The interface may sit on top of authored rules, a retrieval system, a language model, or a combination of all three. The right design depends on whether answers must follow fixed workflows, use current private information, handle open-ended language, show source material, and operate safely with the data and tools available to it.
What is a chatbot?
“Chatbot” describes how a person interacts with software, not one specific technology. A user types or speaks a request; the system processes that conversational input; a reply appears in the same channel. Behind that exchange can be a decision tree, an intent-and-response table, a search system, a generative language model, or a hybrid.

That distinction matters because two interfaces that both look like a chat window can behave very differently. A rules-based bot may offer only the responses its authors created. A retrieval-based bot may find passages in a document collection and present them. A language-model bot can compose a new answer from patterns learned during training. A retrieval-augmented generation (RAG) system combines a generative model with a separate information-retrieval system or knowledge base, supplying retrieved information to the model as context.

NIST defines RAG as a way to pair a generative model with a separate retrieval system or knowledge base. Because the external knowledge source can be changed independently, the information available to the chatbot can be modified without retraining the model. That is useful for policies, manuals, and other material that changes after a model was trained.

How a chatbot works from message to response
Regardless of the implementation, a chatbot has a conversational loop. The details vary, but the major work is recognizable:
- Receive input. The system accepts a message from a website widget, messaging channel, voice transcription, or another application. It may also receive conversation history, account details, language settings, or permissions.
- Interpret or route the request. A simple bot matches the message to an authored intent or rule. A more flexible system uses a language model or classifier to infer what the person is asking. Routing can send a request to search, a transaction workflow, a human agent, or a specialized tool.
- Gather permitted context. The system may use the current conversation, structured records, search results, or retrieved document passages. Access controls should determine which information is eligible to be used.
- Construct a response. A rules engine selects a predefined answer. A generative model produces text based on its learned parameters and the context supplied at runtime. A hybrid may use generated wording around a fixed action or policy statement.
- Validate and deliver. Output checks can enforce formatting, remove disallowed content, or require a handoff. The final response is sent back through the channel, and the interaction may be logged for operations, evaluation, or auditing.
These stages are not a promise that every chatbot is accurate. They describe where decisions and failure modes occur. A response can be wrong because the intent was misclassified, the search returned poor material, the model misunderstood its context, permissions were too broad, or an integration performed an unsafe action.
Four common chatbot designs
1. Rules-based chatbots: predictable workflows
A rules-based chatbot follows authored logic such as “if the user chooses billing, show these options” or “if the message matches this intent, return this answer.” Designers can represent the logic as decision trees, buttons, forms, or intent-response mappings.
- Strengths: predictable wording, repeatable routing, and clear boundaries around what the bot can do.
- Good fit: fixed workflows such as collecting information, checking a known status, guiding a form, or routing a person to the correct queue.
- Limits: coverage depends on the authored paths and recognized phrases. Unanticipated wording or a request outside the tree usually requires a fallback or human handoff.
Rules do not have to mean a primitive experience. A carefully designed flow can ask clarifying questions, call a back-end service, and then present a deterministic result. Its defining characteristic is that the allowed paths and responses are authored rather than freely generated.
2. Retrieval-based chatbots: find before answering
A retrieval-based bot searches a knowledge source for relevant records and returns the matches, extracts an answer from them, or uses them as the basis for a response. The knowledge source might contain help articles, internal guidance, product documentation, or structured records.
Retrieval can make an answer traceable to a source and can reflect newer material than a model’s original training data. It does not automatically make the result correct: the search may miss the right passage, return an outdated document, or surface text that does not answer the question. Source quality, indexing, ranking, permissions, and response handling all affect the result.
3. Language-model chatbots: flexible generation
A language-model chatbot uses a generative model to interpret a message and produce text. The model has learned statistical patterns from training data and uses the current prompt and conversation context to predict a sequence of tokens that forms the reply.
This allows open-ended language, follow-up questions, summarization, rewriting, and conversational variation that would be expensive to author as rules. It also introduces uncertainty. A fluent answer can be incomplete or false, and the model may not know an organization’s latest private information unless that information is supplied at runtime or included in a later training process.
Prompt instructions, conversation history, tool results, and retrieved passages can all influence generation. They guide the model; they do not turn a probabilistic generator into a guaranteed database lookup.

