How AI Music Royalties Work: Training Licenses, Output Payments, and Artist Rights

AI music payments split into separate legal questions. A developer may need permission and compensation to copy songs or recordings for model training, while a released AI-generated track can trigger different publishing, sound-recording, performer, voice and likeness obligations. The United States has no universal statutory price for AI training. What an artist receives depends on the contracts, rights used, territory, business model and reporting attached to a particular service.

Training fees and royalties are not the same payment

When people ask whether an AI company must pay artists, they often combine two events that happen at different times.

Model training

Training usually involves copying or otherwise ingesting musical works (compositions) and sound recordings into a development dataset. The central question is authorization: did the developer have permission to reproduce and use those protected materials, or is it relying on a legal exception that has not been definitively resolved? A license can cover a label’s recordings, a publisher’s compositions, or both. It may be a catalog-wide deal rather than an agreement with every individual performer.

The U.S. Copyright Office’s Copyright and Artificial Intelligence initiative is still examining training uses, licensing and liability. Its 2025 materials do not establish a mandatory per-song, per-hour or per-training-use rate. The Office reported receiving more than 10,000 comments on its August 2023 notice of inquiry by December 2023, illustrating how unsettled the policy debate remains.

Use of the generated output

A finished track raises a separate set of questions. Distribution or streaming can involve the musical work, the sound recording, a featured performer, a producer, and any recognizable voice or likeness. A training license does not automatically clear those output rights, and an output license does not retroactively authorize unlicensed training.

How an AI music deal can pay rightsholders

Commercial arrangements generally combine one or more of the following mechanisms. Financial terms are often confidential, so a public partnership announcement should not be read as a published royalty rate.

Payment mechanism What it covers Who may receive money What is usually disclosed
Catalog license Permission to copy and use specified recordings, compositions, or both for model development or product features Labels, publishers, collecting societies and, under their contracts, artists and writers Rights scope and business purpose; fee formulas are often not public
Settlement Resolution of past or threatened claims about training or product use The settling rightsholder or group of rightsholders That a dispute ended; individual allocations may remain private
Revenue share or royalty pool Participation in income generated by a licensed service or particular uses Artists, songwriters, publishers, labels and other contractual participants Pool principles may be announced without a per-stream formula
Fixed fee A negotiated one-time or recurring license payment The contracting rightsholder, subject to its internal agreements Amount and term are commonly confidential
Artist-specific participation Opt-in use of a person’s name, image, likeness, voice or repertoire The participating artist and any representatives or co-rightsholders Consent and compensation principles; individual rates may not be stated

There is therefore no reliable universal figure such as “X cents per training hour.” Unless a contract, regulator or audited report publishes a number, treating a headline partnership as proof of a standard rate is inaccurate.

Publishing royalties when an AI service distributes music

The Title I blanket license

The Music Modernization Act created a blanket licensing system for eligible digital music providers. Under Title I and 17 U.S.C. §115, the blanket license covers a provider’s making and distributing digital phonorecord deliveries of musical works, including interactive streams and downloads.

The Mechanical Licensing Collective (MLC) administers this mechanical-royalty system. Songwriters and music publishers register works and claim ownership information so usage can be matched to the correct parties. If an AI platform streams or offers downloads of a musical work under circumstances covered by the blanket license, this established royalty pipe may apply to that exploitation. It does not decide what the developer owes for copying music during model training.

Usage reports and the 45-day deadline

Blanket-license digital music providers must report usage and pay the MLC monthly. The statute generally places the report and payment deadline 45 calendar days after the end of the monthly reporting period. Accurate identifiers, work ownership data and usage records are essential: a service that cannot identify what was delivered and how often it was used creates delays and unmatched royalties even when a license exists.

Sound recordings, performers and the people behind a track

Sound-recording rights are distinct from composition rights

A composition is the underlying music and lyrics; a sound recording is a particular recorded performance. A license for one does not automatically grant the other. AI products that ingest or generate in the style of a specific recording may therefore need separate permissions and payment terms.

Producers, mixers and engineers

The Allocation for Music Producers Act (AMP Act) provides a route for eligible producers, mixers and sound engineers to receive certain statutory sound-recording royalties through SoundExchange when the statutory and contractual conditions are met. In practice, an authorized artist payee commonly gives SoundExchange a letter of direction identifying the person who should receive the applicable share. This mechanism matters because the featured artist is not always the only contributor with a contractual or statutory payment claim.

Voice replicas and likeness: consent must be specific

A synthetic vocal that sounds like a living performer can raise rights that are separate from copyright in a song. The SAG-AFTRA 2024 Sound Recordings Code requires consent for covered digital voice-replica uses in a writing separate from the artist’s royalty agreement or performer contract. The writing must provide reasonably specific details about the intended use.

