Arrange supplier terms and any needed financing before a shortfall becomes urgent; use payment technology and bank controls to support the process, not as substitutes for it.
Why construction cash flow needs a project-by-project plan
A construction company can report profitable work and still struggle to pay payroll, suppliers, or subcontractors on time. Project costs often arrive before the related invoice is approved and collected. Retainage can push part of the payment out until a later milestone, and a subcontractor may wait for money to pass through several parties before it reaches its account.

That timing makes cash flow an operating issue, not just an accounting report. A company-wide cash balance or margin target may conceal a job that needs working capital months before its expected revenue arrives. Forecasting by project helps owners, CFOs, controllers, and operations managers see where contract terms, billing milestones, expected outflows, and collection timing create a cash gap.

How to forecast cash before accepting a project
Before signing a large contract, estimate when the project will use cash and when it is likely to generate it. Include the billing schedule and payment terms, expected approval steps, retainage, payroll and supplier outflows, and any financing the company expects to use. CFMA advises considering contract terms, owner payment practices, supplier terms, and liquidity needs with financial partners before commitment.
Build a forecast around project events
Use a time period appropriate to the project and the company’s cash cycle, such as weekly or monthly buckets. For each period, record expected customer receipts and expected cash outflows. A practical forecast should distinguish work performed from invoices submitted, approved amounts from disputed or incomplete items, and billed amounts from cash actually received.
- Expected receipts: Map each billing event to the contract’s submission requirements, approval milestones, due date, and a realistic collection estimate.
- Expected outflows: Include payroll, materials, equipment, subcontractors, taxes, insurance, and other costs the project requires, using the company’s actual payment commitments.
- Retainage: Separate amounts expected to be withheld from cash expected during ordinary progress billing, and place release proceeds in the period tied to the contract’s conditions.
- Available liquidity: Show the cash and financing the company can actually draw on, with any conditions or timing constraints known to the company.
Forecasting is not a promise that every payment will arrive on the predicted date. It is a way to expose assumptions early: for example, whether a project can meet payroll if an approval takes longer than planned, or whether several projects will need cash at the same time. Review the forecast against actuals during the job and revise the expected dates and amounts when conditions change.

| Measure | Reported figure | Scope and qualification |
|---|---|---|
| Average days in accounts receivable | 54 days | Average for surveyed construction businesses in CFMA’s 2018 Construction Financial Benchmarker, fiscal year 2017. |
| Projected days of cash on hand | 15.1 days | Specialty-trade participants in the same benchmark; CFMA described this as about five fewer days than the overall surveyed companies. |
| Median days sales outstanding (DSO) | 83 days | A CFMA article reported this construction median while citing PwC; the PwC year was not stated, and the CFMA article was sponsored by Procore. This is DSO, not the same measure as average accounts-receivable days or projected cash on hand. |
These figures come from different measures and, in the DSO case, a secondary attribution. They do not describe every contractor, trade, contract, or present-day payment cycle. For decisions, a company’s own aging, contract terms, and realized cash dates are more useful than treating a historical industry figure as a forecast.
How to make B2B billing and payment follow-up reliable
Accurate, timely billing is one of the company’s most direct ways to avoid unnecessary delay. Before work begins, agree internally and with the customer on the required invoice format, supporting documents, submission channel, approval milestones, and due dates. A correct invoice submitted through the wrong portal, without required backup, or after a cutoff can create avoidable processing time.
- Translate the contract into a billing checklist. Record billing dates, required forms, backup, approvers, submission method, and any conditions that must be met before an invoice can be accepted.
- Assign ownership. Name the person responsible for assembling and submitting each billing package and the person who will follow up on approvals, missing documents, and disputed items.
- Submit promptly and verify receipt. Keep evidence of submission and confirmation that the invoice entered the customer’s process; do not assume that sending it means it is complete or approved.
- Resolve exceptions quickly. Route questions to the person who can supply the correction or supporting record, and track the issue until it is cleared rather than allowing an invoice to disappear into email.
- Compare expected with actual collection. Update the project forecast and receivables aging when approvals or receipts differ from the assumed dates.
Payment follow-up should use the contract’s actual timetable. Escalate a missed milestone with the relevant project or accounts-payable contact, maintain a record of the exchange, and distinguish an administrative hold from a disagreement over the work or amount. If an invoice is disputed, identify the specific item and documentation needed to resolve it; treating every delay as the same problem makes it harder to act.

Supplier terms belong in the same plan. CFMA cautions against waiting for a cash crunch to negotiate extensions or simply delaying payments. Discuss terms in advance, when the company can explain its expected cash cycle and agree on arrangements rather than unilaterally paying late. A surprise delay can damage credit or a working relationship that the company may need on future projects.