4. Hybrid chatbots: combine control and flexibility
Many useful systems combine these approaches. A router can send a password-reset request to a fixed workflow, a policy question to retrieval, and an unusual request to a language model or a person. A generative model can classify intent while a rules engine controls the resulting action. A RAG system can generate a natural-language explanation but require links or citations to approved documents.
Hybrid design is often a practical way to reserve generation for language tasks while keeping sensitive actions, permissions, and transactional steps within explicit controls.
What is RAG in a chatbot?
Retrieval-augmented generation connects a generative model to a separate knowledge source at response time. The retriever supplies relevant material; the generator uses that material, along with the user’s request and instructions, to compose an answer. NIST’s definition emphasizes that this arrangement can change the knowledge available to a model without retraining it.
RAG is therefore not the same as training a model on documents. Training changes model parameters. RAG leaves the model in place and adds selected external content to the context for a particular request. Updating the source collection and its index can change what the system finds, although the quality of that update depends on ingestion, indexing, retrieval, and access-control practices.
The five stages of a practical RAG pipeline
1. Ingest documents
The system collects the material it is allowed to use: policy files, manuals, web pages, tickets, or other records. Ingestion should preserve useful metadata such as title, owner, effective date, version, audience, and permission boundaries. A document that should no longer be used needs a reliable removal or replacement process.
2. Index the content
Long documents are commonly divided into smaller chunks so that search can return focused passages. An embedding model can convert chunks into numerical representations for semantic search; conventional keyword indexes may be used as well. Chunk size, overlap, metadata, language, and handling of tables or images affect what can later be found.
Recommended Free Tools
3. Retrieve relevant chunks
When a user asks a question, the system searches the index and ranks candidate passages. It may combine semantic similarity, keywords, metadata filters, recency, and access permissions. The retriever should return only content the requester and the application are authorized to use.
4. Add retrieved content to the model’s context
The selected passages are placed alongside the user’s request and the system’s instructions. This gives the generator material to consult for the current answer. Context limits mean that a system cannot simply provide an unlimited document collection; it must choose, compress, or summarize what is relevant.
5. Generate and validate the response
The model writes an answer using the supplied context. Validation can check for required citations, unsupported claims, sensitive data, prohibited instructions, or a need to hand the conversation to a person. The final application may also record which passages and tools were used so an operator can investigate an answer later.

OWASP describes these stages as separate security boundaries. A weakness in any one of them can affect the final response, even if the language model itself is unchanged.
How does an AI chatbot know what to say?
It uses the information available at that moment and the behavior encoded in its design. For a rules bot, the answer comes from an authored mapping. For a retrieval system, search results supply candidate material. For a language model, learned parameters, instructions, conversation history, and any supplied tools or documents shape the generated text. In a RAG system, retrieved passages are additional context, not a guarantee that the model will quote or interpret them correctly.
The phrase “know what to say” can therefore hide several operations: recognizing the request, selecting a route, finding evidence, deciding which instructions apply, and generating words that fit the conversation. Each operation can fail independently. A confident tone is not proof that the underlying information was verified.
Security, privacy, and reliability boundaries
Security has to cover the whole chatbot system, not only the model. NIST’s chatbot report identifies prompt injection, hallucinations, data exposure, and unauthorized access as issues considered in its documented prototype. The report describes choices such as local deployment, access controls, and validation filters for that point-in-time implementation; those choices are not universal guarantees for every chatbot.
OWASP’s RAG guidance places trust boundaries across the pipeline:

- Embedding generation and indexing: sensitive content can be represented, stored, or mixed with the wrong tenant or permission group.
- Vector and document storage: weak authentication or overly broad queries can expose records.
- Retrieval: ranking and filtering can return irrelevant, stale, or unauthorized passages.
- Response generation: a model can follow a malicious instruction in retrieved text, invent a conclusion, or reveal context it should not disclose.
- Output validation: inadequate checks can allow unsafe content or malformed actions to reach a user or another system.
- Downstream integrations: connected tools can create real effects, such as changing records or sending messages, if their permissions and confirmation steps are weak.
Prompt injection is especially important in systems that combine instructions with untrusted text. A document or user message may contain language that attempts to override the application’s rules. Treat retrieved content as data to analyze, not as an authority that can silently change permissions or system instructions.
Privacy controls should define what the chatbot may retrieve, what it may place in a prompt, what it may display, and how long logs are retained. Authentication and authorization belong in the application and data layers; asking a model to “keep information private” is not a substitute for those controls.
Documented example: NIST’s internal cybersecurity chatbot
NIST’s National Cybersecurity Center of Excellence (NCCoE) documented an internal-use RAG language-model chatbot intended to help staff discover and summarize cybersecurity guidance. The implementation report, NIST IR 8579 initial public draft published July 31, 2025, describes the design and security issues encountered in that specific prototype.
The example shows why an organization might choose RAG: employees can ask questions in natural language while the system searches a collection of organizational or public guidance and summarizes relevant material. It also shows why deployment details matter. The documented mitigations and lessons apply to that project’s goals and architecture, not automatically to every commercial or open-source chatbot. The NCCoE project page provides additional context about the project’s implementation learnings.

