How ASML Export Restrictions Affect GPUs, Smartphones, and Chip Prices

ASML export controls do not add a line-item fee to a graphics card or smartphone. They regulate whether specific chipmaking tools can be shipped, serviced, or upgraded at certain destinations, chiefly in China. The economic effect comes later: if a restricted factory cannot add or improve advanced capacity on schedule, future supplies of processors may become tighter.

That can increase pricing risk for GPUs, phone processors, and memory, but it does not establish a fixed worldwide surcharge. Retail prices also reflect AI-server demand, foundry allocation, advanced packaging, high-bandwidth memory (HBM), inventories, tariffs, competition, and handset demand.

What ASML export restrictions actually control

ASML restrictions are upstream trade controls. The Netherlands, the United States and, later, the European Union require authorisations for specified semiconductor-manufacturing equipment and related technology. A licence requirement is not the same as an automatic denial, and the measures do not prohibit every chip export from China.

The Dutch government expanded its national measure on 7 September 2024. The change brought additional advanced semiconductor-manufacturing equipment, including specified deep-ultraviolet (DUV) lithography systems, under Dutch authorisation rules. ASML said licensing for its TWINSCAN NXT:1970i and NXT:1980i DUV immersion systems moved to the Dutch government; NXT:2000i and later DUV systems, as well as extreme-ultraviolet (EUV) systems, were already subject to licensing.

A December 2024 United States rule added controls covering metrology, software and additional, mainly Chinese, fab locations. ASML said the expected 2025 effect remained within its €30–35 billion sales outlook and that China represented about 20% of total 2025 sales. In November 2025, according to ASML’s annual-report material, the EU incorporated certain Dutch national controls into the EU Control List, extending licensing for specified equipment across EU member states.

Dutch Foreign Trade and Development Minister Reinette Klever described the September 2024 decision as a security measure, saying technological advances had created increased security risks associated with exporting specific manufacturing equipment. In a parliamentary answer, the Dutch cabinet stressed that the measures concern controlling exports, not restricting them outright.

The equipment categories matter

Category What it does in a fab How controls can matter
EUV lithography Prints the smallest, most demanding layers used in leading-edge logic. A licence decision can affect installation, expansion, servicing or upgrades for the most advanced production lines.
Advanced DUV lithography Uses shorter-wavelength ultraviolet light for many critical layers and remains important even in advanced-node manufacturing. Controls on specified immersion systems can delay additional capacity or process improvements without being a blanket ban on all DUV tools.
Metrology and inspection Measures wafers and detects defects so a fab can control yield. Restrictions can limit the ability to qualify, monitor or improve a process, even when a lithography tool itself is available.
Software and related equipment Supports design, process control, operation and maintenance of manufacturing systems. A rule can affect a fab’s ability to run, update or optimise equipment, not just its initial purchase.

Because licences apply to specified products, destinations and transactions, the outcome can differ by machine model, customer, location and intended use. A shipment may be approved, delayed for review or denied; readers should not treat the word “restricted” as proof that every transaction is blocked.

How a tool-control decision can reach a graphics card or phone

  1. Licence review at the equipment stage. A tool maker or customer must obtain the required authorisation before shipping, servicing or upgrading covered equipment at a specified destination.
  2. Fab expansion or process work is delayed. Without timely access to a tool, a factory may postpone a new production line, a node transition, a yield-improvement project or maintenance that depends on controlled parts or software.
  3. Available wafer capacity changes. The affected factory may produce fewer leading-edge wafers, reach a target later, or rely longer on an existing process. The result is a capacity and timing effect rather than a charge attached to each finished device.
  4. Chip allocation tightens if demand is strong. GPU designers, smartphone-processor suppliers and other customers compete for the wafers, packaging services and memory that are available.
  5. Downstream prices respond unevenly. A manufacturer may absorb higher costs, redesign a product, allocate chips to higher-margin models, raise a wholesale price or wait for supply to improve. Retail prices depend on those decisions as well as on demand and competition.

The Dutch government has cautioned that exact global effects are difficult to estimate because chips are used throughout the economy and supply chains are internationally intertwined. A delayed Chinese fab project can alter regional competition, but it does not translate mechanically into the price of every GPU or phone sold worldwide.

Why GPUs are especially exposed

Leading AI and graphics processors use advanced logic, often alongside demanding packaging and fast memory. If a restricted destination cannot expand a suitable process, the lost or delayed capacity may matter when other customers are already competing for wafers.

ASML’s 2025 annual-report strategic section says generative AI drove strong GPU and HBM demand. It also reports that AI-server demand exceeded supply, creating a strong pricing environment for both Logic and DRAM. That observation identifies a major current price driver, but it does not attribute a particular percentage of GPU inflation to export controls.

Wafer capacity is only one constraint

  • Advanced-node wafers: A shortage of suitable logic capacity can limit how many processors are made.
  • Advanced packaging: Large AI chips often need specialised packaging and interconnect technology. Packaging capacity can remain the bottleneck even when wafers are available.
  • HBM and other memory: AI accelerators require high-bandwidth memory. HBM supply and pricing can constrain finished cards or servers independently of lithography-tool access.
  • Allocation and inventories: Foundries and chip companies may reserve output for strategic customers, while distributors’ inventories can temporarily soften or amplify retail moves.

For that reason, a new export licence requirement may increase long-term supply risk without causing an immediate price jump on a particular model. Conversely, a GPU can become expensive during a period when export controls are unchanged because AI demand suddenly outstrips production.

