Cloudflare Web Scraping Blocks: Authorized Ways to Get the Data

When Cloudflare challenges a scraper, seek an API, feed, permission, allowlist, or scoped rule change from the site owner instead of trying to defeat the challenge.

If Cloudflare challenges your scraper, don’t try to defeat the challenge. For data you’re authorized to collect, ask the site owner for an API, feed, written permission, an allowlist entry, or a narrowly scoped rule change. Cloudflare’s documented controls are configured by the site owner; its documentation does not describe a universal method for bypassing another site’s protections.

Why Cloudflare may challenge a scraper

Cloudflare bot protection uses built-in settings and Web Application Firewall (WAF) custom rules. A site owner can apply different handling to particular paths and traffic conditions—for example, treating login pages differently from public pages. Available controls vary by plan. See Cloudflare’s bot protection documentation.

Cloudflare also documents scraping detections that examine request patterns by autonomous system number (ASN) and JA4 fingerprint. Site owners can use a Managed Challenge to limit suspected scraping and exclude API paths that should remain accessible. Detection is recalculated dynamically: a fingerprint is not necessarily flagged permanently if its behavior no longer appears suspicious. Cloudflare describes the goal as identifying anomalous behavior to help protect against volumetric scraping attacks, not as a guarantee that every scraper will be detected or blocked. Details are in Cloudflare’s scraping detections documentation.

What to do when your scraper is challenged

  1. Confirm you have permission

Check the site’s terms and any agreement covering your intended collection. If authorization is unclear, contact the owner before continuing. A challenge is a site-side access control, not permission to work around it.

  2. Ask for an approved data route

Request an API, downloadable feed, or other supported access method. Explain which data you need, how often you will request it, and how you will use it. If the owner approves scraping instead, ask for the relevant paths and traffic limits in writing.

  3. Request a narrowly scoped accommodation

A site owner may be able to allowlist an authorized client or adjust a rule for specific paths or traffic conditions. The owner should decide the scope and safeguards; Cloudflare’s custom rules support path- and condition-specific handling, but feature availability depends on the site’s plan.

How site owners can tune scraping controls

If you operate the site, choose controls around the specific operation and the legitimate traffic you need to preserve. A challenge on a public page may create friction for real visitors; a rule that accidentally covers an API can disrupt authorized integrations.

  • Refer instruction manual for troubleshooting steps.
  • Use targeted rules. Cloudflare custom rules can apply different actions to selected paths and traffic conditions. Review which bot controls are included in your plan before designing a policy.
  • Keep intended API access separate. Cloudflare’s scraping-detection guidance recommends excluding API calls that should not be challenged.
  • Limit sensitive operations. Rate limits can target repeated actions, such as price lookups, rather than applying a blanket restriction to every request. The right threshold depends on the application. Cloudflare’s example of 10 price-lookup requests per 2 minutes is an illustration, not a universal recommendation or measured effectiveness result. Its rate limiting best practices recommend pairing rate limiting with Bot Management to control automated activity.
  • Choose AI policies by purpose. Cloudflare distinguishes AI search or indexing, real-time agents acting for a person, and crawling for model training or fine-tuning. Site owners can set policies for those different categories through its bot controls and Bot Management API.

What Cloudflare’s controls do—and don’t—establish

The documented controls describe ways for a site owner to manage traffic to their own site. They do not establish an approved bypass for a third-party scraper, a universal access process, or a success rate for Cloudflare’s protections. If you need the data, the practical next step is to seek authorization and an access method from the owner.
