A graph-assisted system can start with similarity search and follow explicit links between provisions, giving the answer a better chance of including connected context. It does not, by itself, prove that those links are correct, that the text is current, or that the resulting legal explanation is sound.
Why similarity search can leave a legal answer incomplete
Vector retrieval ranks text by semantic similarity to a question. That is useful when someone asks for a topic in ordinary language or wants to locate a passage using wording different from the source. But a legal rule may depend on material that does not use similar wording: a defined term elsewhere, an exception in another section, an amendment, or a provision setting out the next procedural step.

A citation such as “subject to section X” is not merely another semantically related passage. It is an explicit relationship that may change how the first passage applies. If retrieval only returns the best-matching chunks, the linked provision may rank too low or not appear in the context at all. The answer can then sound complete while relying on only one part of the legal chain.
That is a retrieval failure mode, not an inevitable property of every vector system. Keyword search can be particularly useful for exact citations and identifiers; vector search can surface relevant language when the query and source use different terms. Neither method alone guarantees that every controlling cross-reference has been found.

What a graph adds—and what it cannot establish
A graph represents legal units—such as sections, subsections, defined terms, cases, or source documents—as nodes, and relationships between them as edges. An edge might record that one provision refers to, defines, amends, or depends on another. A system can first retrieve likely starting points by keyword or vector similarity, then traverse selected relationships to find connected text.
This can improve the chance of retrieving a connected set of passages, including one that did not rank highly on its own. The graph is only as dependable as its construction, however. An extracted reference can be wrong, ambiguous, unresolved, or attached to the wrong version of a provision. A generated summary can omit a qualification. The controlling evidence remains the source text applicable to the question.
Microsoft’s GraphRAG documentation describes a pipeline that creates text units linked back to source documents, extracts entities and relationships, and can merge matching entities and summarize descriptions. Those are indexing operations, not legal validation. The source link and the text that supports each edge should remain available to the agent and to anyone reviewing its answer.

Build a legal GraphRAG agent in five steps
1. Preserve legal structure and provenance
Ingest authoritative documents with enough metadata to identify what they are and when they apply. At minimum, retain jurisdiction, source, document identity, provision identifier, and available effective-date or version information. Keep parent-child structure, such as a section and its subsections, rather than flattening everything into arbitrary chunks.
Choose text boundaries that preserve the provision and the language explaining its references. A chunk should not contain a dangling citation with the referenced text discarded from the corpus. Each unit should link back to the original document and its location, so the system can show where its evidence came from instead of treating an embedding or summary as the authority.
2. Extract legal units and explicit relationships
Model relevant legal objects as typed nodes: for example, a statute section, a subsection, a defined term, a case, or a source document. Represent relationships with specific labels such as “refers to,” “defines,” or “amends,” rather than an undifferentiated “related to” edge.

Keep the passage that supports each extracted relationship. Microsoft’s standard GraphRAG indexing method uses an LLM to extract entities and relationships; an extraction is a candidate representation of the text, not proof that the relationship is legally valid. Review extraction quality on representative documents before allowing the agent to rely on those edges.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems3. Resolve references and preserve uncertainty
Normalize citations into identifiers that account for jurisdiction and document type, then attempt to resolve each one against the corpus. A citation should not silently become a graph edge to a similarly named but different provision. If a reference is ambiguous or cannot be found, retain that state explicitly so retrieval and answer generation can surface the gap.
Make every edge traceable to the text that asserted it, and distinguish extracted relationships from relationships verified against the source. Entity merging and generated descriptions can introduce mistakes or erase meaningful distinctions, so retain source-level evidence and a route back to the original units.

4. Retrieve a starting point, then traverse selectively
Use keyword or vector search to find likely starting provisions. From those starting points, follow only relationships relevant to the question, such as a cited definition or an express exception. Set limits on traversal depth and filter by jurisdiction, source type, and applicable version; otherwise a broad graph expansion can swamp the answer with remotely connected material.
Graph-enhanced vector retrieval is one documented pattern: retrieve similar chunks, then traverse connected entities to add context. The GraphRAG pattern catalog cautions that patterns fit different question types and should be evaluated for the intended task. A direct lookup may need little or no traversal; a question involving an exception chain may need more.

