How AI Safety Standards and Red-Team Testing Work

AI safety standards are systems for managing risk, not a single exam that declares a model safe. They help an organization identify hazards, test safeguards, document decisions and monitor an AI system throughout its life. Red-team testing is one part of that assurance work: skilled testers deliberately try to make the system produce harmful outcomes, reveal sensitive information, misuse tools or bypass its controls.

A successful red-team exercise means only that the chosen testers did not find a problem in the tested scenarios, version and environment. It cannot prove that every failure mode has been found or that the system is safe in every context. Reliable assurance combines red teaming with threat modelling, systematic evaluation, impact assessment, security controls, human oversight and post-deployment monitoring.

What AI safety standards actually do

An AI safety framework organizes decisions across the system lifecycle. It asks an organization to establish governance, identify foreseeable risks, measure them, apply mitigations, record evidence and keep checking whether controls work after release. The scope can include the model, the application around it, connected tools and data, the people operating it and the use case in which it is deployed.

That is different from a universal certification test. Some instruments are voluntary frameworks, some are management-system standards, and some are laws. They can overlap in their risk-management language while imposing very different obligations.

NIST AI Risk Management Framework (AI RMF) 1.0 Voluntary framework Organizations that design, develop, deploy or use AI Governance and risk-management outcomes; it is not a certification exam
NIST Generative AI Profile (AI 600-1) Voluntary guidance profile Generative-AI-specific risks and controls Adapts AI RMF concepts for generative systems and supports testing, evaluation, verification and validation
EU AI Act Binding legal regime, with duties determined by classification and use Providers, deployers and other actors covered by the Act Legal obligations vary by risk category; Commission guidance on high-risk classification is practical but draft guidance is non-binding
ISO/IEC AWI TS 42119-7 Approved work item still under development Technology-agnostic AI red-teaming practice Planned coverage includes terminology, risk and attack-vector identification, planning, execution, reporting and lifecycle integration

NIST AI RMF 1.0 was released on 26 January 2023. The NIST Generative AI Profile, AI 600-1, was published on 26 July 2024. NIST’s AI Resource Center supplies playbook material and resources for testing, evaluation, verification and validation. The NIST adversarial-machine-learning taxonomy, also published in 2024, helps describe attack and failure patterns. None of these NIST documents turns a voluntary framework into law.

How the different layers fit together

Assurance is easier to understand when the layers are separated:

  • Model layer: the trained model’s capabilities, refusal behaviour, robustness and tendency to generate unsafe or misleading outputs.
  • Application layer: prompts, retrieval, filters, user-interface decisions, authentication, logging and business rules surrounding the model.
  • Tool and data layer: plug-ins, APIs, files, databases and permissions that can turn a text response into an external action or data disclosure.
  • Organizational layer: ownership, staff training, procurement, incident response, change control and documented risk acceptance.
  • Use-case layer: the people affected, the decisions supported, the domain harms and the degree of human control.

A model can perform well in isolation while the application gives it excessive permissions. Conversely, strong application controls cannot remove every harmful capability in the underlying model. A credible programme tests each layer and the interactions between them.

What AI red-teaming means

NIST describes AI red-teaming as an evolving practice involving controlled exercises, often conducted with developers, to identify adverse behaviour or outcomes, understand how they occur and stress-test safeguards. A red team may include general users, domain experts or both. The UK AI Safety Institute describes it more directly as deploying a wide range of domain experts to interact with a model, test its capabilities and try to break its safeguards.

The exercise is adversarial in method, not necessarily hostile in relationship. Testers receive explicit authority and boundaries, then act like motivated attackers, abusive users, vulnerable users or domain specialists. Their goal is to expose realistic paths to harm so that engineers and decision-makers can reduce the risk before or after deployment.

Plan a red-team exercise before touching the model

1. Define the system and its intended use

Write down the exact model version, application build, connected tools, data sources, user roles and deployment environment. State what the system is supposed to do and what it must not do. A test of a base model is not automatically a test of a customer-support application that adds retrieval and account actions.

