Nearby residents may experience construction disruption or persistent equipment noise. Effects vary with a facility’s size, location, design, utility arrangements, and the conditions attached to its approvals; neither the benefits nor the costs are the same in every community.
What changes for people living nearby?
A data center is not just a building: a project may include cooling equipment, backup generators, electrical connections, roads, and telecommunications infrastructure. A small enterprise facility and a large hyperscale campus can have very different footprints and resource needs, so the likely effect depends on the specific proposal, its buildout phases, and what is already around it. The State of Michigan’s data-center guidance notes that water use varies by facility and that local review depends on multiple factors. The Australian Department of the Prime Minister and Cabinet likewise identifies potential demand for “electricity, water, land, transport and supporting infrastructure” in its September 2026 consultation paper.

Noise and construction disruption
Cooling equipment and generators can be ongoing noise sources. Michigan’s official guidance says, “Noise, typically stemming from cooling equipment and generators, is one of the primary concerns raised by nearby residents.” How much reaches homes depends on the equipment, operating conditions, setbacks, barriers, and enforceable limits.
Construction effects are different from recurring operating effects. Virginia’s Joint Legislative Audit and Review Commission documented resident reports of persistent noise and construction-related road impacts, including heavy vehicles reportedly damaging an access road and sometimes blocking school buses and emergency vehicles. These are reported experiences showing impacts can occur; they do not establish that every project causes them. See JLARC’s 2024 chapter on local residential impacts.

Land use and water
Large campuses can occupy substantial land, alter views, and compete with housing or agricultural uses. Supporting power and telecommunications infrastructure can extend beyond the main site. Australia’s September 2026 consultation paper describes land competition with housing and agriculture, but the balance of effects depends on local zoning, the parcel, and the available alternatives.
There is no single water-use figure that applies to all data centers. Cooling technology, facility design, water source, and local availability matter. In Fairfax County, water-use information had been private, and the county points to new reporting requirements expected to yield more detail from 2027. That is a Fairfax-specific account, not a statement of reporting rules elsewhere; see the county’s data-center FAQ and Michigan guidance.
Do data centers affect nearby home values?
The evidence is mixed, and the answer is not a universal yes or no. A September 2026 working paper by Garrison Schlauch and Simon Greenhill estimates that home values fell on average near announcements of large U.S. data centers. The authors define large facilities as a single site or related group with at least 20 megawatts of power capacity or 100,000 square feet of building area. They compare housing transactions near newly announced sites with observably similar areas near facilities announced later, using a matched, stacked event-study design.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems| Finding | What the source reports |
|---|---|
| Within three miles | 2.98% average decline over the five years after announcement, rounded to 3%, in the authors’ estimates. |
| Within one mile | 7.2% estimated average decline; the paper reports smaller estimates beyond one mile. |
| Aggregate implication | $20.6 billion in estimated nationwide housing-wealth loss, an implication calculated by the authors from their estimated effects and sample—not a government accounting. |
The authors report larger estimated effects for hyperscale and higher-capacity facilities and urban locations, and no clear effect on the volume of home sales. These are estimates, not predictions for a particular property. The paper is a working paper circulated for discussion and comment and has not been peer reviewed. Other findings summarized by Fairfax County do not show an automatic or marginal negative effect: the county cites a 2023 George Mason University study finding no marginal negative effect after accounting for industrial properties, and a 2026 National Association of Realtors study finding no statistical evidence that data centers automatically lower nearby home values. Fairfax says it has not itself analyzed home values around data centers. Differences in facility scale, distance, sample, timing, market conditions, and research design may help explain why findings differ. A national estimate should not be treated as an appraisal of a specific home; see the county’s summary and FAQ.
What can communities gain in taxes and jobs?
Data centers can contribute property-tax revenue and employment, but the scale is highly local. These two Virginia counties illustrate why one locality’s figures should not be used as a forecast for another:
| Locality and period | Reported data-center contribution | Qualification |
|---|---|---|
| Loudoun County, Virginia, FY 2026 | $1.2 billion in real and personal property-tax revenue; 39% of the county’s overall budget. | County-specific figures from a locality with a high concentration of facilities. |
| Loudoun County, Virginia, current 2026 figures | More than 17,000 direct and indirect data-center-related jobs. | The county includes permanent operational jobs and wider work in specialized trades, technology, professional services, and security. |
| Fairfax County, Virginia, tax year 2026 | $110.6 million in data-center revenue, about 1.9% of FY 2027 General Fund revenue. | The county says most is business personal property tax on equipment, which is subject to depreciation. |
Sources: Loudoun County’s 2026 figures and Fairfax County’s 2026 figures. Local revenue may support public budgets, but what a project contributes—and how much remains over time—depends on local tax rules, incentives, equipment depreciation, and agreements. Negotiated community benefits may fund priorities such as fire services, parks, infrastructure, or farmland preservation; residents should distinguish a binding commitment from a general promise.
Who pays for electricity and infrastructure?
Large electricity demand can require transmission and distribution upgrades. The cost a household ultimately bears depends on local rate design, regulation, utility rules, and project agreements. Fairfax County says residents do not directly pay for data centers’ electricity consumption, but may bear part of the cost of required energy-infrastructure improvements; it also describes Virginia measures assigning some costs to high-energy users. Those statements concern Virginia, not a nationwide rule.

Other jurisdictions are taking different approaches. Australia’s September 2026 consultation paper proposes that data centers cover transmission, network, and utility-service costs so other users do not pay more because of data-center activity. In Massachusetts, Executive Order No. 658 (2026) describes specified permitting prerequisites for data-center projects exceeding a 25-megawatt peak electricity-demand threshold; that threshold is a Massachusetts rule, not a national standard. Consult the specific local utility and regulator for the applicable cost allocation and requirements: Fairfax County, Australia’s consultation paper, and Massachusetts Executive Order No. 658.

Authorities may use zoning, special approvals, hearings, and project-specific conditions to determine where facilities can be built and how they operate. The rules differ sharply by place and can change:
- Loudoun County, Virginia: the county requires special-exception approval for future data-center proposals. See The Loudoun Story.
- Los Angeles County, California: the Department of Regional Planning reported in its 2026 update that the county zoning code did not yet include rules specific to data centers. See the county’s data-center planning page.
Approval processes may offer opportunities to comment on site design, noise, traffic, and infrastructure. Whether a condition or promised benefit is meaningful depends on its specificity, who monitors compliance, and what happens if the developer does not meet it.
What to check when a proposal is under review
For a particular project, use the application and local records rather than assuming national findings describe the site. Compare proposals using the factors that connect directly to likely impacts:
- Scale and schedule: stated power capacity, building area, computing density if disclosed, and whether construction will occur in phases.
- Nearby uses: distance to homes and sensitive uses, zoning context, and the project’s land footprint.
- Noise: cooling and generator sources, baseline measurements, setbacks or barriers, operating hours if relevant, and enforceable noise limits.
- Construction access: truck routes, road-condition protections, and plans for preserving emergency and school-bus access.
- Utilities and water: cooling design, water source and availability, required grid or water upgrades, and who pays for each improvement.
- Public return: projected tax receipts and incentives, job estimates and their time horizons, and the exact terms of community-benefit commitments.
- Oversight: permitting authority, hearing opportunities, reporting requirements, compliance monitoring, and remedies for violations.
Useful records can include the zoning application, tax agreement, utility cost allocation, water permits, noise conditions, construction plan, and any community-benefit agreement. Treat construction-period impacts separately from recurring operating impacts, and distinguish actual receipts and employment from projections.
