Power and grid capacity Incremental peak and annual load; available local capacity; required generation and network upgrades; connection and construction schedule; ability to curtail or shift load; on-site generation or storage plans. Utility load and interconnection studies, project service terms, infrastructure plans, and commitments describing when and how demand can be reduced.
Costs and bills Applicable tariff class; demand or contract commitments; who pays for and owns upgrades; treatment of costs if the project changes or exits; protections against shifting costs to other customers. Utility filings, tariffs, regulator decisions, cost-allocation documents, and an analysis of effects on existing customer classes.
Water supply Source—potable water, groundwater, surface water, or recycled water; local scarcity and drought exposure; withdrawal versus consumption; peak and annual demand; cooling design and indirect electricity-related water use. Water-service agreements, site-specific forecasts and reports, cooling-system details, and local drought or watershed information.
Public oversight Whether projected and actual use will be disclosed; which utility and water agencies are responsible; what community review and permit conditions apply; how performance will be monitored after opening. Permit records, agency review materials, public reporting requirements, and monitoring plans that remain in force after commissioning.

Ask for the operating case, not just the announcement

For a proposed facility, request the expected load profile and ramp-up schedule, relevant power-system studies, the utility service agreement where public, the water source and forecast, and the cooling design. Then look for the public utility commission filings and decisions that govern cost recovery, as well as water-agency records and local drought or watershed information. For an operating facility, actual electricity and water reporting is more informative than an old projection, if those records are available.

Transparency is essential because the impacts are site-specific. California’s review illustrates that rules may exist without giving local decision-makers a clear picture of actual use. Public access to forecasts, methods, actual consumption, and monitoring results makes it possible to compare promises with operations and identify whether conditions need to change.

What national forecasts can—and cannot—tell a local community

The LBNL estimates show that data centers could become a larger share of U.S. electricity demand: the 2024 report put 2023 consumption at about 4.4% and gave a 6.7%–12% range for 2028, while the June 2026 update put the 2030 estimate at 11.8%, with a 9.5%–15.3% scenario range. The different years and horizons matter. They should not be collapsed into a single observed trend or treated as guaranteed outcomes.

National estimates help explain why utilities and regulators are planning for large loads. They do not reveal a particular facility’s connection needs, local water source, community’s drought exposure, or household rate effect. Those require site-specific operating data, utility and water-system analysis, and public regulatory decisions. Where those records are unavailable, the uncertainty is part of the answer, not a reason to substitute a national number.
