How businesses can reduce supply-chain risk from China trade restrictions

The most reliable response to China-related tariffs and export controls is not an abrupt exit. Build a measured resilience program: map supplier and sub-tier exposure, classify tariff and export-control risk, qualify alternatives, hold targeted safety stock, and rehearse a documented disruption response. Choose among China-plus, multi-country, and regional production by comparing total landed cost and the time and cost of switching—not unit price alone.

Why China trade restrictions create several different risks

Tariffs raise the landed cost of goods that still move normally. Export controls create a different failure mode: a shipment can be delayed or prohibited even when the commercial relationship remains intact. Raw-material controls can affect suppliers far downstream from the factory named on your purchase order. Treating all three as one “China risk” produces incomplete decisions.

Tariffs can change by product and year

The U.S. Trade Representative’s 2024 statutory review listed higher Section 301 rates for selected China-origin strategic goods. The published schedule included a 50% rate for semiconductors in 2025, a 50% rate for solar cells in 2024, and 25% rates for steel and aluminum in 2024. These figures are product- and year-specific, not a blanket rate on every Chinese import. Tariff schedules and implementation notices can change, so confirm the current Harmonized Tariff Schedule and agency notices before committing to a sourcing move.

Export controls can stop a transaction

The Bureau of Industry and Security (BIS) guidance issued July 10, 2024, says companies have responsibilities to prevent diversion and should take additional mitigation steps beyond checking public screening lists. A supplier may pass a basic denied-party check yet still present diversion indicators through an intermediary, end user, unusual routing or inconsistent technical description. The World Trade Organization’s trade-concerns records describe licensing uncertainty and delays reported by importers, as well as additional Chinese controls reported in April 2025.

Raw materials are increasingly concentrated

The OECD reported in 2025 that export restrictions on industrial raw materials increased more than fivefold between 2009 and 2023. Seven countries, including China, accounted for 94% of new industrial-raw-material export restrictions in 2023. A component made outside China can therefore remain exposed if its refinery, chemical precursor, magnet material or other sub-tier input comes from a restricted source.

A May 2024 U.S. Department of Commerce fact sheet said Chinese practices had contributed to control of “70, 80, and even 90 percent of global production for the critical inputs necessary for our technologies, infrastructure, energy, and health care.” That is a government statement about selected critical inputs, not a finding about all products. Use it as a prompt to examine the specific materials in your bill of materials.

Start with an exposure map, not a relocation announcement

Create one record for every material, component, finished good and critical service. A purchase-order view is insufficient because it usually stops at the immediate supplier.

Fields to capture

  • Immediate supplier, manufacturing site and every known sub-tier site.
  • Country of manufacture, country of origin for customs purposes, and the location of key processing steps.
  • Harmonized System (HS) classification, tariff treatment and any exclusions or quota rules.
  • Export-control classification, license requirement, license status and applicable end-use or end-user restrictions.
  • Normal lead time, transportation mode, minimum order quantity and replenishment variability.
  • Tooling ownership, proprietary designs, approved process parameters and the time needed to qualify another site.
  • Available substitutes, approved alternate suppliers and whether those alternates depend on the same Chinese sub-tier.
  • Annual spend, revenue supported, margin sensitivity, safety or regulatory criticality and the cost of a line stoppage.

Assign each item a risk score that combines probability and consequence. A low-value fastener may be more urgent than an expensive board if it has no approved substitute and takes nine months to qualify. Conversely, a high-value part with two audited, interchangeable sources may need less safety stock.

Look beyond the first tier

Ask suppliers to identify critical sub-tier inputs, processing countries and sites that would require an export license. Request evidence rather than a generic “not made in China” declaration: bills of materials, country-of-origin statements, process maps, smelter or refinery information where relevant, and notifications of ownership or facility changes. Contractual reporting requirements make this information easier to refresh.

