Contractors can manage asphalt and aggregate price volatility by identifying what they must buy and when, pricing the exposure against dated local supplier quotes, and checking the actual project contract for any material-adjustment clause. A national index can help explain broad highway-cost trends, but it cannot tell you what a local quarry or asphalt supplier will charge—or whether your project qualifies for reimbursement.
The practical choice is whether to carry price risk in the bid or share some of it through a clearly defined contract provision. Either way, procurement timing, quote terms, documentation, and the project schedule determine the exposure that remains.

Start by mapping the cost exposure
Price risk is not confined to the asphalt binder line in an estimate. Before setting a contingency or asking for a contract adjustment, identify the materials and services whose costs could change between bid day and purchase. For a paving or roadbuilding job, that may include asphalt binder or mix, several aggregate types and gradations, and fuel-sensitive hauling. Quantities, source locations, and expected purchase dates matter because the same price movement has different effects on a small quantity bought soon and a large quantity bought months later.

Build an exposure schedule
- List each material or cost item, its estimated quantity, specification, and likely source.
- Estimate when each quantity will be ordered, delivered, and incorporated into the work. Use the current schedule, and flag quantities whose timing is uncertain.
- Request dated quotes from suppliers. Record the quoted basis—such as material, delivery, or haul terms—and the date through which the supplier will hold the price.
- Separate committed quantities from quantities that remain unpriced or subject to a quote expiring before purchase.
Federal Highway Administration (FHWA) guidance notes that prospective bidders may be unable to obtain firm supplier quotes for a project’s full duration. That uncertainty can encourage bidders to add speculative protection to their prices. A quote is therefore useful only in context: its validity period and terms should be compared with the job’s likely ordering dates, not treated as a guaranteed project-long cost.

Read the contract before deciding how much risk to price
Do not infer coverage from a clause title or from the fact that the project uses asphalt. The governing contract and specifications determine whether an adjustment applies, to which materials and pay items, and by what method. A provision for asphalt binder, for example, should not be assumed to cover aggregate, every asphalt mix item, or hauling.
What to locate in the project documents
- Covered items: The named materials, pay items, and any exclusions.
- Index and baseline: The specified price series or published value, and the date or period used as the starting point.
- Adjustment timing: How often the index is updated and which work period or purchase period the update applies to.
- Trigger and calculation: Any threshold, formula, eligible quantity, and method for calculating an increase or decrease.
- Limits and direction: Caps, floors, or other limits, and whether the clause allows downward adjustments as well as upward ones.
- Administration: Required notices, records, invoices, submittals, deadlines, and the party responsible for providing them.
FHWA describes index-based adjustment provisions as a way to address volatile material prices, but state approaches differ. Treat the contract’s own wording and the applicable current specification as controlling; an example from another state is not a project entitlement.
Choose between carrying the exposure and sharing it
There are two basic contract-risk paths. If no adjustment clause applies, the contractor generally needs to account for the uncertainty in its bid and procurement plan. If the owner permits a defined adjustment provision, some price risk can shift to the agency, subject to the clause’s eligible materials, quantities, formula, and administration. FHWA says indexing can reduce speculative, risk-loaded bid protection, while also noting that an agency may need to reserve funds for potential adjustment payments.

| Decision factor | Contractor carries the exposure | Adjustment provision shares the exposure |
|---|---|---|
| Price risk | The contractor retains the risk on uncommitted costs, so the bid and purchasing plan must account for it. | Some risk shifts to the owner only for covered items and quantities under the stated formula. |
| Bid contingency | A larger allowance may protect the contractor, but speculative protection can make a bid less competitive. | A defined adjustment may reduce the need for speculative protection; it does not eliminate the contractor’s uncovered risk. |
| Index and market fit | Supplier quotes and expected delivered costs are central to pricing the job. | The contract index may move differently from the contractor’s local quote or delivered price. |
| Payment and administration | There is no adjustment claim to administer under a clause that does not apply, though costs and quote records still matter. | Payment depends on the contract’s timing, eligible quantities, calculation, documentation, and any limits. |
| Owner funding | No clause-based adjustment reserve is implied by this path. | The agency may need funds available for possible adjustment payments. |
A clause reallocates risk; it does not stabilize the market or guarantee recovery of every cost increase. For estimating, model only the protection actually written into the contract. If the clause is silent on a material, quantity, or time period, do not quietly assume that the item is covered.
Use indexes for context, not as a substitute for a quote
FHWA’s National Highway Construction Cost Index (NHCCI) measures average highway construction costs using winning bids on state Department of Transportation highway projects. Its pay items include asphalt, base stone, and miscellaneous stone or riprap. It can help contractors understand broad public-highway cost movements, but it is not a quote from a particular supplier or a forecast for a particular project.
Why the NHCCI and local costs can differ
The NHCCI reflects what state agencies pay for roadway construction work, including materials put in place. FHWA explains that it includes transportation and installation in pay-item prices and that some contractor overhead and profit are reflected. As FHWA’s NHCCI frequently asked questions put it, “The NHCCI also includes the contractor’s mark-up over the original producer’s price.” A producer price measure, by contrast, reflects prices received by producers. Subsidies, taxes, distribution costs, transportation, and the index’s construction-cost scope can all contribute to differences.

