How China’s Semiconductor Export Controls Affect Memory-Chip Companies

China-related semiconductor controls do not ban every memory chip. They restrict access to the equipment, software, high-bandwidth memory (HBM) and technical support needed for the most advanced DRAM and NAND production. The result is a widening technology gap at the leading edge, slower and costlier expansion for Chinese suppliers, and greater regulatory and supply-chain risk for Micron, Samsung, SK hynix, YMTC and CXMT.

What the controls actually restrict

The United States uses several layers of export controls rather than one blanket prohibition. The rules target manufacturing capability: the tools, software, components and expertise required to build advanced memory in China. Chinese fabs can still produce usable memory at established process generations, but obtaining equipment for the newest nodes and integrating it into a competitive production line is substantially harder.

October 2022 thresholds for DRAM and NAND

The Bureau of Industry and Security (BIS) rules issued in October 2022 introduced licensing requirements for facilities in China making:

  • DRAM at an 18-nanometer half-pitch or smaller geometry.
  • NAND flash with 128 or more vertical layers.

The same package restricted certain support by U.S. persons and broadened controls on foreign-produced items made with specified U.S. technology. A license requirement does not automatically mean every shipment is denied, but it turns equipment, software and technical-service access into a case-by-case government decision.

December 2, 2024 expansion

BIS added controls covering 24 categories of semiconductor-manufacturing equipment, three categories of software tools, HBM and 140 additions to the Entity List. HBM is essential for many artificial-intelligence accelerators because it places very high-bandwidth memory beside a processor in a tightly integrated package. Restricting HBM-related items therefore affects both memory production and China’s ability to build complete AI systems.

Commerce Secretary Gina Raimondo described the action as a targeted effort, coordinated with allies, to impair China’s ability to indigenize advanced technologies considered a national-security risk. The rules are aimed at capability and access, not at removing every Chinese-made memory product from world markets.

Why memory manufacturing is especially exposed

Memory is manufactured in enormous volumes on highly synchronized production lines. A company may have a viable circuit design and a functioning fab yet still be unable to reach competitive cost, density or yield if one critical deposition, lithography, etch, inspection, metrology or packaging step is unavailable. Replacing a controlled tool with a domestic alternative can require redesigning the process, qualifying new materials and accepting lower throughput or yield.

That creates an important distinction: export controls can leave mature-node shipments intact while blocking the next generation. A supplier might continue selling conventional NAND or DRAM to domestic customers, but lose the ability to expand rapidly into denser NAND, smaller-geometry DRAM or HBM.

Company-by-company effects

YMTC: NAND expansion constrained by tool access

Yangtze Memory Technologies Co. (YMTC) was added to the U.S. Entity List in December 2022. The Information Technology and Innovation Foundation (ITIF) reported that YMTC subsequently laid off about 10% of its workforce and reduced equipment procurement and expansion plans. Those effects are consistent with an equipment bottleneck: a fab cannot simply order every tool needed to add capacity or move to a more advanced layer count.

YMTC had reached approximately 5% of global NAND market share by 2021, according to the ITIF account, and was on a trajectory that could have exceeded 10% by 2027 absent the constraints. Entity List restrictions did not make its existing products unusable. YMTC remained capable of producing functional memory, but its route to larger scale and leading-edge generations became more difficult.

TrendForce figures cited by ITIF projected China’s NAND share at 31% in 2023 and 18% in 2024. These are dated projections, not measurements of the 2026 market, and should not be read as a current YMTC share. They illustrate how forecasts can change when expansion plans, equipment deliveries and customer qualification schedules are disrupted.

CXMT: DRAM progress and the HBM problem

ChangXin Memory Technologies (CXMT) is described by ITIF as China’s DRAM workhorse. Its central challenge is roadmap execution: advancing process technology, increasing yield and moving from conventional DRAM toward products that can compete on density, power and cost.

HBM raises the difficulty further. It requires advanced DRAM dies, through-silicon vias, thin-die handling, stacking, advanced packaging and rigorous thermal and electrical validation. Equipment controls that slow DRAM progress therefore affect HBM indirectly even before a specific HBM shipment is restricted.

