The spending covers land, data-center construction, servers, networking and specialized AI accelerators, often over several years.
The short answer: cash first, financing around it
Hyperscalers generally start with cash generated by their existing businesses. Cloud customers pay recurring subscriptions and consumption-based charges for infrastructure, platforms, applications and related services. Those receipts, together with cash from software, advertising, retail or other established operations, can be reinvested in facilities and equipment. When the construction cycle is larger or faster than internally generated cash, providers add debt, sign leases, use retained earnings and equity-market capacity, and enter long-term procurement or capacity agreements.

This structure matters because an AI data center is not one purchase. A provider may acquire land, construct a building, secure power and cooling, install networking, buy servers and accelerators, and then expand the site in phases. Payments therefore arrive over multiple reporting periods. Some assets appear as cash capital expenditures; others enter through lease accounting or contractual commitments. The economic cost still exists even when the cash payment is delayed or an asset is leased instead of owned.
What the infrastructure bill actually contains
AI capacity combines ordinary cloud infrastructure with unusually dense computing. The bill can include:

Alphabet describes multi-year projects that acquire land and buildings, construct facilities, and install servers and network equipment. That sequence makes capital expenditure “lumpy”: a quarter with a large construction payment does not necessarily represent a permanent change in quarterly demand, while a multi-year project can require funding long before the related cloud revenue arrives.
Operating cash flow is the primary funding engine
Google Cloud says it generates cash through consumption-based fees and subscriptions for infrastructure, platform, application and other cloud services. The same basic mechanism applies across hyperscalers: customers pay for compute, storage, databases, networking and managed AI services, and the provider uses the resulting operating cash flow to purchase equipment and build capacity.
Usage-based AI workloads can increase revenue quickly when customers train or serve models, but the provider must spend before utilization is certain. A data center may be built for expected demand, then filled gradually. High-margin software and cloud services can help fund that ramp because each additional dollar of gross profit contributes cash without requiring a new building for every customer. Advertising, retail and productivity software cash flows can also support a group-level investment program, even when the investment is reported in a cloud segment.
Operating cash flow is not the same as accounting profit or revenue. It reflects collections, supplier payments, payroll, taxes, interest and working-capital movements. A provider can report strong earnings while cash is temporarily absorbed by inventory purchases, construction payments or receivables. Analysts therefore examine both operating cash flow and the cash paid for property and equipment when judging affordability.
Debt spreads the cost across the asset’s life
Bond issuance and other borrowings let a provider match payments for long-lived facilities and equipment with the years in which those assets are expected to generate revenue. Microsoft states that proceeds from debt issuances may fund working capital, capital expenditures, acquisitions, share repurchases and repayment of existing debt. A debt-financed data center is therefore not evidence that every dollar of borrowing was earmarked for AI; the filing’s permitted uses are broader.
Debt changes timing, not the underlying economics. Principal must eventually be repaid or refinanced, and interest reduces future cash available for expansion, dividends or buybacks. Rising rates can increase the cost of new borrowing, while a credit-market disruption can make refinancing more expensive or temporarily unavailable. Providers with large recurring cash flows and investment-grade access can usually issue debt on better terms than smaller operators, but scale does not eliminate leverage risk.

When reviewing debt, separate new issuance from repayment. A company can issue billions in one period and still reduce net debt if repayments, cash balances or asset sales are larger. Look at maturity dates, fixed versus floating rates, interest expense and management’s stated capital-allocation priorities rather than treating gross issuance as a dedicated AI budget.