2. Set authority, safety boundaries and access

Give testers written permission, named contacts and an escalation route. Specify whether they may create accounts, upload files, call external APIs, probe rate limits or test personal-data handling. Use synthetic or approved data, isolate production systems and define how dangerous findings will be contained.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Identify threat actors and harms

List plausible actors and affected groups: an ordinary user seeking prohibited content, a criminal attempting fraud, an insider abusing privileges, a researcher extracting system prompts or a vulnerable person relying on an erroneous answer. Translate each scenario into a possible harm, such as physical injury, discrimination, financial loss, privacy exposure, cyber compromise or unsafe automation.

4. Choose test objectives and stopping rules

Decide which safeguards and capabilities are in scope, how many attempts or interaction turns are feasible, what evidence must be captured and when testing must stop. Stopping rules protect people and systems; they also make results reproducible. Record the model and configuration so a later retest is meaningful.

The red-team workflow

  1. Build realistic adversarial scenarios. Combine direct prompts with multi-turn conversations, ambiguous requests, role-play, multilingual inputs, malformed data and contextual details that a real attacker or affected user could provide.
  2. Probe safeguards and capabilities. Try to bypass refusals, induce unsafe instructions, extract confidential context, manipulate retrieval, trigger unauthorized tool calls or cause the system to misclassify a person or situation. Test both the intended feature and its failure paths.
  3. Capture the complete evidence. Preserve prompts, conversation history, model and application versions, system settings, tool responses, timestamps, user permissions and the exact output. Without conditions, another team cannot reproduce or assess the finding.
  4. Assess severity and reproducibility. Describe who could be harmed, the plausible scale, the effort required, whether the behaviour is consistent and what existing controls limit impact. A one-off oddity and a repeatable account takeover should not receive the same priority.
  5. Validate the finding with the owning team. Developers can check whether the behaviour comes from the model, prompt construction, retrieval, permissions, a monitoring gap or an interaction between components. Validation should clarify the mechanism, not dismiss an inconvenient result.
  6. Apply mitigations and document residual risk. Possible responses include changing prompts or filters, narrowing permissions, adding confirmation steps, improving training data, blocking a feature, adding human review or changing the intended use. Record what remains possible after the fix and who accepted that residual risk.
  7. Retest the same path and nearby variants. A patch that blocks one phrase may fail on a paraphrase, another language or a different tool sequence. Re-run the original case and a reasonable set of variants on the exact release candidate.
  8. Feed results into operations. Findings belong in the risk register, release decision, monitoring plan and incident-response process. Assign owners and due dates, define signals for recurrence and keep the evidence with the system’s change history.

Who should be on the red team?

NIST notes that output quality depends on team expertise and recommends domain knowledge, interdisciplinary representation and contextual awareness. A security engineer may find prompt injection, while a clinician, teacher, accessibility specialist or fraud investigator may recognize a harm that a general tester would miss. People who understand affected communities can design more realistic scenarios and interpret consequences more accurately.

Independence matters when findings could delay a launch or challenge a powerful internal sponsor. UK frontier-AI safety guidance recommends independent external evaluators where appropriate, testing at multiple checkpoints during and after training and deployment, and support for evaluation science. The UK AI Safety Institute has described work involving a team of two dozen researchers and partnerships with 22 organizations, illustrating the scale and collaboration that frontier evaluations can require.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Independence does not mean the red team works without system knowledge. Testers need enough documentation and access to understand the intended use, while retaining freedom to report uncomfortable results directly to a risk owner or governance committee.

How findings should influence release decisions

A red-team report is useful when it connects a behaviour to a decision. Each finding should state the affected component, scenario, evidence, harm, likelihood or exposure conditions, current controls, proposed mitigation, residual risk and accountable owner. The release process can then define thresholds appropriate to the use case.

For a low-impact writing assistant, a reproducible toxic-output problem may require filtering, user reporting and monitoring. For a system that recommends medical treatment, controls may include a narrower purpose, qualified human review and a prohibition on autonomous decisions. The same output can therefore have different significance in different contexts.

