How Data Center Valuations Work: Utilization, Megawatts, and Contracted Revenue

Data centers are not valued by a headline megawatt count. A megawatt earns value only when it can be delivered, energized, converted into usable IT load, leased, and turned into durable cash flow. The defensible valuation process therefore moves from physical power to occupied capacity, contracted revenue, operating costs, capital needs, and risk.

Commitments, energized capacity, leased capacity, and utilization describe different points in that chain. A facility can have a large customer commitment and still produce less current revenue because the customer has not installed equipment or activated all contracted services.

What a data-center valuation is actually measuring

A valuation estimates what an enterprise, property, campus, operating phase, or equity stake is worth today based on the cash it can generate and the risks attached to that cash. For a data center, the physical asset is only one part of the answer. Power rights, substations, cooling systems, network connectivity, permits, tenant contracts, operating history, and remaining construction work all affect value.

Start by stating the valuation perimeter. A transaction may be priced for an entire enterprise, one site, a building, an operating phase, commissioned megawatts, contracted megawatts, or equity value after debt and other claims. Mixing these perimeters creates apparently precise but unusable price-per-MW figures.

Enterprise value, site value and equity value

  • Enterprise value: the value of the operating business before subtracting debt and adding excess cash.
  • Site or building value: the value of a defined real-estate and infrastructure asset, which may exclude corporate overhead or other sites.
  • Commissioned MW: power capacity that has completed the required construction and testing to serve customers.
  • Contracted MW: capacity promised under customer agreements; it may not yet be energized or deployed.
  • Equity value: the residual value after debt, preferred claims and other obligations.

Always state which of these is the numerator before dividing by any MW denominator.

Why “price per megawatt” has no universal answer

One gigawatt equals 1,000 megawatts, as Keppel DC REIT states in its 2025 annual report. That conversion is simple; the valuation denominator is not. A utility allocation, a firm grid connection, an energized electrical room, usable IT load and billable customer load are progressively narrower measures.

Capacity label What it means Valuation treatment
Requested or queued Power being sought from a utility or development queue Usually outside the base case; treat as an option subject to probability and timing
Contracted or committed A customer has signed for capacity or services Include only after testing acceptance gates, deployment timing, credit and termination rights
Firm power A binding utility right or supply arrangement More valuable than a request, but still subject to construction, energization and operating constraints
Energized Electrical infrastructure can receive and distribute power Eligible for operating forecasts, less losses, reserves and non-IT loads
Commissioned or usable IT load Tested capacity available for customer equipment Preferred denominator for operating-asset comparisons
Leased or billable Capacity under a lease or service contract that can generate invoices Use with contract terms, ramp schedules and customer credit
Utilized Capacity actually occupied or producing billed services Closest to current revenue, but metric definitions must be verified

Headline MW should therefore be bridged from gross utility power to usable and billable load. Deduct electrical losses, cooling demand, redundancy, reserve capacity, maintenance constraints and any portion that cannot yet be served. A buyer that capitalizes announced or queued MW as though it were producing load will overstate value.

Utilization and commitment answer different questions

Commitment asks how much capacity customers have reserved or agreed to take. Utilization asks how much of the available product is actually occupied, powered or billed under the provider’s definition. A customer can commit today, install servers later and ramp usage over several years.

Evidence from operating disclosures

GDS Holdings reported commitment rates of 93.8% in 2021, 95.5% in 2022 and 92.8% in 2023. Its corresponding utilization rates were 65.5%, 71.8% and 73.1%. GDS says the gap was primarily caused by customers that had committed to revenue-generating services but had not yet fully used them. The figures show why signed capacity cannot be substituted for current revenue.

Equinix reported approximately 77% cabinet utilization at March 31, 2026, defining cabinet utilization as the percentage of cabinet space billed divided by total cabinet capacity. That metric is not directly comparable with a provider reporting occupied square feet, megawatts of IT load or power draw. Before comparing two operators, document the unit, denominator, reporting date and whether reserved-but-not-installed equipment counts as utilized.

How utilization affects value

  • Low utilization leaves fixed power, cooling, staffing and property costs spread over fewer billed units.
  • High utilization can support stronger margins, but a nearly full facility may require expensive expansion or have little room for high-value customers.
  • Rapidly rising utilization can indicate successful lease-up, or it can reflect temporary power constraints that limit future growth.
  • Utilization should be modeled by phase and customer type rather than as one campus-wide percentage when different halls have different ages, prices or cooling designs.

