How Crypto Compliance Can Support Growth—and Where It Still Falls Short

Clear crypto rules may help institutions assess risk, but uneven implementation and compliance costs can constrain growth. Here’s what businesses need to watch.

Crypto compliance can support industry growth when clear, workable rules help banks, businesses and customers understand who is responsible for managing risk. But rules do not guarantee growth: uneven enforcement, costly implementation and unresolved financial-crime risks can undermine trust and limit cross-border operations. Recent market and policy developments show these forces moving alongside one another, not proof that regulation alone causes growth.

How do crypto compliance trends affect industry growth?

Compliance is both market infrastructure and an operating cost. Clear requirements can make responsibilities and risk controls more legible to institutional customers, financial institutions and counterparties. That may make it easier for them to assess whether and how to participate. In a 2025–26 review, TRM Labs found that about 80% of the 30 jurisdictions it examined had financial institutions announce digital-asset initiatives. That finding is an association, not evidence that new rules caused those initiatives.

On the other side, companies must spend time and money identifying which rules apply, building controls, and showing that those controls work. When rules differ across borders or supervisors do not enforce them consistently, firms can face uncertainty and duplicated effort. Weak controls also leave customers and counterparties exposed to financial crime, which can damage confidence in the wider market.

The key distinction is between a rule on paper and a system that works in practice. FATF reports progress on risk assessments, virtual asset service provider (VASP) frameworks, licensing or registration, the Travel Rule, supervision and enforcement. It also identifies continuing difficulty turning risk assessments into mitigation, operationalizing licensing, identifying covered actors and achieving effective supervision.

What crypto regulations are changing?

There is no single global crypto rulebook. FATF sets international anti-money-laundering and counter-terrorist-financing standards, while jurisdictions decide how to implement them. The Financial Stability Board (FSB) reviews its own global financial-stability recommendations. Their assessments point to progress, but also to uneven implementation and material gaps.

The FSB’s thematic review, based on information through August 2025, found more progress in crypto-asset regulation than in arrangements for global stablecoins. It also identified significant gaps and inconsistencies. The FSB wrote on October 16, 2025: “The rapid evolution and growth of crypto-asset markets underscores the importance of implementing the FSB’s recommendations for crypto-assets and global stablecoins.”

For a business operating across jurisdictions, the useful question is not simply whether a country has a framework. It is what the framework covers and how it is applied. Compare jurisdictions using the same checklist:

  • Scope and timing: Which activities and entities are covered, and when do the rules take effect?
  • Authorization and oversight: Are relevant providers licensed or registered, and is there effective supervision and enforcement?
  • Financial-crime controls: What AML/CFT duties apply, and how is the Travel Rule implemented?
  • Stablecoin safeguards: What requirements apply to issuance, reserves, redemption and secondary-market activity?
  • Transaction paths: How are unhosted wallets and cross-chain activity treated?
  • Business impact: What do the rules mean for institutional access, operating costs and cross-border services?

This comparison matters because a published framework does not, by itself, establish how thoroughly it is implemented.

Why are stablecoins a major compliance focus?

Stablecoins can provide useful liquidity, price stability and interoperability, but those same features can also make them attractive for misuse. FATF’s 2026 stablecoin report describes more than 250 stablecoins in circulation by mid-2025, with market capitalization above $300 billion. Separately, the Federal Reserve reported a stablecoin market capitalization of $317 billion as of April 6, 2026, and growth of more than 50% since early 2025. Its note says growth flattened in the final quarter of 2025 and first quarter of 2026. These are time-specific snapshots from different sources, not interchangeable measures.

FATF’s report also cites Chainalysis’s estimate that stablecoins accounted for 84% of illicit virtual-asset transaction volume in 2025. That figure describes the composition of illicit transaction volume; it does not mean that 84% of stablecoin activity was illicit. It underscores why rules need to address controls across the arrangement, rather than assuming an asset’s design or stated purpose eliminates risk.

A stablecoin may involve issuers, intermediary VASPs, financial institutions and other participants. FATF calls for clear AML/CFT responsibilities and proportionate safeguards across these relationships. Its examples of possible risk-mitigation practices include sound governance and technical controls, customer due diligence at redemption, blockchain analytics, specialist expertise in cross-chain mechanics, and public-private cooperation. Smart-contract allow-listing or deny-listing may be appropriate in some circumstances; these are examples and options, not universal requirements established for every issuer or transaction.

FATF highlights peer-to-peer activity through unhosted wallets and possible gaps in cross-chain controls as areas of concern. Businesses should therefore assess how their controls work when a transaction crosses providers, chains or wallet types, rather than treating compliance as a check confined to the point of issuance.

What is the Travel Rule for crypto?

The Travel Rule requires covered service providers to securely collect and transmit information about the originator and beneficiary of certain transfers. The FATF Virtual Assets overview says: “It is up to the sector to develop the technology to meet the FATF’s requirements, particularly when it comes to the so-called ‘travel rule’, which requires securely collecting and transmitting originator and beneficiary information.”

That requirement is a practical implementation challenge as well as a policy standard: systems need to exchange the required information securely and reliably. FATF reports progress in implementation, but continuing gaps. Whether a particular transfer or provider is covered depends on the applicable jurisdictional rules; the global standard alone does not answer every local question.

How should compliance teams assess DeFi?

For decentralized finance (DeFi), the central question is what a person or entity actually does and whether it exercises control—not only whether an arrangement calls itself decentralized. FATF’s July 2026 report recommends functional, risk-based approaches that consider control and the role of regulated entities interacting with DeFi arrangements.

FATF says DeFi remains a relatively small share of the broader virtual-asset market, while growth and institutional participation increase its relevance and exposure. Its July 2026 news summary reports that almost 93% of responding reporting jurisdictions—132 of 143—had not yet implemented FATF standards in relation to qualifying DeFi arrangements. This describes that reporting sample and those arrangements; it is not a measure of every country or every DeFi activity.

For a compliance assessment, map the functions performed, who can exercise control, and where regulated entities participate. Then determine which obligations apply under the relevant jurisdiction’s rules. A label alone cannot settle the question.

What does responsible scaling require?

Effective compliance needs to move from documented risk assessment to operational mitigation. FATF’s findings suggest that licensing status, risk policies and written procedures are not enough unless firms can identify covered activity, apply controls and support effective supervision. Depending on the business and its risks, useful capabilities may include technical expertise, blockchain analytics, governance controls and processes for customer due diligence at redemption.

For businesses planning to expand, translate requirements into operating decisions: which services can be offered in each market, which counterparties can be served, what information must travel with a transaction, and what controls are needed at redemption or across chains. These decisions should reflect the rules and supervisory practice applicable to the activity and location, not an assumed global standard.

Costs are not automatically growth-enhancing, and no single control is suitable for every firm. But underinvestment can leave risks unmanaged, while fragmented rules can complicate expansion. The practical objective is proportionate compliance that addresses actual exposure and gives customers and counterparties a credible basis for trust.

This is a cross-market overview, not legal advice. Obligations depend on jurisdiction, activity and the entities involved.