What are chatbots used for?
Internal knowledge access
Employees can ask questions about procedures, technical guidance, or policies instead of navigating a folder hierarchy. A RAG design can return a conversational summary grounded in approved documents, provided retrieval and permissions are maintained.
Customer and public support
A chatbot can answer frequently asked questions, collect details before a human takes over, route a request, or guide a user through a fixed process. Rules are useful when the organization needs consistent steps; language models are useful when people phrase the same question many different ways. A support deployment still needs escalation paths for uncertainty, sensitive cases, and requests outside its authority.
Document search and summarization
Users can ask for the main points of a long document or compare passages from several records. Retrieval determines which material enters the context; the model performs the conversational synthesis. Showing the source passages or document identifiers improves traceability, but it does not eliminate the need to check the source.
Workflow routing and intake
A bot can classify a request, collect structured fields, and send the case to a queue or back-end service. Explicit rules and permission checks are particularly important when the workflow changes an account, exposes personal data, or triggers an external action.

How to choose an architecture
Start with the behavior the application must guarantee, not with the most fashionable model. Use these decision questions:
- Must the bot follow a fixed workflow? Prefer explicit rules for actions that require the same sequence, wording, or validation every time.
- Are users asking open-ended questions? A language model can interpret varied phrasing, but pair it with routing, validation, and escalation when errors matter.
- Does the answer depend on private or frequently changing material? A retrieval layer can connect the model to an approved knowledge source without retraining it.
- How important is traceability? Retrieval can provide source passages or document identifiers for review. Decide whether the interface must show them to the user or retain them for operators.
- What data and integrations are reachable? Inventory the records, APIs, tools, and permissions available to the chatbot. Limit access to what the task requires.
- Which failure can the organization tolerate? A wrong answer, a missed answer, an unauthorized disclosure, and an unsafe action have different consequences. Controls and human handoff should reflect the most serious failure.
A small, stable FAQ may need only rules and curated content. A large internal library may benefit from RAG. A system that can take consequential actions should combine natural-language understanding with explicit authorization, confirmations, and output checks rather than allowing unconstrained generation to execute commands.
Common failure modes and practical fixes
The bot gives a confident but unsupported answer
This can result from model generation, weak retrieval, or missing source material. Require the system to distinguish retrieved evidence from an inference, show relevant source information where appropriate, and hand off when evidence is insufficient.
The bot cites an outdated policy
Document stores and indexes need ownership, version metadata, effective dates, and removal procedures. Retrieval filters should prefer current material and exclude superseded documents when the application’s policy requires that.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The bot exposes information to the wrong user
Apply authorization before retrieval and again before displaying or acting on results. Separate tenants or permission groups in storage and indexing, and avoid placing data in prompts unless the request is authorized.
Best Value
A document attempts to override the bot’s instructions
Treat document text as untrusted input. Keep system instructions and tool permissions outside retrieved content, constrain what tools can do, and validate generated output before passing it to another system.
The bot cannot answer a question that the organization has documented
Check ingestion, chunking, metadata, index freshness, query wording, ranking, and access filters. The problem may be retrieval rather than generation. Logging the query, selected passages, and final response helps operators locate the failing stage.
Evaluating a chatbot before deployment
Evaluation should cover the complete path from input to action. Build test questions that represent normal wording, ambiguous requests, missing information, outdated documents, unauthorized users, prompt-injection attempts, and requests that require a human. For each case, inspect not only the final sentence but also the route chosen, documents retrieved, permissions applied, tools called, and escalation behavior.
For a RAG system, evaluate retrieval and generation separately. A correct answer cannot be expected when the relevant passage was never retrieved, and a retrieved passage does not prove that the generated answer used it correctly. Include document updates in testing so that replacing or withdrawing a source produces the intended behavior.
Frequently Asked Questions
Frequently Asked Questions
Can a chatbot work without a language model?
Yes. A rules-based or retrieval-based chatbot can select authored responses or return matching information without generating free-form text.
Does RAG retrain the language model?
No. RAG supplies retrieved material as runtime context. Updating the external knowledge source and its index can change available information without changing the model’s parameters.
Does retrieval guarantee a correct answer?
No. Retrieval can return irrelevant, stale, incomplete, or unauthorized material, and the model can still misinterpret or overstate what it receives.
What should happen when the chatbot is unsure?
The application should use a defined fallback, such as asking a clarifying question, returning the available source material, or handing the case to a person. The choice depends on the consequences of an incorrect answer.
Can a chatbot safely use internal documents?
It can, but safety depends on ingestion controls, permission-aware storage and retrieval, protection against prompt injection, output validation, and restrictions on connected tools.
Why can two chatbots with similar chat windows behave differently?
The interface does not reveal the underlying design. One may use fixed rules, another search, another a generative model, or a hybrid with different data sources, permissions, and integrations.
