UK small businesses can fund research and development through HMRC R&D tax relief, competitive Innovate UK grants, repayable innovation loans, general business finance, and research or procurement partnerships. The right route depends on the company’s accounting period, whether its work meets the relevant R&D definition, the project’s maturity, and whether the business can take on debt.

Start by defining the technical uncertainty the project is intended to resolve. Then identify the accounting period and compare the project with live funding calls and current scheme rules. A business idea that is commercially novel is not automatically qualifying R&D, and a grant or loan is never guaranteed simply because a company is small or innovative.

Which funding route fits your business?

These routes do different jobs. Tax relief is tied to qualifying R&D expenditure and the rules for the company’s accounting period. Grants are competitive awards for projects that fit a particular call. Innovation loans are repayable finance for selected projects. A government-backed business-finance scheme can support eligible lending, while partnerships may provide expertise, facilities, or access to a procurement opportunity rather than unrestricted cash.

Route What it provides Most relevant when Key qualification
HMRC R&D tax relief Corporation-tax relief or a credit for qualifying R&D expenditure. The company has undertaken qualifying science or technology R&D and incurred costs that meet the rules. The applicable scheme depends on the accounting period, and activity, costs, company circumstances, and filing requirements all matter.
Innovate UK grants Competitive funding through specific innovation competitions. A project matches the technical scope, applicant requirements, costs, and timetable of a live call. Each competition sets its own eligibility and award terms; a general funding range is not an offer to an applicant.
Innovate UK innovation loans Repayable finance for selected innovative projects. A UK SME has a later-stage project with commercial potential and can support repayment. Check for a live round and its terms. Round 25 closed on 4 March 2026.
Growth Guarantee Scheme Support for participating lenders providing business finance. An eligible trading business needs general finance for investment or growth. It is not an R&D grant; the lender and scheme conditions still apply.
Research and business-support routes Potential access to expertise, facilities, collaboration, or public-sector opportunities. The company needs research capability, a partner, infrastructure, or a route to public procurement. Support may not be unrestricted cash, and each programme’s current terms need checking.

Check whether the work is qualifying R&D

For tax relief, the key question is not simply whether the product, service, or business is new. The company needs to assess whether its work sought an advance in science or technology and whether it meets HMRC’s definition of R&D. Routine work, or a novel commercial idea on its own, should not be assumed to qualify. HMRC’s guidance explains how to assess the activity; a company should apply that guidance to what its team actually did and the uncertainties it tried to resolve.

Keep the technical question distinct from the business objective. A commercial goal might be to develop a faster process or a new product. The tax assessment concerns the science or technology advance being sought and the technical uncertainty that needed to be overcome. Record what was uncertain, what the team tried, and how the work progressed. HMRC says a project can still qualify even if it does not succeed, provided the project and costs satisfy the rules (HM Revenue & Customs, guidance published 30 July 2026).

Do not assume that receiving other funding settles tax eligibility. Check the relevant HMRC rules for the company’s circumstances and costs, and read the specific terms of any grant or other finance. The available national guidance does not establish that every type of project cost qualifies or that every award can be combined with tax relief on the same basis.

Use the accounting period to identify the tax-relief rules

For accounting periods beginning on or after 1 April 2024, HMRC directs companies to the merged R&D expenditure credit, or, where the company meets the conditions, Enhanced R&D Intensive Support (ERIS) for loss-making, R&D-intensive SMEs. Do not apply historic SME relief rules to a new accounting period just because the company has used them before.

If the accounting period began before 1 April 2024, the earlier-period rules may be relevant instead. The start date matters: establish it before estimating relief or preparing a claim. HMRC’s current guidance distinguishes the regimes by accounting period, so a company with periods on different sides of the change should check the rules applicable to each period rather than treating the business as having one permanent scheme.

Tax relief is not a general-purpose grant paid simply for doing development work. It is a tax measure connected to qualifying expenditure and the company’s tax position under the relevant rules. Before filing, check HMRC’s current requirements, including whether claim notification is required and whether an additional information form must be submitted. Do not assume that a past claim process or an adviser’s template satisfies current filing requirements.

Can your project fit an Innovate UK grant?

Innovate UK competitions are project-specific and competitive. Search the Innovation Funding Service for current calls, filtering and assessing them against the technical area, project stage, applicant type, and timetable. Read the individual competition page: that is where the call’s scope, eligible applicants and costs, co-funding expectations, deadlines, and award terms should be checked.

The GOV.UK Innovate UK business-support profile gives a broad grant range of £25,000 to £10 million. It is a profile-level range, not a promise that a particular company or open competition can receive either amount. The amount, funding rate, eligible costs, and other conditions for an applicant depend on the specific call. Competition availability changes, so a general profile cannot tell an unspecified business that a suitable grant is open now.

