Flight autonomy is also different from deciding to use a weapon; the cited reports do not say that an aircraft independently selected and attacked a live target.
What does a human operator actually control?
Control is better understood as several responsibilities shared between people and software, rather than as one joystick-like command. Public accounts describe some of those responsibilities, but do not provide a complete operational control model.

Mission direction
A pilot or other operator can direct an uncrewed aircraft as part of a crewed-uncrewed team. In a U.S. Air Force training event in July 2025, an F-16C pilot and an F-15E pilot each controlled two XQ-58A Valkyries. The Air Force described the aircraft as semi-autonomous and characterized the event as an operator-driven evaluation.

Onboard software can carry out specified navigation and maneuvering behaviors. In an earlier Skyborg Autonomy Core System test, a UTAP-22 responded to navigation commands, reacted to geofences, stayed within flight-envelope limits, and demonstrated coordinated maneuvering. These are reported capabilities from that test, not a specification of every function in a current collaborative combat aircraft.

Monitoring and safety oversight
The Skyborg test report says the aircraft was monitored from airborne and ground command-and-control stations. Separately, the Air Force Research Laboratory reported a multi-layer safety framework during a machine-learning flight test on an XQ-58A. Those descriptions establish monitoring and safety measures in particular tests; they do not disclose a complete set of safeguards for operational aircraft.
Authority over weapon use
U.S. policy requires appropriate human judgment over the use of force in autonomous and semi-autonomous weapon systems. That is not the same as saying a person must continuously hand-fly every maneuver or approve every non-lethal flight-control action. The flight-test accounts discussed below do not report autonomous selection and engagement of live targets.

What the public demonstrations show
The examples differ in what the human or software did and in how mature the activity was. Their reported durations and aircraft counts describe individual events, not performance or reliability statistics.
| Example | Who directed or flew the aircraft | What autonomy was reported | Monitoring or safety detail | What the evidence establishes |
|---|---|---|---|---|
| U.S. Air Force training event, July 2025 | An F-16C pilot and an F-15E pilot each controlled two XQ-58A Valkyries. | The Air Force described the Valkyries as semi-autonomous; the report characterized the exercise as operator-driven. | The cited account does not give a detailed monitoring or safety procedure. | A training evaluation of pilots directing multiple uncrewed aircraft—not proof of operational fielding. |
| Air Force Research Laboratory XQ-58A test, July 2023 | AFRL-developed machine-learning algorithms flew the aircraft during a three-hour sortie. | The algorithms solved a tactically relevant challenge problem. | The Air Force reported a multi-layer safety framework. The development approach included high-performance computing, modeling and simulation, hardware-in-the-loop events, and ground testing. | A flight-test demonstration, not evidence that the same configuration is deployed in combat. |
| Skyborg Autonomy Core System test on a UTAP-22, 2021 | The autonomy system performed the reported flight behaviors; airborne and ground command-and-control stations monitored the aircraft. | It responded to navigation commands, reacted to geofences, adhered to flight envelopes, and demonstrated coordinated maneuvering. | The report describes airborne and ground monitoring, but not a complete operational procedure. | A test flight lasting two hours and ten minutes, not a general account of current CCA control. |
| NAVAIR carrier-CCA demonstration, reported January 2026 | NAVAIR described a December demonstration involving multi-platform coordination and an aircraft executing a mission beyond the visual range of its remote-control operator. | A program lead described autonomous mission planning as a future step. | The public account does not establish detailed safeguards or operational control procedures. | Development progress toward future carrier CCA, not proof of operational deployment. |
Does “autonomous” mean there is no human supervision?
U.S. policy
DoD Directive 3000.09 addresses autonomy in weapon systems and emphasizes appropriate human judgment over the use of force, alongside compliance with applicable law, treaties, safety rules, and rules of engagement. This policy concerns weapon-system decisions; it should not be treated as a description of the command interface or every flight-control action in a particular test.

UK policy comparison
The UK Ministry of Defence describes human-machine teaming as its default approach to AI adoption and says the degree of autonomy and type of human control should be considered case by case. Its guidance also says satisfactory human control does not always require real-time human supervision. That is UK policy guidance, not a universal international rule.
What public reports do not tell us
The cited accounts do not establish the exact control interface, datalink architecture, command vocabulary, authority-transfer protocol, workload ceiling, or how the XQ-58A responds if communication is lost. Nor do they provide exact operational procedures for fielded collaborative combat aircraft. It would be unsupported to infer that an aircraft automatically returns home, loiters, or aborts after a lost link; those behaviors require platform-specific evidence.
Accordingly, the strongest supported explanation is layered: an operator can direct an aircraft or team, onboard autonomy can perform bounded flight tasks, and people or safety frameworks can monitor particular tests. The balance of authority depends on the system and mission, and the public demonstrations do not establish one universal control arrangement.
