How Can Startups Fund Deep-Tech Research Before Revenue?

Pre-revenue deep-tech startups can combine grants, equity, customer-funded validation and other tools—but each has eligibility, timing and cash-flow trade-offs.

Startups can fund deep-tech research before revenue by matching each source of capital to a specific milestone: use grants for eligible, defined R&D; equity for flexible, long-horizon work; customer contracts or pilots to validate a real buying need; and tax relief or debt only when the rules and cash flows support them. Most companies will need a mix over time. Plan for application delays, costs that a grant will not cover, and the next milestone after the current funding ends.

Start with the milestone, not the funding instrument

Deep-tech development can move from a technical hypothesis to proof of concept, pilot, and commercial deployment, with different evidence and capital needs at each stage. A financing source that fits early research may not fund deployment. The World Bank’s analysis of deep-tech financing describes this staged challenge: long, uncertain development and intangible assets can make conventional revenue-based measures unavailable early on. For the next milestone, define both the technical result and the customer evidence you need. Include what finding would invalidate the current plan. Then estimate the project costs, the company’s own share, when cash must be available, and what work remains afterward. This gives you a practical basis for comparing grants, equity, customer funding, and other options.

Which funding routes can fit before revenue?

Public R&D grants and innovation programs

A grant can preserve ownership when a startup and its proposed work meet a program’s rules. It is most useful when the research question, work plan, costs, and expected technical outcome can be clearly defined. In return, expect eligibility checks, application deadlines, reporting, and limits on how funds can be used. A grant may cover only part of a project or arrive after costs have been incurred, so it should not be treated as the company’s entire operating budget.

  • United States — SBIR/STTR: America’s Seed Fund describes these as non-dilutive federal support for eligible small businesses developing technology toward commercialization. SBIR.gov’s application guidance gives a current range of $50,000–$275,000 for Phase I over 6–12 months and $400,000–$1.8 million for Phase II over 24 months. These are program guidance figures, not guaranteed awards; agency solicitations control, and the homepage displays different figures. Phase I supports proof of concept, Phase II supports development, and Phase III has no SBIR/STTR funding. Verify the solicitation, deadline, and eligibility before applying. • United States — NSF America’s Seed Fund: The National Science Foundation focuses on deep technology based on fundamental science and engineering. Its program page describes up to $305,000 for Phase I over six to 18 months and up to $1.25 million for Phase II over 24 months. The page also states that it awards more than $200 million annually to about 400 startups; that program-wide figure does not establish an individual applicant’s odds or award size. NSF lists ownership-related restrictions, including ineligibility for companies majority-owned by multiple venture-capital operating companies, hedge funds, or private-equity firms. Check the current solicitation and eligibility guide for controlling terms. NSF America’s Seed Fund
  • European Union — European Innovation Council: The 2026 work programme separates instruments by development stage: Pathfinder supports early visionary research; Transition helps move research results toward innovation; Accelerator offers grants and investments for startups and SMEs; and STEP Scale Up provides equity for larger rounds in strategic technology fields. The 2026 programme lists scheme-level budgets and instrument amounts below. These are not entitlements for individual applicants; eligibility and call terms apply. EIC 2026 work programme
  • Finland — Business Finland: Its 2026 R&D and piloting guidance says innovative research is typically funded through grants, while development work including pilots is funded through loans. Applicants must be able to finance their own share and costs before disbursement; most funding is paid retrospectively against reports and expenses. A separate 2026 Deep Tech Accelerator call targets young startups commercializing research results and emphasizes customer understanding, market entry, intellectual property, and financing plans. These are Finland-specific terms, not general grant rules. Business Finland R&D and piloting; Business Finland Deep Tech Accelerator

Equity, angels, and strategic capital

Founder capital, angels, seed investors, specialist venture funds, university-linked programs, and corporate partnerships can support work that does not fit a grant’s scope or schedule. Equity is more flexible than restricted grant funding, but it dilutes ownership and may bring governance rights or other conditions. For deep tech, assess whether a prospective investor understands the technical risk, has an investment horizon compatible with development time, can support follow-on financing, and adds relevant expertise or market access. Also check whether its ownership could affect eligibility for a public program. World Bank, Financing Deep Tech; SBIR eligibility FAQ

