Choosing the right kind depends on what you need to do, how much control you need over the workflow, and what the product does with audio and transcripts.
What counts as an AI voice tool?
Voice features typically handle one of three tasks. Speech-to-text transcribes spoken words, such as a dictated message. Text-to-speech reads written content aloud or generates narration. A conversational voice feature combines speech recognition with an AI response workflow so a person can speak and hear a reply.

These functions can appear together in one product, but they are not interchangeable. A transcription tool does not necessarily answer questions, and a read-aloud feature does not necessarily accept spoken input.
How can everyday users use voice features?
Microsoft documents three distinct voice interactions in Copilot: dictation, read-aloud, and Copilot Voice. Their availability varies by subscription and region, and particular functions may have different requirements. Microsoft’s Copilot voice-feature guide describes the options and their account-specific details.

Dictation: speak a prompt or message
Dictation converts speech into text that can be used as a prompt or other written content. It can help capture a thought without typing, particularly when hands are occupied. The result still needs review: a speech system may mishear a name, punctuation, or a word that changes the meaning.
Read-aloud: listen to a response
Read-aloud turns written responses into spoken audio. It can make content easier to follow while multitasking or for people who prefer listening, but it is a playback feature rather than a two-way conversation.
Copilot Voice: have a spoken exchange
Copilot Voice supports spoken conversation rather than only transcription or playback. Microsoft notes that it may require microphone permission; users can mute or end a session, and a transcript is available afterward. Brainstorming or asking follow-up questions aloud may feel more natural for some tasks, but that convenience is not a guaranteed productivity gain.

Windows voice control is a separate use case
Voice control of the operating system is not the same as talking to an AI assistant. Microsoft says Voice Access replaced Windows Speech Recognition for Windows 11 version 22H2 and later in September 2024. Its older Windows Speech Recognition command documentation covers Windows 10 and Windows 11 and notes language limitations, so it should not be treated as the current voice-control path for newer Windows 11 versions.
How do voice agents work?
A voice agent links audio input to an application’s response process and then, often, to spoken output. Developers can build that interaction as an integrated realtime session or as separate stages. OpenAI’s voice-agent guide describes three architectural patterns:
- Full-duplex conversation with a separate backend: supports ongoing spoken interaction while the application’s backend handles its own work.
- Integrated realtime session: speech, reasoning, and tool use are handled together through a Realtime API session.
- Chained voice pipeline: the application handles speech-to-text, runs its agent workflow, and then uses text-to-speech for the response.
The main design trade-off is control, not a universal ranking of quality. In a chained pipeline, developers can inspect or transform recognized text before the agent responds, and can work with the text produced at each stage. An integrated session can bring the speech interaction and agent workflow together. The appropriate choice depends on whether an application needs detailed control over intermediate steps, ongoing realtime conversation, or a particular integration pattern.

Which voice workflow fits the task?
OpenAI’s audio and voice guide maps common jobs to different workflows. Treat these as distinct implementation choices rather than one all-purpose voice mode.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minute| Need | Typical workflow | Useful distinction |
|---|---|---|
| Transcribe an audio file | Send a bounded audio-file request for transcription | Processes a recording rather than maintaining a live conversation |
| Show live captions | Use streaming transcription | Text arrives as speech is processed |
| Translate speech continuously | Use a dedicated translation session | Translation is a distinct task from ordinary transcription |
| Give an existing text agent a voice interface | Speech-to-text, text-agent workflow, then text-to-speech | Separate stages can make intermediate text available for inspection or changes |
| Build realtime speech-to-speech interaction | Use a Realtime API speech-to-speech agent | Designed for an ongoing spoken interaction rather than a single audio file |
| Generate narration | Use text-to-speech | Produces audio from text without requiring a conversational agent |
For any option, consider whether the application needs continuous spoken turns or interruption handling, what latency it can tolerate, and whether staff need to review or edit recognized text. Those requirements affect the architecture and integration work.

Accuracy requires review
Speech can be misinterpreted, and generated responses can contain errors. Microsoft advises reviewing transcribed or generated content. Check dictated text before sending it, and verify consequential details in an AI response just as you would in text-only use.

Privacy depends on the feature and account
There is no single privacy rule for every voice feature. Microsoft’s documentation distinguishes account types and functions. For work or school dictation, Microsoft says speech is sent to its service for conversion to text and that audio and dictated text are not stored as part of the dictation service. For work or school Copilot Voice, audio is temporarily stored for feedback scenarios and deleted after 48 hours. Read-aloud uses client-side text-to-speech, and Microsoft says no audio is recorded or stored for that feature. For personal accounts, transcripts are handled like other Copilot conversation history. These statements apply to the named Copilot features and account contexts; they do not establish how other products handle voice data.
Access can vary
Before planning around a voice feature, check the product’s supported account type, subscription, region, language, device, and microphone permissions. A feature shown in one account or location may not be available in another.

Make synthetic speech transparent
For applications that speak to customers, disclose when the voice is AI-generated rather than human. OpenAI’s text-to-speech guide says its policies require clear disclosure to end users that generated voices are AI-generated.
What the current evidence does—and does not—show
OpenAI announced new speech-to-text and text-to-speech API models on March 20, 2025, describing meeting transcription, call-center scenarios, and controllable speech generation as use cases. Those are vendor-described capabilities, not independent findings about accuracy or productivity. The cited official material does not establish a general adoption rate or prove that voice tools make every user more productive.