Before committing staff time to an application, confirm that the proposed work addresses the call’s stated challenge and that the business can meet its requirements. A technically interesting project may still be a poor fit if its stage, proposed work, costs, or delivery dates fall outside the competition’s scope. If the call requires co-funding, assess the company’s ability to provide it rather than assuming the award covers the whole project.

When a loan may be a better fit

Innovation loans are debt, not grants: the company must be able to repay them. They are therefore better suited to a business with a credible commercialisation route and a project far enough along for the company to assess its repayment capacity. A promising technical idea alone is not enough to show that borrowing is appropriate.

Innovate UK Innovation Loans Round 25 described loans of £100,000 to £5 million for UK-registered SMEs undertaking late-stage R&D with commercial potential. The round closed on 4 March 2026. It must not be treated as an open opportunity. Its terms are useful as an example of the kind of project and repayment case that round sought, but a future round may have different dates, eligibility rules, and loan terms. Check for a live competition before planning around a loan.

In Round 25, applicants had to provide evidence of a need for public funding as well as the ability to repay. That distinction matters: the company needs to explain both why the funding is needed and how the business could service and repay the debt. If cash flow or the route to market cannot support that commitment, a repayable facility may create more risk than it solves.

What the Growth Guarantee Scheme does—and does not do

The Growth Guarantee Scheme supports eligible UK-trading businesses through accredited finance providers. The finance comes through a participating provider; this is not a government grant paid directly to a business for R&D. A company may consider it for general investment or growth finance, but it should not assume that every R&D expense qualifies or that the scheme removes the lender’s assessment of the business.

Published guidance states a maximum of up to £2 million per business group and a turnover ceiling of £45 million. Other conditions apply, including that more than half of turnover comes from trading activity and that the business is viable. These figures and conditions do not establish that a particular applicant will qualify or receive finance. Check the current scheme rules and speak to an accredited provider about the business’s circumstances and the proposed use of funds.

Prepare a defensible R&D tax claim

A first-time claimant may be able to use HMRC’s voluntary advance-assurance route if it meets the stated company and group conditions. HMRC says qualifying applicants can seek full-claim advance assurance covering up to three accounting periods. This is an assurance process, not the tax claim itself, and it does not establish eligibility for businesses outside those conditions.

HMRC expects an applicant to be able to explain the technical uncertainties, how the company tried to resolve them, and the costs. Organise records so that the technical account and cost evidence relate to the work being claimed. If the company is considering assurance, first check HMRC’s current eligibility conditions and application guidance; do not assume that every first-time claimant can use the route.

A suitably experienced accountant or R&D tax adviser may help a business interpret the rules, prepare records, and meet filing requirements. Professional advice does not guarantee that an activity or cost qualifies, and the company remains responsible for making a claim that reflects its work and evidence.

Consider collaboration when cash alone is not the answer

The government’s business-support guide identifies Knowledge Transfer Partnerships, Catapult centres, and the Small Business Research Initiative (SBRI) as routes to consider. Their potential value differs: a business may be seeking knowledge transfer, research expertise or facilities, collaboration, or an opportunity to address a public-sector challenge. These are not interchangeable with an unrestricted cash award.

Check each programme’s current terms, availability, and application requirements before treating it as a funding option. A partnership can be useful where the company lacks specialist capability or access to infrastructure; a public-sector challenge may be relevant where the project aligns with a defined need. Neither fit nor funding should be assumed without checking the particular opportunity.

A practical decision path

  1. Describe the technical advance. Write down the science or technology advance the work seeks and the technical uncertainties the team is trying to resolve. Do not treat routine work or commercial novelty alone as proof of qualifying R&D.
  2. Identify the accounting period. Establish the period’s start date and check which HMRC regime applies, especially whether it began before or on/after 1 April 2024.
  3. Separate project costs and funding. Organise the costs you may claim and identify grants, subsidies, or other finance connected to the project. Check current HMRC guidance and each funder’s terms rather than assuming a cost or combination is eligible.
  4. Search for a matching live competition. Use the Innovation Funding Service to find calls in the project’s technical area and at its stage. Read the competition page for applicant rules, eligible costs, co-funding, deadlines, and award terms.
  5. Test debt against repayment capacity. Consider an innovation loan only if the project and business can support repayment, and verify that a current round is open. Consider general business finance separately from an R&D award.
  6. Check first-claim assurance if relevant. Review HMRC’s conditions and prepare company, project, uncertainty, and cost information before applying. Assurance and filing a claim are separate steps.
  7. Explore expertise or procurement routes. If no grant fits, see whether a knowledge-transfer, research-facility, collaboration, or public-sector challenge route matches the company’s needs.

Conclusion

For many companies, the first useful decision is not choosing a funder but establishing the accounting period and the nature of the technical work. From there, assess tax relief under current HMRC rules, pursue grants only when a live call fits, use loans only where repayment is credible, and treat general finance or collaboration as distinct routes with their own conditions.