After launch, monitoring should look for the conditions observed in testing and for new patterns that were not foreseeable. Incident procedures need a route from a user report or automated alert to triage, containment, rollback, communication and corrective action. Releasing a new model version, tool or data source should trigger a risk review rather than relying on an old report.

What red teaming cannot prove

Red teaming samples plausible attack paths; it does not exhaustively measure every capability, failure mode or social impact. Results depend on tester skill, access, environment, model version, selected harms and stopping rules. A clean result means that the tested scenarios did not produce a finding under those conditions.

The UK AI Safety Institute explicitly says its evaluations are not an automatic pass/fail deployment gate or a mandate for deployment conditions. They are intended to improve understanding of capabilities, behaviours and safeguards. That distinction prevents a score from being mistaken for a universal safety certificate.

Use red teaming alongside:

  • Threat modelling to map assets, trust boundaries, attackers and abuse paths before testing.
  • Systematic evaluation with defined datasets, metrics and repeated measurements for known capabilities and harms.
  • Impact assessment involving affected groups and the social, legal and operational consequences of deployment.
  • Security and privacy testing for authentication, authorization, data leakage, supply-chain and infrastructure weaknesses.
  • Human-factors and usability studies to detect over-reliance, confusing warnings and unsafe workarounds.
  • Post-deployment monitoring to detect distribution shifts, emerging abuse and failures that were absent in the test environment.

Is ISO 42001 the same as the EU AI Act?

No. ISO/IEC 42001 is a management-system standard, while the EU AI Act is a binding legal regime. They can be used together, but conformity with one does not automatically satisfy every duty under the other. The available data’s red-team work item, ISO/IEC AWI TS 42119-7, is separate again: it is still being developed and is intended to provide technology-agnostic guidance specifically for red-teaming.

Organizations operating in Europe must determine which AI Act obligations apply to their system’s classification and use. European Commission material on high-risk classification offers practical examples, but draft guidance is non-binding and implementation details evolve. Keep legal review current rather than treating a voluntary framework or an in-development technical document as a substitute for statutory compliance.

A practical assurance checklist

  • Name an accountable owner for the system and its risk decision.
  • Describe the model, application, tools, data, users, intended purpose and prohibited uses.
  • Map foreseeable harms, threat actors, affected groups and legal or contractual constraints.
  • Choose evaluation methods, including red teaming, with domain expertise and appropriate independence.
  • Authorize access, protect test data and define escalation and stopping rules.
  • Record reproducible evidence tied to a model and application version.
  • Rate severity, prioritize fixes and document residual risk and acceptance.
  • Retest mitigations and nearby variants before release.
  • Link findings to the risk register, release approval, monitoring and incident response.
  • Repeat assessments after material changes and during post-deployment operation.

An illustrative example: a support bot with account tools

Suppose a bank deploys a language model to answer support questions and, after authentication, issue a replacement card. The model test might probe whether a user can elicit prohibited financial advice. The application test would additionally examine prompt injection in uploaded documents, whether a logged-out user can trigger a tool call, whether the bot reveals another customer’s data and whether a convincing social-engineering conversation bypasses confirmation.

Testers would preserve the conversation, account role, document contents, tool request and system logs. Engineers might respond by separating retrieval from instructions, tightening authorization, requiring a human-confirmed transaction and adding alerts for unusual sequences. The retest must cover the original attack and paraphrases, not merely check that one captured prompt now fails. The release decision should record what risk remains and how monitoring will detect recurrence.

Common mistakes and their fixes

  • Calling a framework a certification: describe NIST AI RMF as voluntary risk-management guidance, not a pass certificate.
  • Testing only the model: include prompts, retrieval, tools, permissions, data and operators in the system boundary.
  • Using one homogeneous tester group: add domain experts, diverse perspectives and independent reviewers where stakes justify them.
  • Publishing a score without conditions: attach version, environment, scenarios, access and stopping rules to every result.
  • Fixing a prompt and stopping: retest variants and inspect the underlying permission or workflow design.
  • Treating a clean exercise as proof of safety: combine sampled adversarial testing with systematic evaluation, impact assessment and monitoring.
  • Leaving findings in a report archive: assign owners and connect each result to release, remediation and incident processes.