What the restrictions mean for smartphones

Smartphone processors use a mix of manufacturing generations, and handset makers do not all depend on the same foundry, node or region. Controls therefore affect phone supply indirectly and unevenly.

If a restricted fab cannot add advanced capacity, the first effect may be on future processor availability, not on phones already in warehouses. A handset company could shift orders to another foundry, use a different node, redesign a chip or prioritise premium models. Each response has engineering, qualification and timing costs, but none guarantees a higher shelf price.

Phone prices also respond to display panels, cameras, batteries, logistics, currency movements, tariffs, marketing and consumers’ willingness to buy. ASML reported that PC and smartphone demand rose by single digits in 2025, far below the extraordinary AI-server growth described in the same strategic discussion. That contrast helps explain why AI hardware can feel supply-constrained while many handset segments remain more competitive.

Do ASML controls make chips more expensive?

They can raise the probability of higher chip costs by limiting where and when capacity can be built or improved. They do not set a universal price floor or a fixed percentage increase.

Question What can reasonably be concluded
Is there a direct ASML surcharge on a GPU or phone? No. The rules govern equipment exports and related transactions, not a fee charged on finished devices.
Can a restricted fab face higher costs? Yes. Delays, alternative equipment, redesigns, lower utilisation or slower yield improvement can increase economic costs.
Will every manufacturer pass those costs to buyers? No. Companies may absorb them, change suppliers, adjust specifications or accept lower margins.
Is a worldwide percentage increase established? No cited primary source provides a defensible percentage for global GPU, smartphone or chip prices caused solely by ASML restrictions.
What is driving current pricing pressure? AI-related demand, wafer allocation, packaging, HBM, inventories and broader supply-demand conditions are all material; ASML reported demand for chips outpacing supply in early 2026.

ASML’s market figures provide context rather than a causal price calculation: almost one trillion chips shipped worldwide in 2024, supporting a semiconductor industry valued at $631 billion; semiconductor-market growth exceeded 20% in 2025. Those totals show the scale of the market, not a measurable export-control markup.

Could Dutch, US and EU controls create a global chip shortage?

A global shortage is possible in specific products or periods, but the controls alone do not prove that outcome. The likely path is a shortage of particular advanced-node wafers, packages, memory products or processors if delayed capacity meets unexpectedly strong demand.

Reasons a broad shortage is not automatic

  • Licensing decisions are transaction-specific, and some applications can be approved.
  • Manufacturers can redirect orders, use other process generations or expand in locations not covered by a particular restriction.
  • Existing inventories and weaker demand in some segments can offset a shortfall elsewhere.
  • Chip supply chains are global, so capacity changes in one country can be partly balanced by production in another, although qualification and transport take time.

Conditions that would increase shortage risk

  • Several restricted fabs lose access to the equipment or service needed for the same advanced process.
  • AI-server demand continues to grow faster than wafer, packaging or HBM capacity.
  • Alternative foundries cannot qualify replacement designs quickly enough.
  • Additional controls expand the number of tools, software packages or sites requiring review.

ASML President and CEO Christophe Fouquet said in the company’s Q1 2026 results that the semiconductor industry’s growth outlook was solidifying because of continuing AI-infrastructure investment and that demand for chips was outpacing supply. That statement describes the market balance at that time; it is not evidence that export controls caused the entire gap.

How to interpret the impact by time horizon

Time horizon Most likely channel What buyers may notice
Immediate Licence processing, shipment timing, servicing or upgrade decisions. Longer lead times for some equipment or uncertainty around a fab’s planned output; usually no instant change to all retail devices.
Several quarters Delayed capacity additions, node transitions or yield improvements. Tighter allocation for affected processors, possible contract-price changes and greater volatility in high-demand products.
Several years Different geography and technology mix for advanced manufacturing. More regionalised supply, duplicated capacity and potentially higher structural costs, balanced against new investment and substitution.

What consumers, companies and investors should watch

For GPU and phone buyers

  • Check actual availability and the street price of the specific model rather than assuming a policy headline predicts a price increase.
  • Separate GPU board pricing from HBM availability, packaging constraints and retailer inventory.
  • For phones, compare processor generation, launch timing and regional configuration; a later model may use a different node or supplier.

For chip-dependent businesses

  • Map which wafers, packages, memory components and manufacturing sites are exposed to licensing decisions.
  • Ask suppliers whether a quoted lead time assumes a new tool, an upgrade, a service contract or a particular Chinese fab location.
  • Plan qualified alternatives early. Moving a design to another process or foundry requires engineering validation and may change performance, power and cost.

For policy and market analysis

  • Track the exact controlled item, destination, licence status and effective date instead of treating all lithography equipment as one category.
  • Distinguish a shipment denial from a review requirement and both from a company’s voluntary decision not to pursue a transaction.
  • Measure wafer output, packaging throughput, HBM production and inventories alongside equipment-export data.

Bottom line: an upstream capacity risk, not a retail tax

ASML export restrictions can make future GPUs, smartphone processors and other chips harder or more expensive to supply when they delay advanced-fab expansion or improvement. Their effect is strongest where leading-edge capacity, packaging or HBM is already tight. However, no credible primary-source figure isolates a worldwide price increase caused solely by the restrictions. Current pricing pressure reflects the interaction of export licensing with AI demand, foundry allocation, memory, packaging, inventories and competition. The most accurate expectation is therefore directional: higher capacity and supply risk in affected technologies, with the size and timing of any consumer-price effect determined downstream.