The code also states that use of a digital voice replica in a released recording is compensated under the artist agreement and includes a minimum-compensation rule for covered non-royalty session singers. The practical lesson is to check the exact consent language, recording, territory, term, media and compensation method rather than relying on a general AI clause.

What recent licensing announcements actually establish

Universal Music Group and Udio

On October 29, 2025, Universal Music Group and Udio announced that they had settled litigation and entered licensing agreements for recorded music and publishing. The announcement said the arrangements would provide further revenue opportunities for UMG artists and songwriters. It did not publish a universal per-training-use or per-stream rate for every artist.

Warner Music Group and Udio

On November 19, 2025, Warner Music Group and Udio announced a framework for a licensed AI music creation service. The announcement described safeguards, usage guardrails and new revenue streams for artists and songwriters. It established a direction for licensed development, not a public rate card or an individual artist formula.

Warner Music Group and Suno

On November 25, 2025, Warner Music Group and Suno announced a partnership built around licensed models, artist protections and opt-in use of names, images, likenesses, voices and compositions. The parties described compensation principles for participating creators, but the cited announcement did not disclose individual payment amounts or a standard percentage.

How to evaluate an AI music service’s royalty claims

Before uploading a catalog, licensing a model or distributing generated tracks, examine the following points in writing.

1. Authorization and scope

  • Are training inputs licensed, and does the license identify compositions, sound recordings, or both?
  • Does the permission cover copying for training, fine-tuning, evaluation and product demonstrations?
  • Which territories, languages, media and business uses are included?

2. Artist control

  • Are name, image, likeness, voice and repertoire uses opt-in, opt-out or silent?
  • Can a creator withdraw consent, and what happens to already-trained models and released outputs?
  • Does the agreement identify the exact voice-replica or likeness use rather than granting an unlimited AI right?

3. Payment basis

  • Is compensation a fixed license fee, a settlement, a revenue share, a royalty pool, or a combination?
  • What revenue is counted, what deductions are allowed, and when are statements and payments delivered?
  • Are non-featured contributors covered through direct contracts, a letter of direction or another mechanism?

4. Attribution, reporting and audit

  • Will the service identify the works, recordings, artists and contributors used in training or output generation?
  • Can usage data be matched to registrations at the MLC, SoundExchange or another authorized payee?
  • Do rightsholders have inspection or audit rights if reported usage appears incomplete?

5. Output rights

  • May a user download, stream, synchronize, advertise with or commercially release a generated track?
  • Which rights are cleared by the service, and which permissions remain the user’s responsibility?
  • Does the service restrict prompts or outputs that imitate a named performer or identifiable recording?

How money can flow in common scenarios

An AI company trains on a licensed catalog

The developer pays the contracting label, publisher or other rightsholder under a negotiated license. The contract may allocate part of that money to artists and writers, but the artist’s actual share depends on the artist’s existing agreement. A separate opt-in may be needed for a person’s voice, likeness or name.

A platform releases an AI-generated song

The platform must determine whether the composition and recording rights needed for distribution are cleared. If the use falls within the Title I blanket-license system, monthly usage and mechanical payments generally flow through the MLC on the statutory schedule. Performer, producer, voice and likeness obligations can remain separate.

A user imitates a recognizable singer

Even if the underlying model was licensed, the output may implicate voice, likeness, publicity, contract or unfair-competition rights. The service’s terms should state whether such generation is prohibited, requires opt-in consent, or is covered by a specific artist agreement. A generic statement that “AI music is licensed” is not enough to answer this question.

What artists and songwriters should check before signing

  1. List every right. Separate compositions, master recordings, name, image, likeness, voice, performances and metadata.
  2. Define the permitted model activity. State whether the license covers training, fine-tuning, evaluation, demos and future model versions.
  3. Set the commercial boundary. Specify territories, term, platforms, advertising, synchronization and sublicensing.
  4. Choose the payment model. Identify fixed fees, advances, revenue shares, pools, deductions, statements and payment dates.
  5. Require meaningful reporting. Ask for work-level identifiers, usage categories and audit or dispute procedures.
  6. Address withdrawal and deletion. Explain whether opting out stops new training only or also affects existing models and outputs.
  7. Protect contributors. Confirm how producers, mixers, engineers, session singers and co-writers receive their contractual or statutory shares.

Why a single “AI royalty rate” does not exist

Payments vary because the rights bundle varies. A publisher may license compositions while a label licenses recordings; an artist may separately approve a voice replica; a platform may pay a fixed amount for training and share later product revenue; and a distributor may owe mechanical royalties based on actual streams or downloads. Different territories also apply different copyright, publicity and collective-management rules.

The most defensible answer to “how much do artists get?” is therefore conditional: the amount is whatever the applicable license, artist agreement, collective-management rules and output contract require. Public announcements from 2025 show a move toward licensed models and opt-in identity controls, but they do not establish a standard percentage for all AI music.