Build the contracted-revenue bridge

Contracted revenue is more useful than a simple bookings number because it links capacity to contractual cash flows. Inventory every revenue stream and the conditions attached to it.

Revenue components to capture

  • Recurring rent for cabinets, cages, suites or dedicated halls.
  • Power charges, including fixed charges, metered consumption and escalation.
  • Managed services, interconnection, network and remote-hands fees.
  • Installation, cross-connect and other one-time charges.
  • Take-or-pay commitments, minimums, ramp rights and expansion options.
  • Utility or other pass-through amounts, which may increase reported revenue without creating equivalent margin.

Switch describes total contract value as revenue contracted through the active contract term, including fixed power charges. It defines weighted-average lease expiry (WALE) as a revenue-weighted measure of in-place contract duration that excludes utility reimbursements. Those definitions matter: a long contract with reimbursed electricity is not equivalent to long-duration, high-margin rent.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

Contract quality tests

  • Duration and WALE: identify expirations by year and the amount of revenue exposed at each date.
  • Ramp and acceptance: separate signed capacity from the date equipment is installed, accepted and billable.
  • Termination and contraction rights: model early termination, downsizing, service-level credits and force-majeure provisions.
  • Tenant credit: review deposits, parent guarantees, payment history and counterparty concentration.
  • Renewal probability: assess switching costs, location importance, power availability and the customer’s likely technology refresh.
  • Pass-through mechanics: determine whether electricity-cost increases are reimbursed, capped, delayed or absorbed by the operator.
  • Delivery capex: estimate the money and time needed to make contracted capacity operational.

Bookings should not be treated as revenue without deployment or acceptance gates. A contract that requires the operator to build a new electrical room may have substantial value, but that value is conditional on capital, permits, equipment lead times and customer performance.

Turning usable megawatts into cash flow

The central operating model converts usable energized IT load into occupied load, revenue and free cash flow. A practical bridge is:

  1. Start with energized electrical capacity.
  2. Deduct electrical losses, cooling demand, reserve, redundancy and operating constraints to derive usable IT load.
  3. Apply the expected occupied or billable percentage by phase and customer category.
  4. Apply revenue per occupied MW, separating rent, power, managed services and one-time fees.
  5. Subtract electricity, cooling, staffing, maintenance, property costs, taxes, insurance and corporate allocations.
  6. Subtract recurring capital expenditure, working-capital needs and the remaining cost to deliver contracted capacity.
  7. Use the resulting recurring EBITDA and free cash flow to test debt-service capacity and equity value.

This approach is more informative than an unqualified EBITDA-per-announced-MW figure. Revenue per MW can rise because of pricing or service mix while physical utilization falls; conversely, utilization can rise while margins weaken if power costs are not passed through.

Operating variables that change the result

  • Power usage effectiveness (PUE): a less efficient cooling and electrical design consumes more purchased power for each unit of IT load.
  • Tariffs and curtailment: local electricity prices, demand charges, renewable requirements and interruption rules affect both cost and reliability.
  • Resilience: redundant utility feeds, generators, fuel storage and tested procedures can support pricing but require capital and maintenance.
  • Retrofit needs: high-density computing may require liquid cooling, new busways, structural work or upgraded network capacity.
  • Lease-up speed: delayed customer deployment leaves fixed costs in place without the forecast revenue.

Valuation methods and how to reconcile them

Income capitalization

For a stabilized asset, divide normalized net operating income (NOI) by a capitalization rate. Mapletree Industrial Trust disclosed 2026 capitalization rates of 6.00%–6.50% for Asia data centers. The rate applies to the stated geography, asset assumptions and valuation date; it is not a global data-center multiple.

Normalize NOI first. Remove one-time installation income, adjust for vacancy and bad debt, include recurring property expenses and reflect sustainable power costs. A lower cap rate increases value but generally implies stronger location, contracts, growth prospects and financing conditions.