EIC STEP Scale Up is a later-stage illustration, not a general first research budget: the scheme describes €10–30 million equity investments for eligible digital/deep tech, clean tech, and biotech companies assembling target rounds of €50–150 million. It requires qualified investor interest representing at least 20% of the targeted round. EIC STEP Scale Up

Customer-funded feasibility work, pilots, and contracts

A paid feasibility study, bounded development contract, milestone-paid pilot, or advance purchase commitment can bring cash and test whether a customer has a real buying problem. An unpaid pilot is not revenue. Before signing, examine what happens to IP, exclusivity, delivery obligations, and the startup’s ability to serve other customers. Customer terms can also affect grant eligibility, so check the relevant call before accepting money or committing to commercial delivery.

Business Finland’s 2026 guidance illustrates why the details matter: it allows some pilots at customer premises when the pilot is not commercial delivery and the customer does not finance the project; it also says certain binding purchase agreements should not be entered before application. Those rules apply to that call, not automatically to other funders or countries. Business Finland R&D and piloting

R&D tax relief and debt

Tax relief can lower the net cost of qualifying R&D, but it is not an upfront grant. Do not rely on it as available cash until eligibility, claim timing, and local rules are understood. In the UK, HMRC offers a full-claim advance-assurance service for certain SMEs making a first claim and a targeted pilot for specified complex or high-risk areas; current guidance says that pilot runs until May 2027. Founders elsewhere need to check their own jurisdiction’s rules. HMRC R&D advance assurance guidance

Venture debt and project finance also appear in deep-tech financing, especially at later stages. Debt creates repayment obligations, while project finance usually depends on a defined project and credible repayment source. For a pre-revenue company, model the downside and the cash needed to service debt; there is no basis for treating borrowing as a fit for every startup. World Bank, Financing Deep Tech

How to compare offers before choosing

Decision axis Questions to answer
Dilution and control Does the source take equity or rights to future equity? What governance or decision rights come with it?
Timing and certainty How long do application, diligence, approval, and payment take? Is money reimbursed only after costs are incurred?
Amount and coverage Does it cover the planned R&D, equipment, company overhead, and next milestone, or only a portion?
Restrictions What geographic, ownership, company-size, technology, customer, or IP conditions apply?
Obligations Are there milestones, reporting, repayment, delivery, matching, or co-investment requirements?
Strategic value Does the funder bring a customer pathway, technical expertise, facilities, or follow-on capital?
Runway after funding What work remains when the award or round ends, and what evidence will support the next raise or revenue?

These distinctions matter in practice: NSF describes its support as non-dilutive; EIC STEP is equity and requires investor participation; Business Finland expects applicants to cover interim costs; and SBIR/STTR provides no Phase III funding. A practical sequence for funding research before revenue

  1. Specify the next proof point. Write down the technical outcome, customer evidence, and result that would disprove the current approach.
  2. Establish the company and project facts. Confirm the legal entity, location, ownership, IP rights, project budget, company contribution, and date cash is needed.
  3. Screen calls before preparing applications. Map each public program to the work and check eligibility, ownership rules, deadlines, cost coverage, and payment schedule. Treat timing and award amount as uncertain until confirmed.
  4. Test customer demand with a bounded commitment. Ask prospective buyers to validate the problem and consider a paid feasibility or pilot stage. Check IP terms and the grant’s treatment of commercial work before signing.
  5. Use flexible equity for the gaps. Raise from investors who can understand the technical milestones and fund work that does not fit a restricted grant or customer contract.
  6. Model the cash bridge and next step. Include matching funds, costs before reimbursement, operating expenses not covered by the project, and the work required after the current award or round.

No single route or sequence is right for every company. The World Bank’s 2021 analysis provides structural context, while current program conditions are specific to the United States, European Union, Finland, and United Kingdom examples described here. Eligibility, tax treatment, and calls can change, so use the relevant program’s current terms for decisions.
