Animal cloning by somatic cell nuclear transfer (SCNT) makes an embryo using nuclear genetic material from a donor body cell instead of the nucleus that an egg normally carries. Researchers remove the egg’s nucleus, introduce the donor nucleus or whole cell, activate the reconstructed egg, culture any resulting embryo, and transfer it to a surrogate dam. The surrogate provides the pregnancy and birth; she is not necessarily the animal whose nuclear DNA is being copied.
The method can reproduce a donor’s nuclear genotype, but it does not recreate every biological, behavioral or visible feature of that animal. Developmental conditions, the egg’s non-nuclear cellular machinery, prenatal conditions and later environment all influence the result.

What animal cloning is
In this context, “cloning” usually means reproductive cloning with somatic cell nuclear transfer. A somatic cell is an ordinary body cell, such as a skin cell, rather than an egg or sperm cell. Its nucleus contains the donor animal’s nuclear DNA.

The process is therefore a chain with several biological handoffs:
| Stage | What happens | What it contributes |
|---|---|---|
| Donor-cell collection | A body cell is collected from the animal selected for cloning. | The donor nucleus supplies the nuclear genetic blueprint. |
| Egg preparation | An immature oocyte is collected and its nucleus is removed. | The egg cytoplasm supplies machinery that can support early development. |
| Nuclear transfer | The donor nucleus or an entire donor cell is introduced into the enucleated egg. | The reconstructed egg now contains the donor’s nuclear material. |
| Fusion and activation | The donor material is fused or otherwise combined with the egg, which is stimulated to divide. | Activation starts the embryonic-development program. |
| Embryo culture | The reconstructed cell is cultured and assessed as it develops. | Only embryos that reach a suitable transfer stage can be considered for implantation. |
| Transfer to a surrogate | An embryo is placed in the uterus of a surrogate dam. | The surrogate supplies gestation and birth. |
FDA descriptions of livestock procedures note that immature eggs may be collected from ovaries, including ovaries obtained at slaughter. Laboratories may transfer a whole donor cell or just its nucleus, and the exact fusion and activation protocol varies by species and facility.
How the procedure works, step by step
1. Selecting and collecting the donor cell
A breeder or research team starts with an animal whose inherited traits are considered valuable for a particular purpose. Examples might include a livestock animal with a useful combination of production, health or performance traits. A sample of body tissue is collected, and cells are grown or prepared for nuclear transfer.
The donor cell is not an embryo and does not contribute through sexual reproduction. Its importance is that its nucleus already contains the complete nuclear genome of the selected adult or juvenile animal.
2. Preparing an enucleated egg
Researchers obtain an immature oocyte and remove its nucleus. This step is called enucleation. Removing the egg nucleus prevents the egg’s own nuclear genes from becoming a second parental genome in the reconstructed embryo.
The nucleus is removed, but the egg’s surrounding cytoplasm remains. That cytoplasm contains the molecular systems that help organize the earliest divisions after activation. The egg is therefore more than an empty container: it provides the cellular setting in which a specialized donor nucleus must be reset for embryonic development.

3. Introducing the donor nuclear material
The donor nucleus can be transferred directly, or the entire donor cell can be placed next to or inside the enucleated egg. FDA’s risk-assessment description recognizes both approaches. The method used to bring the two cells together differs among laboratories and species.

It is not yet a developing pregnancy. The next challenge is to make that differentiated adult-cell nucleus behave as though it were directing the earliest stages of an embryo.
4. Fusing and activating the reconstructed egg
The donor cell and enucleated egg are fused, or the donor nucleus is otherwise combined with the egg. Researchers then apply an activation stimulus that starts cell division. This is a reprogramming challenge: the egg must reset the activity of genes in a specialized body-cell nucleus so that the nucleus can coordinate embryonic development.
Activation does not guarantee success. Some reconstructed eggs stop dividing immediately, while others divide for a time but fail to organize into a viable embryo. The outcome depends on species, cell condition, egg quality, timing and protocol.
5. Culturing and assessing the embryo
If divisions begin, the reconstructed embryo is cultured in the laboratory until it reaches a stage considered suitable for transfer. Scientists assess whether development is proceeding normally, but early appearance cannot guarantee that an embryo will implant or sustain a pregnancy.