Analyst Dan Wang summarized the strategic problem: “When your DRAM technology already lags behind global rivals, that puts your HBM technology at a disadvantage to be competitive in a fully commercial market … It’s not that easy for China’s national champion to break the international dominance in the sector. Its primary objective remains fulfilling China’s domestic demand.” The implication is not that CXMT cannot make HBM-related products; it is that reaching globally competitive commercial scale and performance is harder while leading-edge tools and know-how are constrained.

TrendForce projections cited by ITIF put China’s DRAM share at 15% in 2022 and 12% in 2025. Those figures are historical projections and not a current 2026 measurement.

Micron: direct Chinese procurement risk

On May 21, 2023, China’s Cyberspace Administration determined that Micron memory products posed “significant security risks” and barred operators of Chinese critical infrastructure from procuring them. The measure was directed at procurement in a defined customer group, not a universal ban on every Micron sale in China.

The U.S.-China Economic and Security Review Commission reported that China represented nearly 11% of Micron’s fiscal-2022 revenue. Losing or limiting that demand can affect sales, customer relationships and the economics of serving the Chinese market. The same commission judged the immediate effect on Chinese companies to be limited because Samsung and SK hynix offered similar memory products there, giving buyers alternatives.

Micron therefore faces two different exposures: U.S. rules can shape what technology reaches China, while China’s procurement restrictions can reduce Micron’s access to Chinese customers. The commercial effect depends on which products are covered, which customers are restricted and whether substitutes are available at comparable price and performance.

Samsung and SK hynix: manufacturing continuity versus authorization risk

Samsung and SK hynix operate major memory businesses and have supplied Chinese customers. Their exposure is less about a single Chinese customer prohibition and more about maintaining authorization to operate and upgrade facilities in China while complying with U.S. rules.

China’s Ministry of Commerce (MOFCOM) said that removing Intel’s Dalian operation, Samsung China Semiconductor and SK hynix China from the U.S. Validated End-User (VEU) authorization list would damage global supply-chain stability. MOFCOM opposed the move. A VEU change can affect how a company obtains controlled items for an approved facility; it does not by itself mean that every product made at that facility is banned.

For Samsung and SK hynix, the practical questions are whether a particular Chinese fab can continue receiving tools and spares, whether a process migration needs a new license, and how much production can be allocated to facilities outside China. Their global scale provides more geographic flexibility than a China-only producer, but their China operations remain exposed to changing authorizations and diplomatic retaliation.

Comparing the five companies on the factors that matter

Company Main memory exposure Primary control or policy pressure What can continue Most vulnerable activity
YMTC NAND flash Entity List placement in December 2022; restricted access to manufacturing tools and expansion equipment Production of usable NAND at qualified generations Rapid capacity growth and progression to higher layer counts
CXMT DRAM; developing HBM capability Difficulty obtaining and integrating leading-edge equipment, software and packaging capability Domestic DRAM supply at established generations Roadmap execution, yield improvement and commercially competitive HBM
Micron DRAM, NAND and related memory Chinese critical-infrastructure procurement ban announced May 21, 2023 Sales to customers outside the restricted procurement scope Revenue and customer access in affected Chinese infrastructure markets
Samsung DRAM, NAND and HBM-related products Changing U.S. authorizations for Chinese facilities; potential Chinese countermeasures Global production and sales where licenses and customer rules permit Upgrading or supplying China-based fabs with controlled items
SK hynix DRAM, NAND and HBM-related products Changing U.S. authorizations for Chinese facilities; potential Chinese countermeasures Global production and sales where licenses and customer rules permit Tool access and process transitions at China-based operations

These categories should be evaluated together. A company’s exposure is not determined by memory type alone; process generation, dependence on allied tools and software, China revenue concentration and the availability of domestic substitutes all matter.

How the restrictions travel through the supply chain

Equipment and software bottlenecks

Controls on 24 equipment categories and three software-tool categories can delay an entire production ramp if one missing item sits on the critical path. Delays may show up as postponed clean-room build-outs, fewer installed tools, slower qualification or lower wafer starts rather than an immediate product shutdown.