Leases add capacity without buying every facility
Microsoft reports both operating and finance leases for data centers and certain equipment. An operating lease can provide a building, power capacity or hardware for scheduled payments; a finance lease generally transfers more of the asset’s economic risks and benefits to the lessee and is recorded more like financed ownership. The accounting presentation differs, but both create contractual obligations.
Leasing can accelerate deployment when a provider wants capacity in an existing facility or prefers not to own every site. It can also reduce the initial cash payment compared with purchasing a building outright. The trade-off is a stream of fixed payments, renewal decisions and potential under-utilization. If AI demand disappoints, the provider may still owe rent or lease payments while the servers generate less revenue than planned.
Do not add lease additions mechanically to cash capital expenditure. Financial statements may show cash paid for property and equipment separately from non-cash finance-lease additions. A sound comparison identifies which amount was actually paid during the period and which represents a newly recognized obligation.
Construction, procurement and partnerships shift when cash is paid
Providers commit to land, buildings, equipment and power over several years. Purchase orders and construction contracts can reserve scarce accelerators, networking gear or utility capacity before delivery. These commitments may not be capital expenditure until the asset is received or the work is completed, but they signal future cash requirements.
Strategic partnerships with AI developers can anchor demand for that capacity. The Federal Trade Commission’s report documents cloud-provider and AI-developer arrangements alongside capital-spending statements. Such arrangements can give a provider a customer forecast, minimum-usage expectation or preferred route to market; they do not guarantee that every planned accelerator will be fully utilized or that a partner will absorb all fixed costs.

Commercial commitments should therefore be read as a pipeline, not as cash already spent. Investors need to ask when the obligation becomes payable, whether it is cancellable, what pricing is fixed, and whether the associated customer demand is contracted or merely anticipated.
What the major reported figures show
The following figures are reported capital expenditures with different periods and scopes. They are not a combined measure of AI spending.
| Provider and period | Reported capital expenditure | Scope and attribution |
|---|---|---|
| Alphabet, calendar year 2024 | $52.5 billion | Company-wide capital expenditures from Alphabet’s 2025 Form 10-K. |
| Alphabet, calendar year 2025 | $91.4 billion | Company-wide capital expenditures from Alphabet’s 2025 Form 10-K; Alphabet said 2026 technical-infrastructure investment will increase significantly. |
| Amazon, calendar year 2024 | $77.7 billion | Company-wide cash capital expenditures, primarily technology infrastructure and fulfillment capacity, from Amazon’s 2025 Form 10-K. |
| Amazon, calendar year 2025 | $128.3 billion | Company-wide cash capital expenditures, primarily technology infrastructure and fulfillment capacity, from Amazon’s 2025 Form 10-K; Amazon expects the amount to increase in 2026. |
| Microsoft, fiscal fourth quarter 2024 | $19 billion | Quarterly capital expenditures; CFO Amy Hood said cloud and AI-related spending represented nearly all total capital expenditures across data-center construction, leases and servers. |
| AWS, first half of 2024 | $30.5 billion | Capital expenditures recorded in the FTC report; most supported AWS infrastructure and demand from generative and non-generative AI workloads. |
| Alphabet, second quarter 2024 | $13 billion | Quarterly capital expenditures recorded in the FTC report; driven overwhelmingly by technical infrastructure, with servers the largest component followed by data centers. |
Alphabet’s increase from $52.5 billion in 2024 to $91.4 billion in 2025 is a $38.9 billion rise, while Amazon’s increase from $77.7 billion to $128.3 billion is $50.6 billion. Both comparisons are calendar-year, company-wide figures; neither isolates AI accelerators. Amazon’s total also includes fulfillment capacity, so it cannot be treated as an AWS-only or AI-only number.

Microsoft’s fiscal fourth-quarter 2024 figure illustrates why scope matters. The $19 billion amount covers a quarter, not a full calendar year, and includes data-center construction, leases and servers. CFO Amy Hood said: “Cloud and AI related spend represent nearly all of total capital expenditures” in the FY2024 Q4 earnings statement reproduced in the FTC report. That statement provides a strong attribution for Microsoft’s reported quarter, but it still does not split the $19 billion into a separate AI line item.
Microsoft’s lease-inclusive description also shows why a simple cash-capex ranking can mislead. Two providers may deploy similar capacity while one buys more buildings and the other leases more space. Compare owned assets, operating-lease commitments and finance-lease additions alongside cash purchases.
Why “AI capex” is not a single comparable number
Company filings often report total property and equipment spending, while AI workloads share servers, networks, power systems and buildings with conventional cloud customers. A dollar spent on a data-center shell may support databases, enterprise applications and model training simultaneously. Unless management explicitly attributes an amount to AI, label it as company-wide or technical-infrastructure capital expenditure.

