Communities can reduce the risk of drought-related food shortages by planning before a crisis: monitor local conditions, agree in advance on what signals will prompt action, protect food production and livelihoods, and coordinate food, nutrition, and health support. The plan should be led locally and tailored to the people, crops, water systems, and services at risk.

Why prepare before food shortages appear?

Drought is a slow-onset hazard that can persist for months or years. Its effects on food systems may continue after the dry period, as crop losses and disrupted agricultural value chains affect food availability and access. The Food and Agriculture Organization of the United Nations (FAO) describes drought as a hazard caused by prolonged rainfall deficits in its undated Drought overview, accessed October 4, 2026.

That gradual onset gives communities an opportunity to act on changing risk rather than wait until shortages are obvious. FAO recommends risk-based drought management before, during, and after drought, with affected communities involved in planning.

Who should be involved in a local plan?

Bring together the people who understand local risks and can take or coordinate action. Depending on the community, that may include:

  • Growers, livestock keepers, food distributors, and other people who know how local production and supply chains work.
  • Health and nutrition providers, community organizations, and residents most exposed to food or water insecurity.

Set out who will monitor conditions, who can call a planning review, who will assess household needs, and which agency or organization is responsible for each response. Involving affected residents helps ensure that the plan reflects barriers and needs that may not be visible in official forecasts.

Which signals should prompt a review or action?

Choose indicators that local agencies can monitor and that matter to local food access. FAO’s integrated drought-management resources identify monitoring and early warning, vulnerability and impact assessment, and response and mitigation as central elements. Its guidance does not set universal thresholds: the community and relevant authorities must agree on locally appropriate measures and trigger points.

Signal to monitor What the planning group can assess Decision to agree in advance
Rainfall and drought outlook Whether official forecasts indicate worsening or prolonged dry conditions. When to reconvene, update the risk assessment, or alert relevant agencies.
Water availability Whether water sources needed by households, farms, or livestock are under pressure. Which locally authorized water measures or support options to consider.
Crops, livestock, and supply chains Whether production, farm income, transport, or food distribution is being disrupted. When to coordinate agricultural or livelihood support and check likely food-access effects.
Food access and nutrition Whether households are struggling to obtain adequate food or reach essential services. When to assess needs and coordinate food, nutrition, and health support.

FAO’s anticipatory-action approach uses risk analysis and forecasts to trigger interventions before a crisis escalates into a humanitarian emergency. A trigger should therefore connect a monitored signal to a named decision-maker and a feasible action, rather than serve as a warning with no response attached.

  • Which residents may lose income or access to food first, and what makes access difficult for them.
  • Which local crops and livestock rely on water sources likely to be affected.
  • Where food distribution, transport, water infrastructure, or essential services could be interrupted.
  • Which organizations can identify changing needs and reach people who may otherwise be missed.

Use this assessment to connect likely impacts to the responsible organizations and the actions they can realistically take. Revisit it when forecasts, water conditions, or community needs change.

How can communities protect food production and livelihoods?

Work with local agricultural agencies and producers to identify practices that fit local growing conditions and water constraints. Options to assess may include drought-resilient practices or seeds and timely climate information. FAO’s drought portal describes these measures in a Philippines field story; it does not establish one seed variety or approach as suitable everywhere.

Consider effects beyond the harvest as well. Because drought can disrupt agricultural value chains, planning should examine how producers, workers, suppliers, and food distributors may be affected and which local livelihood-support options are available. The right measures depend on local conditions, infrastructure, and agency advice.

How should food, nutrition, and health support be coordinated?

Prepare a process for assessing needs and coordinating help if food access worsens. Identify which organizations can gather and share information, how residents can report unmet needs, and how people will be connected to food assistance, nutrition support, and essential health services.

Food shortages are also a health and nutrition concern. The World Health Organization’s drought guidance and joint UN guidance on food and nutrition needs in emergencies support coordination, assessment, and monitoring. The joint guidance from WHO, UNHCR, UNICEF, and WFP was published February 23, 2004. Local health and emergency agencies should determine how those principles apply to current services and circumstances.

How should the plan change during and after drought?

Review the plan as forecasts, water conditions, crop outlooks, and assessed needs evolve. FAO’s approach covers action before, during, and after drought, so planning should include both immediate response and recovery of livelihoods and food production.

For U.S. communities, FEMA’s September 2024 Community Resilience Resources: Drought guide lists federal assistance pathways related to crop and livestock loss, agricultural operations, water quality and conservation, and water infrastructure. Eligibility and program availability can change, so check current details with the relevant agency. Outside the United States, identify the responsible local or national agencies and the programs available in that jurisdiction.