5. Audit evidence before generating the answer
Before synthesis, check each retrieved provision against its source text and the version applicable to the question. Require each material claim in the answer to point to supporting text. If the chain is incomplete, sources conflict, or a reference cannot be resolved, the agent should say what it could not establish rather than fill the gap with a plausible inference.

The LegalGraphRAG paper by Chen and coauthors, published in the Association for Computational Linguistics 2026 proceedings, proposes a hierarchical legal graph and a sequence in which a Researcher retrieves candidate evidence, an Auditor checks it against source documents, and an Adjudicator synthesizes the verified evidence. This is a published research architecture, not proof of production reliability. The publication record available here does not provide the experimental tables needed to state a numerical performance advantage responsibly.

| Approach | What it is useful for | Main cost or limitation | Evaluation question |
|---|---|---|---|
| Keyword or vector retrieval | Exact identifiers and text matching with keywords; semantically phrased questions and finding retrieval starting points with vectors. | Similarity alone does not represent that one provision expressly points to another. | Does it retrieve all necessary provisions for direct questions and questions requiring multiple linked provisions? |
| Hybrid graph plus vector | Combines similarity-based starting points with traversal to connected chunks. | Depends on extraction quality, reference resolution, controlled traversal, and context management. | Does graph expansion improve recall and citation completeness without adding irrelevant provisions? |
| Fuller GraphRAG indexing | Adds entities and relationships, and may include claims, community structure, summaries, and embeddings. | Indexing and maintenance can be complex; extracted graph elements and summaries need validation. | Does the richer index improve the target legal tasks enough to justify its operating cost and upkeep? |
Microsoft describes its standard GraphRAG approach as using LLM-based extraction and summarization. Its FastGraphRAG variant substitutes some LLM reasoning with NLP as a faster, cheaper indexing alternative; Microsoft recommends traditional GraphRAG when high-fidelity entities and graph exploration matter. Those are project-specific trade-offs, not a universal result for every corpus or task.
Evaluate completeness, not just whether an answer sounds right
Build a hand-checked evaluation set from the questions the system is expected to answer. Include straightforward provision lookups as well as cases where the answer depends on a definition, exception, amendment, or a chain of references. For each question, identify the necessary source passages and the applicable versions before comparing retrieval strategies.
- Check provision recall: did retrieval return every passage needed to answer the question, not just the passage that most resembles its wording?
- Check citation completeness: can each material answer claim be traced to the source text that supports it?
- Check edge accuracy: does each traversed relationship correspond to an actual reference or other relationship in the source?
- Check noise: did graph expansion add weakly related or out-of-scope provisions that could confuse synthesis?
- Check version handling: did retrieval use the text that applies to the stated jurisdiction and relevant date?
- Check abstention: when the system cannot establish a required link, does it disclose the gap rather than invent a complete chain?
Compare the approaches on the same questions and source set. A graph is worthwhile only if its added context improves the outcomes that matter for the task without introducing unacceptable noise or maintenance burden.
Account for project and implementation limits
Microsoft’s GraphRAG repository describes the project as being in maintenance mode, says it is not accepting new features, and characterizes the code as a demonstration rather than an officially supported Microsoft offering. Microsoft also warns that indexing can be expensive, recommends starting small, and recommends prompt tuning. Package version and configuration matter when assessing behavior; documentation for one configuration should not be assumed to describe every released configuration.
Neo4j offers graph-database and vector-search tooling, framework integrations, knowledge-graph modeling, and a GraphRAG Python package. That makes it one possible implementation option, not evidence that a legal graph built with it will be accurate. The database choice does not replace document provenance, reference validation, or source-level auditing.