Also, a material’s influence on a total construction index depends on both its price change and its weight in the overall cost. A sharp increase in one input does not translate one-for-one into the same percentage increase in a highway project or in a contractor’s total estimate.
Compare percentage movements, not raw index values
Indexes can use different methods and base years. FHWA cautions that comparing their raw values can mislead; calculate and compare percentage changes instead. Even percentage changes are context, not proof that a specific supplier’s price moved by the same amount. For a project decision, line up the index period with the contract formula and compare it with dated local quotes for the relevant material and delivery terms.
A historical example shows why broad consumer inflation is not a reliable stand-in for highway construction costs. FHWA reported in 2023 that the NHCCI rose 49.2% from 2004 to 2008, while the Consumer Price Index (CPI) rose 14.0% over the same period. That comparison concerns national historical periods and the cited indexes; it is not a current inflation reading, an asphalt-only increase, or a forecast.

Check the exact adjustment mechanics in the contract
The same label—such as “asphalt price adjustment”—can conceal different coverage and calculation rules. A useful review works from the actual clause and related specifications, then tests how they treat the quantities and schedule in your estimate.
A state example, not a nationwide rule
FHWA’s January 2025 design-build review describes a North Carolina Department of Transportation (NCDOT) approach in which asphalt adjustments use monthly average terminal free-on-board (FOB) selling prices for PG 64-22 against a base index in the contract. The review says most contracts with asphalt line items are eligible under the NCDOT specification it describes. This is a North Carolina example, not a rule for other states or private work; the governing contract and current applicable specification determine eligibility and details.
Test the clause against your estimate
- Match each estimated input to a contract-covered material or pay item. Keep uncovered aggregate, mix, or hauling costs separate rather than treating them as protected by association.
- Identify the specified baseline, index publication, update period, and adjustment formula. Confirm the date or period that controls each quantity.
- Apply the clause to the expected eligible quantity and work timing. Check any threshold, cap, documentation rule, and upward or downward adjustment treatment.
- Compare the result with actual supplier quote terms and expected delivered costs. Record the difference rather than assuming the index reproduces the quote.
- Confirm required notices and supporting records with the project team before the relevant deadline. A sound calculation can still fail administratively if the contract’s procedure is missed.
Evaluate early buying and stockpiling by total delivered cost
Buying ahead can secure a price or reduce exposure to a quote expiring, but the apparent material saving is not the whole decision. Compare the delivered cost and purchase terms with storage, security, financing, handling, quality, inventory, and schedule consequences. If work timing or quantities remain uncertain, early purchases can also leave the contractor holding material that is not needed when expected.

Questions to answer before committing
- Is the source approved, and does the material conform to the project’s specifications?
- Can the material be stored securely and kept identifiable, with quantities and condition tracked?
- What do the supplier’s price, delivery, payment, and quote-validity terms actually commit each party to?
- How much working capital is tied up, and what happens if the schedule or project quantity changes?
- Who bears loss, damage, deterioration, or quality risk while the material is stored?
- Does the contract allow payment for stored or stockpiled material, and what evidence and approvals are required?
For Federal-aid work, FHWA participation in stockpiled-material costs is conditional. FHWA identifies requirements that include secure inventory, proof of payment, conformity to specifications, proper timing, and limits tied to project need and contract value. The project’s contract and applicable requirements must be checked for the actual conditions; eligibility should not be assumed simply because material has been bought or stored. Other contracts may impose additional terms.
Keep a live cost record and revisit uncommitted quantities
A compact project record makes the estimate, purchase decision, and any adjustment calculation easier to reconcile. Track dated supplier quotes, quote validity, actual invoices, delivered costs, material source and haul distance, quantities, applicable index readings, and the contract formula. Keep the records tied to specific pay items or material categories so an aggregate quote is not confused with an asphalt adjustment calculation.
Update the record when supplier terms expire, purchase timing shifts, quantities change, or new index readings become relevant under the contract. Re-price quantities that are not yet committed instead of applying an old quote or a national index movement indiscriminately to the entire job. The objective is to distinguish known costs from exposed costs and to make the remaining assumptions visible to the estimator and project manager.
No single index, software tool, or forecasting method fits every project. The useful discipline is consistent documentation: preserve the quote basis, timing, local delivery assumptions, and contract treatment so that a later decision can be traced to what was known when it was made.