Five actions that reduce exposure

1. Qualify a second source or location

Start with items that combine high disruption impact, long qualification time and limited substitution. Run the alternate through the same engineering, quality, regulatory and cybersecurity gates as the incumbent. A supplier is not a risk reduction until it has demonstrated repeatable production at the required specification and volume.

Where possible, standardise dimensions, interfaces, materials and test methods so one approved design can run at more than one site. OECD research identifies diversification, flexible manufacturing, redundant production capability and standardised inputs as private-sector resilience measures.

2. Build China-plus or multi-country capacity deliberately

Adding capacity in Vietnam, Mexico, India or another qualified country can reduce single-country concentration while preserving existing scale. Trace sub-tier content and rules of origin: assembly in a new country does not automatically change customs origin or remove export-control exposure. Budget for tooling, local quality staff, supplier development, audits, logistics lanes and the working capital required during ramp-up.

3. Hold targeted safety stock

Increase inventory only where three conditions overlap: disruption probability is material, replenishment or qualification takes a long time, and substitutes are scarce. OECD identifies stockpiles and inventory optimisation as risk tools, but blanket inventory increases tie up cash, add obsolescence risk and can hide an unqualified supply base.

Set the buffer from the exposure map. Estimate demand during the period required to detect a restriction, obtain a license or alternate shipment, and complete qualification. Add variability for demand and transit, then subtract dependable recovery capacity. Review the assumption whenever lead times, tariffs, product designs or licensing rules change. Keep separate records for ordinary cycle stock, deliberate resilience stock and inventory reserved for regulated or safety-critical use.

4. Operate a documented trade-compliance control

Screen suppliers, customers, end users, freight intermediaries and beneficial owners against applicable restricted-party lists. Verify product classification, origin and license requirements before a shipment is booked, not after cargo reaches the port. Train purchasing, engineering, logistics and sales teams to escalate unusual routing, transshipment, vague end-use descriptions, requests to alter product language, or payments involving unrelated entities.

BIS’s July 10, 2024 guidance stresses that companies should take additional steps to mitigate diversion risks. Keep an auditable record of screening results, classification decisions, licenses, supplier certifications, escalation decisions and corrective actions. A broker’s screening service can support this process but does not transfer the importer’s responsibility.

5. Exercise the response

Run tabletop scenarios for a tariff increase, a license delay, a new raw-material restriction, a port or carrier interruption and the sudden failure of a major supplier. The Commerce Department describes its SCALE diagnostic and industry tabletop exercises as ways to understand structural supply-chain risks. Use an exercise to test who can approve an alternate, release safety stock, notify customers, revise customs data, communicate with regulators and stop a questionable shipment.

How to compare sourcing options

Use a weighted scorecard approved by procurement, finance, engineering, compliance and operations. Record the evidence and the date for every score.

Decision axis Questions to answer
Total landed cost What are unit price, freight, duty, brokerage, insurance, testing, tooling, rework and expected expedite costs?
Tariff and license exposure What HS classification, origin, export-control classification and license conditions apply today, and what could change?
Concentration Does the alternate rely on the same country, port, refinery, chemical precursor or parent company?
Qualification and tooling How long will samples, validation, regulatory approval, tooling transfer and production ramp take?
Capacity and quality Can the site meet peak demand, quality limits, traceability and change-control requirements?
Logistics reliability How resilient are lanes, ports, carriers, customs processes and inland transport?
Working-capital cost What cash is tied up in tooling, minimum orders, pipeline inventory and safety stock?
Due diligence Can you verify labor, environmental, forced-labor and business-continuity controls?
Intellectual property Are designs, data, molds and process know-how protected in the operating jurisdiction?
Switching speed How quickly can volume move after a restriction, and what approvals would still be outstanding?

A lower-priced source can be less resilient if it depends on the same Chinese sub-tier inputs or cannot obtain a required license. Include the financial value of avoided downtime and the cost of maintaining a second qualified source, rather than comparing quoted piece prices alone.

