A data center’s location influences how far a user’s traffic must travel, but a nearby facility is not automatically the fastest one for every person in Japan. Internet-provider routing, peering, backbone entry points and the return path also affect round-trip time. The dependable way to choose is to test candidate regions from the cities and networks your users actually use, then weigh those results against service availability, cost and data-location needs.
What location changes—and what it does not
Latency is the time it takes for data to travel between a user and a service. For interactive applications, the relevant measure is often round-trip time (RTT): a request travels to the service, and a response travels back. A data center farther from Japan can imply a longer network journey, while a closer endpoint can reduce the distance traffic needs to cover. That is a useful starting point, not a prediction of the result.

Traffic does not necessarily follow the geographically shortest route. It moves across networks operated by internet service providers, carriers and cloud platforms. How those networks connect, where they exchange traffic, and how they route it can make two users in Japan reach the same cloud region by different paths. The return journey can differ from the outbound journey as well. As a result, there is no single latency number that reliably describes all Japanese users reaching a given region.

Location still matters: it sets the possible geography of the trip and the location of the service endpoint. But the measured route is what the user experiences. A useful region decision therefore combines measurements with the reasons a region is being considered in the first place.

Why the route can matter as much as the map
ISP and carrier routing
A Japanese user’s connection begins on a particular access network. That network’s route toward a cloud provider can differ from another carrier’s route, even for users in the same city. AWS advises testing across multiple carriers because peering differences affect real-world performance. Its guidance also recommends traceroute analysis: the route can help distinguish delay associated with geographic distance from delay associated with routing.
Peering describes how networks exchange traffic. Where and how a carrier connects to a cloud provider can influence the route traffic takes. A provider may offer public peering or a private connectivity option, but those choices matter only in the context of the networks and architecture actually used by the service. A private connection is not a universal shortcut for every application or user.
Cloud-provider backbone and entry points
Some traffic enters a cloud provider’s network at an edge location and then travels across the provider’s own wide-area network (WAN). Microsoft’s Azure Backbone documentation describes this model: a packet may enter Microsoft’s network at an edge node and continue across its WAN. The documentation gives a London-to-Tokyo example in which traffic uses Microsoft’s network after entering it. The point is not that every user’s traffic follows that particular route, but that the physical data center is only one part of the path.

Microsoft describes its global network as spanning 500,000 miles and connecting with more than 4,000 internet partners at more than 190 locations. Those are Microsoft’s descriptions of its corporate network and interconnection footprint, not measurements of how far any Japanese user’s packets travel or proof that a particular ISP has an optimal route.
Outbound and return paths
Round-trip latency combines a trip to the service and a trip back, and the two trips need not use identical paths. Microsoft’s Azure network round-trip latency documentation states, “Each latency value is directional.” It explains that latency from one region to another can differ from latency in the reverse direction because traffic may take a different network path each way.
This distinction matters when interpreting any regional comparison. A measurement from region A to region B is not automatically the same as a measurement from B to A, and a cloud-to-cloud result is not a direct measurement of a Japanese user’s connection. The direction, endpoints and network context are part of the result.

How to compare candidate regions for a Japanese audience
Start with the audience, not a map. A test from one office or one home connection cannot represent every customer. Build a short list of the places and connection types that matter to the service, then compare candidate regions from those real-world vantage points.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Define representative users. Identify the Japanese cities or metro areas that account for meaningful audiences, and list the fixed broadband and mobile networks or major carriers they use. Include the networks relevant to the service’s actual users rather than choosing a single convenient test connection.
- Choose candidate regions that meet the service requirements. Confirm that the cloud services and features the application needs are available in each region. Cloud providers do not necessarily offer every service in every region, and regional availability can differ.
- Measure before deployment where possible. Use the provider’s region-specific pingable reachability targets or carrier looking glasses where available. Run tests from representative Japanese networks to each candidate, and record the measurement conditions and time. AWS recommends using multiple carriers rather than relying on one connection.
- Keep route evidence with the latency result. Record traceroutes alongside RTT measurements. The route can reveal whether an unexpectedly slow result aligns with a longer geographic path or with a routing detour. A latency value without its source network and route context is hard to interpret.
- Repeat and compare distributions. Compare median and high-percentile latency, variability, packet loss and application response time. This is a practical evaluation framework, not a claim that any one provider dashboard reports all these measures. A median describes a typical observation in the sample; a high percentile helps show slower observations that a median can hide.
- After launch, measure the application as well as the network. Compare controlled network tests with actual application response timing. A network RTT test isolates a different part of the experience than a user-facing request that may also involve application processing. Investigate a gap between them rather than assuming the data center is necessarily responsible.
For a fair comparison, keep the test endpoint, client location, access network and measurement period consistent when switching the candidate region. Record results separately for carriers and cities instead of blending them into one nationwide average. That makes it possible to see whether a region performs well broadly or only for a subset of the audience.
What cloud latency dashboards can—and cannot—tell you
Azure regional latency statistics
Microsoft publishes Azure region-to-region RTT statistics. Its dataset covering the 30-day period ending July 30, 2026 reports monthly P50, or median, latency values collected in one-minute intervals. The values are directional and measure traffic between Azure regions. They are useful for understanding the provider’s measured inter-region network conditions; they should not be presented as a prediction of Japan-to-region latency for end users.

