How Dangerous Is the Dark Web? Risks, Myths, and What to Know

The dark web has legitimate privacy uses as well as criminal services. Understand the real risks—scams, phishing, harmful downloads—and how to reduce them.

The dark web is not inherently dangerous or criminal, but it is a higher-risk place to explore than ordinary websites. It includes legitimate privacy-focused services as well as criminal marketplaces and forums. Scams, harmful content, phishing, and malicious downloads are real concerns; simply visiting a dark-web page does not mean you will be hacked. The risk depends on what you access and what you do there.

What is the dark web, and why is it hard to assess?

The dark web is a collection of online services reached through anonymizing technologies such as Tor; it is not one website or a single criminal network. A 2019 National Institute of Justice-supported workshop report defined it as linked services on a dark net accessible through Tor or equivalent technology. Its authors were assessing law-enforcement needs, not surveying ordinary users’ risk.

Tor routes traffic through relays and uses layered encryption to make it harder for a destination to identify a visitor’s IP address. That can support privacy and help people get around censorship, but it does not make users invisible in every respect. The Australian Cyber Security Centre notes that cookies can still track activity, and signing in to an account identifies you to that service. Its guidance is aimed mainly at organizations, so its observations about threats to Australian infrastructure should not be read as personal odds of being attacked.

What makes the dark web risky?

Scams and unstable services

Fraud is a documented feature of criminal marketplaces. A 2020 U.S. Department of Health and Human Services presentation described scams among users and between site administrators, buyers, and sellers. Europol’s 2024 Internet Organised Crime Threat Assessment also describes how law-enforcement takedowns shortened the life of some marketplaces, while instability and scams contributed to fragmented threats. These findings concern criminal-market activity, not every service reachable through Tor.

Malicious links, downloads, and phishing

As on the wider internet, a deceptive link or untrusted download can expose a device or account to harm. The FBI’s 2026 alert warns more broadly about dubious downloads, phishing, compromised connected devices, and software that may route traffic through a person’s home or small-business connection. That alert is about residential proxy networks, not a claim that visiting a dark-web page automatically turns a device into a proxy.

Illicit or harmful material

Some dark-web services support criminal commerce or host harmful content. The National Institute of Justice’s overview describes legitimate anonymous communications, including protection for journalists and dissidents, alongside illicit activity. The existence of criminal services does not mean all dark-web sites are criminal or that a visitor will necessarily encounter them.

Can you get hacked or get a virus just by visiting?

A visit alone does not establish that your device has been hacked or infected. The more practical risks come from what you click, download, install, or disclose, as well as from weaknesses in the device or service you use. Treat unexpected downloads, pop-ups, requests for credentials, and offers of free software or media with caution. Anonymity tools do not substitute for ordinary device security.

Is the dark web illegal? Is Tor itself illegal or dangerous?

The sources reviewed here describe Tor and dark-web services as technologies with both lawful and criminal uses; they do not establish that using Tor is inherently illegal. Laws differ by jurisdiction, and the legality of a particular act depends on what someone accesses or does. Tor can make it harder for a destination to identify a visitor, but it does not guarantee protection from tracking, account identification, scams, or malware.

How likely is an ordinary visitor to be harmed?

No current, reliable percentage in the cited sources measures an ordinary visitor’s chance of harm. Figures sometimes repeated about illicit-site shares or dark-web drug markets are dated, based on particular study definitions, or limited to criminal markets; they do not measure an individual visitor’s odds. Likewise, organizational threat observations and FBI warnings about residential proxies address different populations and problems, not the probability that a person browsing a dark-web service will be attacked.

How to reduce your risk online

  • Avoid suspicious links, pop-ups, pirated software, and free downloads from sources you do not trust.
  • Install apps from official app stores or reputable publishers, and keep your operating system, applications, and device firmware updated.
  • Read the terms of free VPN apps carefully. The FBI warns that some free VPNs or bandwidth-sharing apps may route other people’s traffic through a user’s connection.
  • Be cautious about apps that promise passive income in exchange for sharing internet bandwidth.
  • Monitor connected home devices for suspicious activity. If you suspect malware, antivirus software may help clean some devices; the FBI notes that reinstalling an operating system may be necessary in some cases.

These steps are useful across the internet, not just on dark-web services. No generic product or anonymity tool can guarantee safety.

What the historical statistics do—and do not—show

The National Institute of Justice’s 2020 explainer relayed several historical estimates, including a study estimate that 57 percent of dark websites facilitated illicit activity. That estimate came from Moore and Rid’s 2016 study and should not be treated as a current rate: it reflects a specific study and definition. Other figures in the explainer concern past drug-market revenue and transactions, not present-day site composition or personal risk. They cannot answer how dangerous a visit is today.