How to manage retainage and payment-chain delays
Retainage is cash earned or billed under a contract but withheld until stated conditions are met. Because that money may remain unavailable through a project milestone, it should be treated as a timing and liquidity exposure in the forecast, not as cash available for current expenses.
Track the amount and release conditions for each contract
Record the retainage rate or amount, the work to which it applies, the event that triggers release, and any approval or documentation conditions. Ask how the retained funds are handled and when a release request can be made. Reflect the expected release date—and the uncertainty around it—in the cash plan, and ensure working capital can cover costs while the funds remain withheld.
Do not assume every contract uses the same retainage arrangement or that completion of field work automatically means immediate release. Contract wording and project requirements determine the relevant milestones. State-specific retainage limits and other legal requirements are not uniform, so verify the law that applies to the project rather than relying on a general industry rule.
Model the actual payment chain for subcontractors
Specialty-trade contractors can be particularly sensitive to payment-cycle timing. A lower-tier subcontractor should forecast from its own contract, invoice path, and expected receipt date—not assume that an owner’s payment immediately becomes cash in the subcontractor’s account. Track who must approve the work, who pays the company, what documentation is required, and any contractual conditions that affect timing.

Receivables aging and cash forecasting answer related but different questions: aging shows which amounts have remained outstanding and for how long, while a forecast estimates when cash may arrive and what bills must be met first. Used together, they help identify a deteriorating collection pattern early enough to contact the relevant parties and reassess upcoming liquidity needs.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When payment software or an early-payment option may help
Construction billing or payment platforms can support document collection, approval routing, reminders, and visibility into open or disputed invoices. Their value depends on whether they fit the company’s actual workflow; software does not compel a customer to approve or pay an invoice. CFMA’s technology discussion appeared in a sponsored article, and it does not establish an independent product comparison.
When evaluating a platform, compare it with the company’s accounting, ERP, and project-management systems. Check whether it can standardize billing packages and capture required backup, route approvals with appropriate permissions, show invoice status and aging, and report at both the project and company levels. Include implementation effort, training, and ongoing cost in the decision, not just the advertised feature list.
Some general contractors offer prompt-payment discounts or formal early-payment programs to specialty contractors. These arrangements can move cash earlier, but the value depends on how much sooner the money arrives and what the company gives up to receive it. Review the discount or fee, eligibility rules, invoice conditions, and any contractual or relationship effects before opting in. The existence of these arrangements is not a guarantee that a particular contractor offers one.
Consider financing before a forecasted deficit becomes urgent
If a forecast shows a temporary cash gap, discuss working-capital facilities or project financing with financial partners early enough to understand whether funds can be available when needed. Compare total cost, funding timing, repayment schedule, collateral or guarantees, covenants, and fit with projected project receipts. Availability and terms depend on the company and lender; the cited industry guidance does not establish terms for any specific financing product.
Best Value
Financing can bridge a timing mismatch, but it does not repair an unreliable billing process or make a weak project economically sound. Model repayment against realistic cash inflows, including a scenario in which approval or collection slips, before treating a credit line or loan as part of the project plan.
How to control outgoing payments and reduce check risk
Cash management includes money leaving the company, not only customer collections. For a business issuing checks across project and operating accounts, ask its bank about Positive Pay or similar controls. CFMA’s September 2026 community post describes Positive Pay as matching issued check details against checks presented for payment and flagging exceptions for review.
Before enabling a bank control, establish which accounts it covers, how issued-check information is submitted, who reviews exceptions, and how quickly that person must act. The control is an example of a bank service, not a guarantee against fraud or every payment problem. It only helps when the company understands the bank’s process and has assigned responsibility for exception decisions.
A practical cash-flow operating rhythm
A project forecast works best when it is tied to the people who create the billing, approve costs, manage supplier relationships, and communicate with customers. A simple recurring operating rhythm makes the numbers actionable:
- Before bid acceptance or signature: Review contract billing and payment terms, expected owner practices, supplier commitments, retainage, and projected liquidity with finance and operations.
- At project setup: Put billing requirements, approval milestones, invoice owners, expected cost timing, and retainage triggers into the project’s tracking process.
- During the project: Reconcile forecast receipts and outflows with actual invoices, approvals, costs, and bank receipts. Investigate material timing differences and update the forecast.
- When a gap appears: Identify whether the cause is missing documentation, a disputed item, slow approval, a payment-chain delay, or a mismatch between obligations and receipts. Match the response to the cause and speak with relevant financial partners before the gap becomes immediate.
- At closeout: Track outstanding invoices and retainage against the specific release conditions, and keep follow-up active until the expected amounts are resolved.
Rules governing prompt payment, retainage caps, lien notices, trust funds, and pay-when-paid clauses vary by state, project type, and contract. General cash-management guidance cannot determine which legal deadline or remedy applies. For a specific project, confirm the applicable jurisdiction and current primary legal requirements with qualified counsel.