U.S.-person support limits

Restrictions on certain U.S.-person support affect engineering assistance, servicing and technology transfer as well as physical shipments. A fab that owns equipment may still need authorized personnel or software updates to keep it operating at its intended capability. Companies must map who can install, maintain, debug or optimize controlled equipment.

Foreign-produced items and allied coordination

The rules also reach some foreign-produced items made with specified U.S. technology. That is why the impact extends beyond American suppliers and why Dutch, Japanese and other allied equipment channels matter. A company can face a licensing problem even when the immediate vendor is not based in the United States.

HBM and advanced packaging

HBM controls add a system-level constraint. HBM competitiveness depends on the memory die, stacking process, package assembly, interconnects, testing and the ability to supply large volumes with consistent yields. Blocking any one of those links can prevent a supplier from becoming a dependable AI-memory vendor.

China’s countermeasures and the risk of fragmentation

China has responded on both ends of the chain. In 2023 it imposed export controls on gallium and germanium, materials used in semiconductor and other high-technology applications. The U.S.-China Economic and Security Review Commission recorded that shipments paused while exporters sought dual-use licenses. Even when material ultimately moves, licensing adds timing and compliance uncertainty for buyers outside China.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

China also used downstream procurement policy. The Micron decision shows how a regulator can restrict access to Chinese infrastructure customers without banning all memory imports. MOFCOM has portrayed U.S. controls as destabilizing a deeply interconnected industry and said China would take necessary measures to protect its firms.

The combined effect is a more fragmented supply chain: manufacturers must plan for tool-access restrictions, Chinese customer eligibility rules, upstream-material licensing and possible retaliation. Inventory buffers, dual sourcing and geographically diverse production become more valuable, but they also add cost and can reduce the efficiency that made memory manufacturing inexpensive.

Will export controls stop China from making NAND, DRAM or HBM?

NAND

No. The available evidence indicates that YMTC and other Chinese producers can continue making usable NAND. The constraint is on advancing layer counts, expanding efficiently and matching the cost and yield of established global leaders.

DRAM

No, not completely. CXMT can supply domestic demand with DRAM at generations it can manufacture and qualify. The controls make it harder to reach the 18-nanometer-half-pitch threshold and beyond, improve yields quickly and scale production with the newest tools.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

HBM

HBM is the most exposed segment. China can pursue domestic HBM, but restricted access to advanced DRAM processes, stacking, packaging, software and production equipment raises the technical and commercial hurdles. The evidence supports a larger leading-edge gap, not a conclusion that Chinese HBM development is impossible.

What companies should monitor

  • Rule changes: BIS revisions, new Entity List entries, licensing policies and the treatment of foreign-produced equipment.
  • Facility authorizations: VEU status and individual licenses for Chinese fabs operated by multinational suppliers.
  • Process milestones: Verified layer counts, DRAM geometry, yield, HBM stack height, packaging capacity and customer qualification.
  • Customer concentration: Revenue tied to Chinese critical-infrastructure operators or other restricted buyers.
  • Substitution capability: Whether domestic tools, materials and software can replace controlled items without unacceptable yield or throughput losses.
  • Material logistics: Gallium and germanium licensing, lead times and inventory coverage.

Because Entity List status, VEU authorizations, licensing exceptions, company capacity and Chinese procurement rules can change, any investment, procurement or policy decision should use the latest official notices rather than assume that the 2022–2024 framework remains unchanged.

Bottom-line implications for each business model

Chinese memory specialists bear the greatest technology-access burden: YMTC in NAND and CXMT in DRAM must replace restricted tools while trying to improve process generations. Their products can remain useful, especially for domestic demand, but expansion and leading-edge competitiveness are more difficult.

U.S. and allied memory companies face a different trade-off. Micron has direct exposure to Chinese procurement restrictions, while Samsung and SK hynix must balance Chinese manufacturing and sales against changing U.S. authorizations. Their global footprints offer alternatives, but relocating or duplicating capacity is expensive and slow.

For buyers, the practical lesson is to distinguish availability today from upgradeability tomorrow. A supplier may deliver qualified NAND or DRAM now yet lack a clear, tool-secure path to the next density, interface or HBM generation.
