Climate change is likely to make many goods more expensive and less reliably available, while reducing safe working time in heat-exposed occupations. The effects are uneven rather than automatic: a product’s climate exposure, perishability, transport network, workers’ location, household income and access to adaptation all determine the outcome. Some investments in resilience and low-carbon industries can create jobs, but they do not cancel losses in communities and sectors hit by heat, drought, floods or ecosystem shifts.
How climate hazards become higher prices
Prices respond when climate hazards change either the amount of a product that reaches buyers or the cost of producing and moving it. A drought can reduce harvests; extreme heat can lower livestock growth, milk yields or fish catches; floods can destroy fields and interrupt transport. If supply falls while demand is unchanged, buyers compete for fewer units. Producers may also raise prices to recover higher costs for water, feed, energy, insurance, repairs and emergency logistics.

Production losses and quality changes
Heat, drought, floods, storms and shifting seasons can reduce crop, livestock and fish productivity. Damage is not limited to total tonnage. Heat can shorten a crop’s grain-filling period, increase pest pressure or reduce nutritional and processing quality. When a product fails to meet a buyer’s specification, usable supply shrinks even if headline production appears adequate. The Intergovernmental Panel on Climate Change (IPCC) says climate change is already affecting all four pillars of food security: availability, access, utilisation and stability.

Higher temperature and humidity increase the energy and management required to store food safely, while shortening its usable life. Refrigerated warehouses, trucks, shops and data-controlled storage depend on reliable electricity. A heatwave can increase cooling demand just as a storm or drought reduces generation capacity. A blackout then breaks the cold chain, causing spoilage before products reach shelves. Those losses raise replacement costs and can remove perishable goods from a local market for days or weeks.

Transport, infrastructure and trade
Flooded roads, damaged bridges, closed ports and heat-deformed rail lines delay deliveries and add rerouting, fuel and labor costs. Producers that depend on one corridor or one importing country are more exposed than firms with multiple suppliers. International trade can cushion a regional harvest failure, but widespread hazards can affect several exporting regions at once. Border delays and shipping disruption also matter more for products with short shelf lives.
What the cereal-price projection does—and does not—say
The IPCC Special Report on Climate Change and Land records a model projection that, across Shared Socio-economic Pathways (SSPs) 1, 2 and 3, global crop and economic models projected a 1–29% increase in cereal prices in 2050 due to climate change under RCP 6.0. The report rates the finding as high confidence but stresses that regional effects vary.
This is a scenario-based range, not a promise that every loaf of bread, rice product or animal feed will cost that much more. The models represent global cereal prices and a specified emissions pathway; they do not include every future policy, conflict, disease outbreak, exchange-rate movement or technological change. Retail prices can diverge from global commodity prices because of local taxes, milling, packaging, wages, transport margins and competition. Use the figure to understand the direction and possible scale of climate pressure, not as a universal price list.

Which products are most likely to become harder to find?
Availability problems often appear before a national production shortage. A region may have enough food in aggregate, yet a flood can isolate a town, a power failure can spoil refrigerated stock, or a port closure can delay imported ingredients. Products that combine climate-sensitive production with short shelf lives and demanding storage are generally the first to show gaps.
| Product group | Why climate disruption can reduce availability | Typical early warning |
|---|---|---|
| Fresh fruit and vegetables | Heat, drought, floods and pests affect yields; quality can fall below retail standards; refrigeration and roads are essential. | Short-lived local shortages, smaller sizes, quality downgrades or rapid price swings. |
| Fish and seafood | Warming and changing marine conditions can move fishing grounds; storms limit trips; ice, electricity and ports protect freshness. | Restricted landings, substitutions, shorter selling windows or higher transport costs. |
| Meat, milk and eggs | Heat stress lowers animal productivity; drought raises feed and water costs; processing and refrigeration require dependable power. | Lower output, processing delays and regional gaps in chilled products. |
| Staple grains and pulses | Rainfall shifts, heat during flowering and drought can reduce harvests; global trade may soften or transmit the shock. | Commodity-price volatility, import delays or changes in flour and feed prices. |
| Temperature-sensitive medicines and other perishables | Storage and delivery require continuous temperature control; floods and outages can interrupt distribution. | Pharmacy or clinic stock-outs after a transport or power disruption. |
These categories are vulnerable for different reasons, so a shortage is not inevitable in every place or year. Warehousing, backup power, alternative routes, insurance, local production and coordinated public stockpiles can preserve access even when climate hazards occur.
How climate change affects jobs and working time
Employment effects are broader than a count of jobs created or eliminated. Heat can make a shift unsafe, slow the pace of work, increase mistakes, cause illness and force absences. Employers may then lose output and income, reschedule projects, shorten shifts or move work to cooler hours. Workers paid by the hour, by the task or through informal arrangements can bear the immediate income loss even when their job technically remains.