6. Transferring the embryo to a surrogate dam
A developing embryo is implanted into the uterus of a synchronized surrogate. The surrogate carries the pregnancy and gives birth, but she is not the nuclear-DNA donor in this arrangement. Her uterus, placenta and gestational environment still influence development.
Several embryos or surrogate pregnancies may be needed because development can fail before implantation, during gestation or near birth. The use of a surrogate is therefore a biological necessity of the procedure, not evidence that the surrogate has been genetically copied.
What “clone” means—and what it does not mean
A successful SCNT clone is intended to have the same nuclear genetic makeup as the animal that supplied the donor nucleus. FDA has compared this relationship with identical twins born at different times: the nuclear DNA can match, while the individuals’ lives and development do not.
Recommended Free Tools
“Same nuclear DNA” is not the same as “perfect duplicate.” The egg contributes non-nuclear cellular material, and the embryo develops in a particular uterus under particular prenatal conditions. Nutrition, disease, random developmental events, handling and the postnatal environment can all affect anatomy, physiology and behavior. A clone may resemble its donor closely while still differing in size, markings, temperament or performance.
SCNT also does not automatically alter genes. In the basic procedure, researchers transfer existing nuclear material from a donor. Genetic engineering, by contrast, adds, removes or changes genetic material through a separate intervention. Cloning and genetic modification can be combined in some research projects, but they are not interchangeable terms.
SCNT compared with breeding and genetic engineering
| Approach | Genetic starting point | Expected genetic outcome | Typical purpose in the livestock discussion |
|---|---|---|---|
| Somatic cell nuclear transfer | Nuclear material from one selected donor body cell is placed into an enucleated egg. | Attempts to reproduce the donor’s nuclear genotype. | Reproduce a valuable breeding animal’s particular genetic combination. |
| Conventional sexual breeding | Egg and sperm each contribute genetic material. | Creates a new combination of genes and variation among offspring. | Produce offspring through ordinary reproduction and selection. |
| Genetic engineering | Specific genetic material is added, removed or changed. | Introduces an intended genetic alteration; it is not simply a copy of a donor. | Study or develop a trait through a targeted modification. |
Conventional breeding cannot guarantee that one offspring will inherit the exact combination found in a prized parent, because genes are reshuffled when two parents reproduce. SCNT is designed to preserve that donor’s nuclear combination. The clone can then be bred conventionally, producing offspring that inherit genes from the clone and its mating partner rather than becoming additional nuclear copies.

Why livestock producers have considered cloning
FDA describes livestock cloning primarily as a way to reproduce valuable breeding animals, not as a routine method for producing meat directly. A producer might clone an animal with a desirable combination of traits, use the clone as breeding stock, and distribute those genetics through ordinary mating.
This strategy separates the expensive cloning step from the larger population of animals that enter conventional production. The clone preserves a particular nuclear genotype; its offspring are sexually produced and therefore are not identical copies of the clone.
Cloning can also preserve genetic material from an exceptional animal after the original animal is no longer available for breeding, provided suitable cells were collected and stored. Whether cloning is worthwhile depends on biological success, animal-welfare considerations, costs and the value of the donor’s traits; a cloning procedure alone does not guarantee superior offspring or a profitable herd.
Where cloning can fail
Failure is possible at every transition from cell collection to birth:
- The donor cell may be unsuitable, damaged or unable to support reprogramming.
- The egg may not be successfully enucleated, fused or activated.
- A reconstructed egg may divide abnormally or stop developing in culture.
- An embryo may fail to implant after transfer.
- A pregnancy may be lost or fail to progress normally.
- Placental or fetal abnormalities may prevent a live birth or endanger the surrogate.
Because species, protocols and counting methods differ, a historical efficiency figure cannot be treated as a universal current rate. A meaningful rate must identify the species, laboratory method and denominator—for example, live births per reconstructed eggs or per embryos transferred.

The principal welfare concern is not only whether a live clone is born, but how many donor animals, eggs, embryos and surrogate dams are involved in reaching that outcome. Repeated procedures may be needed when reconstructed embryos fail or pregnancies are lost.

FDA’s primer discusses Large Offspring Syndrome in cattle and sheep. Fetal overgrowth can create complications for the fetus and the surrogate dam, including difficult births and associated veterinary risks. Other developmental or placental problems can also arise during gestation.
These risks are why a claim that cloning is “successful” should specify the endpoint. A pregnancy, a live birth and a healthy animal at later ages are different outcomes. Welfare assessment must consider the entire process, including surrogate health and the animals that do not survive to birth.
Dolly’s importance—and its limits
“SCNT was successfully used in 1997 to create the cloned sheep Dolly,” according to the U.S. Food and Drug Administration’s page Therapeutic Cloning and Genome Modification. Dolly demonstrated that nuclear material from a differentiated adult body cell could be reprogrammed to produce a new animal.
That 1997 milestone established feasibility; it did not make cloning routine or highly efficient across every species, laboratory and protocol. Dolly’s birth should be understood as a landmark in developmental biology, not as a universal success-rate benchmark.
Is food from cloned animals safe?
In its final risk assessment issued in January 2008, the FDA concluded that meat and milk from cattle, pigs and goats, and food from the offspring of animal clones, are as safe as food from conventional counterparts. That conclusion is limited to the species and food products the assessment covered and to the FDA’s regulatory context; it is not a universal finding for every cloned species or every country’s rules.
FDA also says clones themselves are used mainly as breeding stock, so offspring are more likely than the clones to enter the food supply. Food-safety policy and labeling requirements can vary by jurisdiction, and the 2008 assessment should not be read as a ruling on products outside its stated scope.
Quick Recap
Key points to remember
- SCNT removes an egg’s nucleus and replaces it with nuclear material from a donor body cell.
- The reconstructed egg must be activated, develop into an embryo and survive transfer before a pregnancy can result.
- A surrogate dam carries the pregnancy but is not necessarily the genetic donor.
- A clone is intended to match the donor’s nuclear DNA, not every aspect of the donor’s appearance, behavior or life.
- Development can fail in culture, after transfer or during gestation, and welfare risks include placental problems and Large Offspring Syndrome.
- Cloning is distinct from genetic engineering and from conventional breeding.
- FDA’s 2008 food-safety conclusion covers cattle, pigs, goats and specified food products, not every cloned species worldwide.