The table’s measurement scope is essential to its meaning. It does not substitute for testing from Japanese residential, mobile or business networks, and Azure itself directs customers to test their workloads for workload-specific latency. No nationwide Japan-to-cloud-user baseline follows from those inter-region figures.
Google Cloud’s global latency metric
Google Cloud describes its global latency metric as passive sampling of TCP traffic headers rather than active probes from Google Cloud to internet endpoints. The metric can therefore reflect application-level delays as well as network behavior. It may also be distorted when traffic is sparse; Google says the project-specific metric is available at around 1,000 packets per minute or higher, and low-rate conditions can affect the reported RTT.

It is evidence about the sampled traffic and the metric’s method, not a controlled test from every Japanese carrier. If a dashboard result seems implausible, Google recommends checking another source, such as ping. Missing or sparse location data should not be read as proof that a route is fast or slow.
Best Value
Use each measurement for the question it answers
| Measurement | What it helps assess | Important limitation |
|---|---|---|
| Ping or a provider reachability target | Network RTT from a particular test connection to a specified endpoint | One source network and endpoint do not represent all Japanese users; select targets appropriate to the provider and region. |
| Traceroute | The route taken by traffic and possible routing detours | It supplies route context, not a standalone explanation of application response time. |
| Carrier looking glass | Route information from a carrier vantage point | It may not reproduce the route from a particular end user’s access network. |
| Provider dashboard | Historical or aggregated data within the provider’s stated measurement scope | Sampling, direction, endpoint type and traffic volume determine what the metric represents. |
| Application timing | The response users receive from the deployed service | It includes more than network transit, so compare it with controlled network tests to locate the source of delay. |
Choosing a region is a multi-factor decision
Latency is important, but the fastest measured option is not automatically the right deployment choice. First decide which results matter to the service: for example, performance for the largest user populations, the slowest meaningful carrier group, or a particular application workflow. Then compare regions against the same criteria.
- Measured experience: Compare results by Japanese city and carrier, including median, high-percentile latency, variation, loss and application response time.
- Route consistency: Consider whether the route and performance remain reasonably stable across relevant networks and test periods, not just whether one observation is low.
- Service availability: Check that the region offers the cloud services and features the application requires. Regional availability differs.
- Cost: Include the financial implications of the region and the application’s deployment pattern. Google Cloud’s Region Picker explicitly considers latency, price and carbon footprint, while AWS region-selection guidance also treats latency and cost as decision factors.
- Data location: Determine whether the application has data-location requirements, and check that the candidate deployment meets them. A performance result does not answer where data needs to reside.
- Environmental considerations: Where relevant to the organization, include the provider’s regional carbon information in the comparison. It is another decision factor, not a substitute for performance or availability checks.
Keep the decision traceable: record the audience segments, candidate regions, measurement period, networks tested and the reasons for the final choice. If performance needs change or the audience mix shifts, repeat the comparison rather than assuming the original result remains representative.
Private connectivity and expectations
AWS documents peering options and AWS Direct Connect for private connectivity. Direct Connect may provide a more consistent experience than internet-based connections in many cases, but that qualification is important: it does not guarantee lower latency for every setup. The result depends on the connection, network path and application architecture. Private connectivity is most relevant when the service has a network design that can use it; it is not a general fix for all consumer traffic reaching a public service.
For services used over the public internet, measurements from the intended users’ carriers remain central. A cloud provider’s backbone capabilities or a private link available to one organization do not establish the route used by every Japanese ISP or mobile carrier.
Quick Recap
Common interpretation mistakes
- Assuming the nearest region must be fastest. Proximity offers a reason to test a region, not a guarantee about the route or round trip.
- Turning a cloud-region result into a user result. Azure’s published regional table is cloud region to cloud region, not Japan user to cloud region.
- Reporting one number for all of Japan. Different cities, carriers and access networks may follow different paths. Preserve those distinctions in tests and reporting.
- Looking only at a median. A median can conceal slow-tail experiences. Review high-percentile values and variability alongside it.
- Treating dashboard data as active probing. Google Cloud’s global latency metric uses passive TCP sampling and may include application delays; sparse traffic can affect availability or accuracy.
- Assuming a private connection guarantees improvement. AWS describes a more consistent experience in many cases, not a universal latency guarantee.
