Nearby homes can be affected by a data center in different ways while it is being built and after it begins operating. Construction can bring machinery noise and heavy trucks; an operating site can produce mechanical noise, periodic generator testing, and exterior lighting. Whether any of these reach a particular home depends on the site, its design, local rules, and the conditions attached to its approval.
To assess a specific project, look beyond general assurances: check the noise, lighting, and traffic assessments, then distinguish proposed controls from enforceable approval conditions and measured results.

How noise can change between construction and operation
During construction
Site preparation, construction machinery, and trucks can create temporary noise. “Temporary” does not necessarily mean insignificant to a nearby household: the effect depends on the work schedule, equipment, routes, distance, and whether noisy work occurs at night. A useful project assessment identifies residential receiver locations, construction stages, working hours, background sound, and proposed controls.
After the data center opens
Operational noise may come from mechanical plant and generator testing. Assessments should explain which equipment and operating conditions were considered, including nighttime periods and any emergency scenario. A prediction is not a measurement of what residents will hear once the facility is running.

For example, the New South Wales assessment for NEXTDC S4 modelled normal operation and a worst-case power-failure scenario, as well as construction noise. The department said it was satisfied the project would meet the relevant amenity criteria and imposed conditions including noise limits at receiver locations, construction and operational noise management plans, and a verification report. These are findings and conditions for that project, not a guarantee about other facilities. Read the NSW project decision.
A separate CyrusOne proposal page from Sangamon County, Illinois, reports a proposed 50-decibel property-line limit where the site adjoins a residence or residential district, and annual generator testing of 10–15 hours. Those figures describe that proposal as reported by the county in 2025; they are not universal standards, health thresholds, or verified measurements from an operating facility. See Sangamon County’s project page.

How exterior lighting can reach homes
Light spill is shaped by where fixtures point, whether they are shielded, their intensity, and how long they remain on. A lighting plan may show how a project intends to limit light beyond its property, but residents should check whether the measures are required by an approval and whether they have been installed.

England’s planning framework says development proposals should account for pollution’s effects on health, living conditions, and the natural environment, including cumulative effects. Its policy addresses artificial light and says impacts should be limited. This is policy for England, not a rule that applies everywhere. Local examples illustrate how controls can differ: Calvert County, Maryland, describes approved outdoor lighting plans and dark-sky-friendly design, while Sangamon County’s page for the CyrusOne proposal says lighting would be shielded and directed downward. These descriptions do not establish that the same measures apply to another site—or that a proposal’s design has been implemented. See Calvert County’s data center report.
What construction and operating traffic can mean
Construction vehicles
Building work can bring heavy vehicles onto local roads and may affect access, road safety, pedestrians, or school routes. The relevant questions are project-specific: which roads will trucks use, at what times, how many trips are expected, and whether road improvements or other protections are required. Do not infer construction traffic from the number of employees expected once the site opens.

Traffic after opening
Operational traffic—such as staff, deliveries, and servicing—should be assessed separately from construction traffic. In the NEXTDC S4 decision, the department found the project’s operational traffic impact on the local road network would be minor, while requiring construction and operational traffic management plans. That finding relates to the project and the road network it assessed. Calvert County likewise says construction traffic plans and road improvements may be required in its local review process. See the NSW decision.

How to read a project’s assessments and approval
Project files are most useful when they connect predictions to specific places, times, controls, and follow-up. For a particular home or facility, check the local authority’s documents and the version of the plans that was actually approved.

- Noise and vibration: Look for construction stages and hours, nighttime periods, nearby homes or other sensitive receivers, background sound, mechanical equipment, generator testing, and emergency-operation assumptions.
- Controls and follow-through: Check for noise limits, management plans, post-construction verification or monitoring, reporting procedures, and the agency responsible for enforcement. A modelled result or applicant promise is not the same as a measured outcome.
- Lighting: Check fixture direction and shielding, operating hours, expected spill at residential boundaries, and any ecological or dark-sky measures.
- Traffic: Look for construction routes and hours, truck estimates, road constraints, pedestrian and school safety, access during works, and operational servicing.
- Cumulative effects: Consider existing noise and lighting sources and other nearby developments. England’s planning framework expressly addresses cumulative pollution effects; the relevant test elsewhere depends on local policy.
- Approval status: Separate application materials and public comments from adopted conditions and completed monitoring.
Distance and local regulation matter, but there is no universal setback or noise limit established by these examples. Fairfax County, Virginia, describes noise studies, screening, and minimum distances from homes in its local rules; Calvert County refers to its own noise ordinance and project review. Those local approaches do not set a standard for other jurisdictions. See Fairfax County’s data center zoning information.
What residents report—and what those reports establish
Public submissions on the NSW planning portal include descriptions such as “the constant hum,” concerns about “floodlights” facing homes, and traffic at “change in shift times.” These phrases show how some residents express concerns; submissions are not technical measurements, evidence that every data center causes these effects, or a representative survey. View the NSW planning portal materials.
The official sources cited here describe planning processes and project-specific examples; they do not establish how often nearby homes experience these effects or quantify exposure across data centers generally. For a specific concern, rely on that project’s assessments, approval conditions, and monitoring rather than assuming another facility’s outcome will apply.