The global working-hours projection
The International Labour Organization (ILO) projected in 2019 that, in 2030, 2.2% of total working hours worldwide could be lost because of higher temperatures—equivalent to 80 million full-time jobs. The estimate is a scenario-based projection of lost hours, not a forecast that 80 million named positions will disappear. The ILO estimated that agriculture would account for about 60% of lost hours and construction about 19%; lower-income regions face the largest losses because more work is outdoors, heat exposure is higher and protective resources are scarcer.
Heat is also an occupational-safety issue
The ILO’s 2024 report on heat at work states that heat stress can immediately cause heat exhaustion, heatstroke and death. A worker can be harmed before a business records a measurable productivity decline. Risk rises with direct sun, heavy physical effort, high humidity, protective clothing, limited drinking water and long commutes in hot conditions. Indoor jobs are not automatically safe: factories, kitchens, warehouses and vehicles can retain heat, especially where ventilation or cooling is poor.
Where work may move
Climate change can alter the geography of viable work. Fishing grounds may shift, crop zones can move toward cooler or wetter areas, and livestock systems may need different breeds, feeds or grazing locations. Producers and workers may have to relocate, change crops, learn new skills or leave an occupation. Construction, maintenance, cooling, ecosystem restoration, renewable-energy deployment and disaster recovery can generate additional demand, but the number and quality of those jobs depend on investment, training, labor standards and public policy. New opportunities in one region do not automatically replace lost earnings in another.

Why impacts are unequal
Two households can face the same weather event and experience very different consequences. A family that spends a large share of its income on food has little room to absorb a price jump. A worker with paid sick leave, shade, water and schedule flexibility has more protection than someone paid only for completed tasks. Remote communities may face higher freight costs because they have fewer routes and suppliers.
- Hazard exposure: frequency and intensity of heat, drought, flooding, storms and wildfire in the production or work area.
- Production dependence: reliance on rain-fed farming, a single fishery, one crop or a narrow supplier base.
- Perishability: need for refrigeration, rapid transport and quality-controlled storage.
- Infrastructure and trade: reliability of electricity, roads, ports, communications and alternative routes.
- Worker exposure: outdoor labor, physical exertion, protective equipment, humidity and access to rest breaks.
- Financial capacity: household income, insurance, savings, credit and the ability to substitute products.
- Adaptation and protection: cooling, irrigation, heat plans, social protection, health services and emergency response.
These factors explain why climate-related inflation or shortages can be severe locally while national averages look modest. They also explain why low-income households and hot, outdoor workers often experience harm first and recover more slowly.
How adaptation can reduce price and job damage
Adaptation does not eliminate climate risk, but it can prevent a hazard from becoming a prolonged shortage or a fatal workplace event. Effective measures usually combine physical investment with operating rules and financial support.
Best Value
For farms, fisheries and food distributors
- Use heat- and drought-tolerant varieties, adjusted planting dates, efficient irrigation and soil-moisture management where water is available.
- Diversify suppliers, storage sites and transport routes instead of relying on one harvest region or corridor.
- Add backup generation, temperature monitoring and contingency plans for refrigerated facilities.
- Improve forecasting, pest management and rapid quality sorting so usable products reach buyers before spoilage.
- Use insurance, credit and public emergency procurement to keep viable producers operating after a shock.
For employers and workers
- Identify heat exposure by task, location, season, humidity and protective clothing rather than using one temperature threshold for every job.
- Schedule heavy work for cooler hours, add shaded or cooled rest areas, provide potable water and use acclimatisation for new or returning workers.
- Train supervisors and workers to recognise heat exhaustion and heatstroke, and establish a rapid medical-response procedure.
- Record lost hours, near misses, illness and turnover so the business can test whether controls are working.
- Protect pay, leave and reporting rights where possible so workers are not forced to choose between income and safety.
For governments and communities
Reliable electricity, flood-resistant roads, public cooling facilities, early-warning systems, occupational heat rules, unemployment support and affordable health care can limit cascading losses. Social protection is especially important where informal workers, seasonal laborers and small producers cannot buy insurance or finance adaptation alone.
How to read future claims about climate prices and shortages
When a report says climate change will make something “more expensive” or “scarcer,” check five details before applying the claim to your household:
- What product? A cereal commodity, a retail meal, fresh produce and a manufactured item have different supply chains.
- Where? Global, national and local averages can move in opposite directions during the same event.
- When and under which scenario? A 2030 or 2050 projection is conditional on emissions, development and adaptation assumptions.
- Which mechanism? Separate production loss from storage, transport, energy, insurance and labor costs.
- What adaptation is included? Irrigation, crop switching, resilient infrastructure, trade and social protection can materially change outcomes.
Expect volatility as well as a long-run upward pressure in climate-exposed markets. A single mild season can produce lower prices even while the underlying risk is rising; conversely, a compound event can create a sharp, temporary spike. The useful question is not whether every item will always cost more, but which parts of a particular supply chain are vulnerable and how much capacity exists to absorb a shock.

Households can reduce disruption by keeping a modest rotation of shelf-stable staples, learning safe storage practices, checking medicine storage instructions and avoiding panic buying that worsens local shortages. Businesses can map critical suppliers, document temperature requirements, maintain emergency contacts and test backup logistics before a hazard occurs. Workers can learn their employer’s heat procedures and report symptoms early; symptoms of heatstroke require emergency medical help.
The broad direction is clear: climate change increases the chance of price spikes, interruptions for perishable goods and lost safe working time. The size and distribution of those effects remain shaped by infrastructure, policy, technology, trade and social protection. Those choices determine whether a climate hazard becomes a brief inconvenience, a costly shortage or a lasting loss of livelihoods.