Periods also differ. Alphabet and Amazon’s cited annual figures are for calendar years 2024 and 2025. Microsoft’s cited amount is fiscal fourth quarter 2024. AWS’s $30.5 billion covers the first half of 2024, and Alphabet’s $13 billion covers the second quarter. Annualizing a quarter or adding these figures together would create a misleading total.
Can hyperscalers afford the build-out?
Affordability depends on the relationship between incremental cloud demand and the full cost of capacity. A provider can sustain aggressive investment when operating cash flow, gross profit and financing access grow at least as fast as construction, equipment, lease and interest obligations. The key variables are:
- Utilization: How quickly new accelerators and facilities are assigned to paying workloads.
- Pricing and efficiency: Whether customers will pay enough for compute while model performance per dollar improves.
- Revenue durability: Whether usage is recurring or tied to short-lived training projects.
- Cash conversion: How much reported cloud revenue becomes cash after operating costs and working-capital needs.
- Financing capacity: Access to bonds, bank facilities, equity markets and supplier terms at acceptable prices.
- Asset life and obsolescence: Whether accelerators remain economically useful before they are fully depreciated.
High utilization can turn a large fixed investment into attractive returns. Low utilization leaves depreciation, power contracts, rent and debt service in place while revenue falls short. Specialized accelerators can also lose value quickly if a newer generation delivers materially better performance or lower energy cost.
A practical framework for comparing providers
Use the same six questions for each company, while preserving the company’s fiscal calendar:
- How large and fast-growing is reported capex? Record the period, currency, annual or quarterly basis, and whether the figure is cash paid.
- What cash engine funds it? Review cloud revenue, consumption fees, subscriptions, operating cash flow and cash from other segments.
- What is the debt plan? Compare new issuance, repayments, maturities, interest expense and stated uses of proceeds.
- How much capacity is leased? Identify operating-lease commitments, finance leases and owned data-center assets.
- What commitments are already signed? Examine purchase obligations, construction contracts, power arrangements and equipment reservations.
- How precise is AI attribution? Distinguish explicit AI disclosures from broad technical-infrastructure or company-wide totals.
This approach prevents a provider with a larger fulfillment or general-cloud program from appearing to spend more on AI simply because its consolidated capex is higher.

What can go wrong in the financing model
Demand arrives later than construction
Facilities and power systems are often ordered ahead of customer workloads. A delay in enterprise adoption or model deployment can leave capacity idle while depreciation and lease payments continue.
Best Value
Prices fall faster than costs
Cloud competition can reduce the price per unit of compute before the provider has recovered the cost of servers, buildings and financing. Efficiency gains help customers but can shorten the revenue payback period for older hardware.
Debt and leases become restrictive
Large fixed obligations reduce flexibility during a downturn. Refinancing at higher rates can consume cash that management expected to use for new sites, buybacks or acquisitions.
Supply and power constraints delay returns
A provider may secure servers but lack transformers, grid connections, cooling equipment or completed buildings. Conversely, a finished facility without enough accelerators cannot earn the expected AI revenue.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteAccounting obscures the cash timetable
Capitalized construction, finance-lease additions and supplier commitments can appear in different sections of the financial statements. Reconcile cash-flow statements, debt notes, lease notes and commitments before estimating total future payments.
What the 2026 outlook means
Alphabet said its 2026 technical-infrastructure investment will increase significantly, and Amazon expects capital expenditures to increase in 2026. These are forward-looking statements, not reported spending. Their effect on affordability will depend on actual cash flow, equipment deliveries, customer utilization, financing costs and the mix between owned and leased capacity. They should be reassessed when each company publishes its next reporting cycle.
Quick Recap
The figures readers should retain
- Established cloud, software, advertising and retail businesses supply much of the operating cash used for AI infrastructure.
- Debt and leases supplement that cash and spread payments, but add interest, fixed obligations and refinancing or utilization risk.
- AI capacity requires multi-year construction plus large purchases of servers, accelerators and networking equipment.
- Alphabet and Amazon reported tens-of-billions increases in annual company-wide capex between 2024 and 2025, but those totals are not AI-only measures.
- A provider’s sustainable investment rate depends on demand, pricing, operating cash flow and continued access to debt or equity markets.