Three practical sourcing strategies

China plus resilience

Keep capable Chinese suppliers while adding qualified alternates, targeted buffers, stronger origin data and compliance controls. This approach preserves scale, existing tooling and supplier knowledge. Its residual risk is continued exposure to Chinese policy, licensing and concentration.

China plus one or multi-country sourcing

Place incremental production in Vietnam, Mexico, India or another suitable location while retaining Chinese capacity. This can reduce single-country concentration and provide negotiating leverage. It also adds coordination, qualification and sub-tier-tracing work; a new assembly country does not by itself eliminate Chinese content or change origin.

Regional or domestic production

Use nearshore or domestic capacity where tariffs, security requirements, service levels or interruption costs justify higher unit costs. This is most defensible for safety-critical, highly regulated, bulky or time-sensitive items. OECD modelling cautions that blanket relocalisation could reduce global trade by over 18% and global real GDP by more than 5%, without consistently improving resilience. Regional production should therefore be targeted to specific exposure, not adopted as a universal rule.

Inventory: deciding how much protection to buy

There is no universal number of days of China-risk inventory. Set a target for each item from its recovery timeline:

  1. Estimate the time to detect a restriction and obtain reliable regulatory guidance.
  2. Add the time to secure transport, receive material and clear customs under the new conditions.
  3. Add engineering, testing and regulatory approval time if an alternate is needed.
  4. Model demand, yield, transit and supplier variability during that interval.
  5. Subtract confirmed alternate capacity and any material already in transit.
  6. Convert the remaining requirement into a stock target, then test its cash, storage, insurance and obsolescence cost.

Review buffers monthly for high-risk items and after any tariff, license, ownership, design or lead-time change. A buffer should buy time to switch; it should not become a reason to postpone qualification.

Governance, metrics and warning signals

Assign an executive owner and a cross-functional team. Procurement owns supplier engagement, engineering owns interchangeability, compliance owns classification and screening, finance measures working-capital and downtime exposure, and operations owns allocation decisions during a disruption.

  • Share of spend and critical parts with a qualified second source.
  • Percentage of critical sub-tier inputs with verified origin and processing data.
  • Time required to classify a new part and determine license status.
  • Days of targeted safety stock versus the modeled recovery timeline.
  • Supplier concentration by country, site, port and raw-material source.
  • Number and age of open compliance escalations.
  • Time to approve and ramp an alternate after a simulated disruption.

Trigger escalation when a supplier changes routing, ownership, bank details, material source, end-use description or delivery pattern without a documented explanation. Also escalate repeated license delays, unexplained transshipment, refusal to disclose sub-tier information or quality changes after a site transfer.

What a 90-day implementation can look like

Days 1–30: establish visibility

Identify critical products and parts, collect supplier and site data, classify HS and export-control attributes, and rank items by consequence, substitution difficulty and recovery time. Freeze any assumption that is unsupported by a supplier document or internal record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Days 31–60: reduce the highest exposures

Issue requests for sub-tier and origin data, select alternate candidates, begin samples and audits, calculate item-level buffers, and close obvious screening or licensing gaps. Negotiate notification clauses for site, ownership, material and routing changes.

Days 61–90: prove the plan

Complete a tabletop exercise, test an alternate production run, reconcile customs and product-classification records, and obtain executive approval for inventory and dual-source funding. Record unresolved dependencies and assign deadlines rather than treating the risk register as a static report.

Bottom line for decision-makers

Reduce China trade-restriction risk by making the supply chain visible and switchable. Keep Chinese capacity when it remains competitive, but qualify alternatives for the items that could stop revenue, safety or compliance. Pair that capacity with verified sub-tier origin, disciplined export-control checks, targeted inventory and rehearsed response authority. Diversification is usually more robust than trying to reshore everything, and every alternative should be judged by its complete exposure and recovery time—not by its factory location or quoted unit price.