Discounted cash flow

A DCF forecasts annual revenue, expenses, capital expenditure and working capital, discounts those cash flows, then adds a terminal value based on a terminal capitalization rate. Mapletree disclosed 2026 Asia discount rates of 3.60%–7.75% and terminal capitalization rates of 3.90%–6.75%; its disclosed North America discount-rate range was 6.50%–10.00%.

Use explicit assumptions for lease-up, renewals, power prices, capex timing and terminal occupancy. Small changes in the discount rate, terminal rate or long-term utilization can materially change value, so show sensitivities rather than one false-precision number.

Comparable transactions and public-company multiples

Comparables are useful only after normalizing usable or billable MW, asset maturity, geography, contract profile, tenant credit, remaining capex and the numerator’s debt and corporate-cost treatment. A transaction for a fully energized, leased building should not be compared directly with a permitted campus whose power is still in the queue.

Replacement cost

Estimate the cost to recreate land, buildings, substations, generators, cooling, network connectivity and resilience. Adjust for age, obsolescence, permitting difficulty, construction inflation and lease-up. Replacement cost can provide a floor or reasonableness check, but it does not automatically capture a superior contract book or a stranded design.

Option value for future phases

Future power, land, permits and customer demand can have option value. Assign probabilities to securing power, completing construction, obtaining permits, attracting customers and reaching operation, and discount the timing and required capital. Unsupported pipeline remains outside the base case.

How to compare two facilities without misleading yourself

Comparison axis Questions to answer
Capacity Are MW gross utility, energized, commissioned, usable IT or billable?
Utilization and lease-up What is the metric definition, reporting date and trend by phase?
Contracts What are contracted revenue, WALE, escalators, take-or-pay terms and renewal dates?
Tenant risk How concentrated are customers, and what guarantees, deposits and credit support exist?
Power Is supply firm, when will it be energized, and who bears tariff increases?
Efficiency and resilience What are PUE, cooling design, redundancy and availability commitments?
Capital needs What construction, retrofit, recurring and customer-delivery capex remains?
Market What competing supply, permitting constraints and demand conditions affect lease-up?
Valuation assumptions Which discount rate, cap rate, terminal rate and debt assumptions were used?

Downside analysis: where valuations break

Run integrated scenarios rather than changing one variable in isolation. Test delayed energization, slower utilization, electricity-tariff increases, curtailment, outages, stranded halls, retrofit requirements, tenant churn, refinancing costs and capex overruns.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Useful stress cases

  • Delivery delay: push the energization date and customer billing start while retaining construction spending and financing costs.
  • Utilization shortfall: reduce occupied load and test whether fixed operating costs consume expected margin.
  • Contract loss: remove a major tenant, apply downtime and leasing costs, and include any unamortized customer-delivery investment.
  • Power shock: increase tariffs or remove pass-through protection to measure margin compression.
  • Capex overrun: increase equipment and retrofit costs and delay the date at which capacity becomes billable.
  • Reverse stress: identify the combination of utilization, pricing, cap rates and financing costs at which equity value is eliminated.

The result should show not only a base valuation but also the assumptions that must hold for debt service and investor returns to remain viable.

A repeatable valuation workflow

  1. Define the perimeter: state enterprise, site, building, phase, commissioned MW, contracted MW or equity value.
  2. Reconcile capacity: create a bridge from requested and contracted power to firm, energized, commissioned, usable, leased and billable capacity.
  3. Verify metric definitions: record whether utilization refers to cabinets, space, power, revenue or another unit, plus the reporting date.
  4. Inventory contracts: map rent, power, services, escalators, minimums, ramp rights, termination clauses, WALE and customer credit.
  5. Forecast operations: model occupied IT load, revenue per MW, electricity and cooling costs, staffing, maintenance, taxes and recurring capex.
  6. Value the cash flow: apply income capitalization or DCF, then cross-check with normalized transactions, public-company multiples and replacement cost.
  7. Value future phases separately: probability-weight power, permits, demand, capex and time to energize; exclude unsupported pipeline from the base case.
  8. Stress and document: run downside and reverse-stress cases and attach every valuation conclusion to its geography, date, contract status, capital requirement and method.

The practical conclusion is that a megawatt multiple becomes informative only after capacity definitions, remaining capital, contract cash flow and asset maturity have been reconciled. Until then, “value per MW” is a label, not an analysis.
