How AI Data Centers Manage Power, Cooling, and Water Use

AI data centers manage three inseparable constraints: electricity for accelerator-heavy computing, cooling to remove the heat that electricity creates, and enough water—or a design that avoids consuming it. Operators balance those constraints through grid connections, renewable contracts, onsite generation, batteries, flexible workloads, economizers, chillers, direct-to-chip liquid loops and careful accounting with PUE and WUE.

The right design depends on rack density, climate, grid reliability, local water availability, workload timing and the boundary used for measurement. A facility can lower onsite water use while increasing electricity use, or buy renewable energy while still relying on a fossil-heavy regional grid during some hours.

Why AI facilities create a coupled power, heat and water problem

An AI data center is a high-density computing facility built around accelerators such as GPUs or specialized AI chips. Those devices draw substantial electricity, and almost all of that electrical energy ultimately becomes heat. The facility must therefore deliver power continuously, move heat away from the chips and reject that heat to the outdoor environment.

These choices interact. More efficient cooling lowers the electricity needed by fans, pumps and chillers, improving power usage effectiveness (PUE). Evaporative cooling can reject heat with relatively low electrical overhead but consumes water. Mechanical or dry cooling can sharply reduce onsite water use, yet may require more electricity, especially in a hot climate. A useful assessment always considers power, heat and water together rather than ranking one metric in isolation.

How much electricity AI data centers use

The International Energy Agency (IEA) estimated that data centers worldwide consumed about 460 TWh in 2024. In its Base Case, global data-center electricity demand rises to more than 1,000 TWh in 2030 and about 1,300 TWh in 2035. Those totals cover all data-center workloads, not AI alone; AI is a major growth driver because accelerator servers run at high power and are being deployed in larger clusters.

U.S. Department of Energy and Lawrence Berkeley National Laboratory analysis shows the speed of the U.S. increase:

Measure Value Scope and date
U.S. data-center electricity use 58 TWh 2014, DOE/LBNL 2024 report
U.S. data-center electricity use 176 TWh 2023, DOE/LBNL 2024 report
Share of total U.S. electricity 4.4% 2023, DOE/LBNL 2024 report
Projected U.S. data-center electricity 325–580 TWh 2028 projection, DOE/LBNL 2024 report
Projected share of U.S. electricity 6.7–12% 2028 projection, DOE/LBNL 2024 report

The range for 2028 reflects uncertainty in construction, utilization, chip efficiency and other assumptions. It is not a forecast of AI-only consumption.

How operators secure and manage power

Grid interconnection and electrical reliability

Large campuses arrange high-capacity grid interconnections, substations, transformers and redundant distribution paths before filling racks with accelerators. Critical systems generally include uninterruptible power equipment and backup generation so a short grid disturbance does not interrupt training jobs or inference services. The exact redundancy level is a site decision tied to uptime requirements, cost and local utility rules.

Renewable contracts and hourly matching

Operators buy renewable electricity through power-purchase agreements, utility programs or other contracts. These arrangements can add wind or solar generation to the system, but a contract does not mean every hour of a facility’s consumption is physically supplied by renewable electrons. When output is low, the facility still draws from the regional grid unless it has sufficient storage or dedicated generation.

The IEA expects renewables to meet nearly half of additional global data-center electricity demand through 2030 in its Base Case. Natural gas and coal together meet more than 40% of that additional demand in the same period, showing why the near-term grid mix remains important even as clean generation expands. The IEA’s Base Case also anticipates a larger role for nuclear power later in the period.

Onsite generation, storage and flexible demand

Data centers can combine utility power with onsite generation, batteries and microgrids. Generators provide backup and, where regulations allow, can support the site during constrained grid conditions. Batteries bridge outages, reduce short peaks and can charge when electricity is cleaner or less expensive. Workloads such as batch training may be scheduled around grid conditions, while latency-sensitive inference usually has less flexibility.

The U.S. Department of Energy identifies onsite generation and storage as ways data centers can become a grid asset rather than only a source of new demand. This requires controls that preserve reliability while exposing only genuinely flexible load to demand-response programs.

Why electricity planning cannot be separated from cooling

Every fan, pump, chiller and cooling-tower component adds facility energy outside the servers. If IT equipment uses 100 units of energy and the rest of the facility uses 20, total facility energy is 120 units. Reducing that overhead lowers operating cost and the amount of generation and transmission capacity the site needs. Conversely, a water-saving retrofit that adds mechanical refrigeration can raise electrical demand and may require a larger interconnection.

How AI data centers remove heat

The cooling chain has three stages: capture heat at the chip or rack, transport it through air or liquid, and reject it outdoors through heat exchangers, chillers, dry coolers or evaporation. LBNL’s 2024 U.S. analysis models nine cooling-system families, including direct-expansion systems, air-cooled chillers, water-cooled chillers, airside and waterside economizers, dry or adiabatic cooling and liquid-cooling options.

Air cooling and air-cooled chillers

Fans move room air across server heat sinks and out to a cooling plant. Air-cooled chillers reject heat through outdoor coils rather than cooling towers, which makes them useful when minimizing onsite water consumption is a priority. Their electrical performance depends on outdoor temperature, equipment efficiency and how much fan power is required at the rack density in question.

Water-cooled chillers and evaporative heat rejection

Water-cooled chillers can deliver high efficiency and substantial capacity for large cooling loads. A cooling tower rejects heat by evaporating a portion of its water, so tower systems need makeup water and treatment to control scaling and biological growth. They may achieve lower electrical overhead than an equivalent dry system, but their water demand and local water conditions must be acceptable.

Economizers

An airside economizer uses suitable outdoor air directly, while a waterside economizer uses favorable outdoor conditions to provide cooling through a heat exchanger or chilled-water loop with less compressor operation. Economizers work best when climate, humidity and air quality allow them to operate safely. They reduce compressor energy during favorable periods but do not eliminate the need for a full cooling system during hot or humid weather.

Adiabatic and dry cooling

Dry coolers reject heat without continuous evaporation. Adiabatic systems add water during the hottest conditions to improve heat rejection, trading lower peak electricity use for periodic water consumption. Climate, water pricing and drought restrictions determine whether that trade is worthwhile.

Direct-to-chip liquid cooling

AI accelerator racks concentrate heat close to the chip, making liquid a more effective transport medium than room air at high rack densities. In a direct-to-chip design, cold plates sit on processors and a liquid loop carries heat to a facility heat exchanger. The room can still use air for remaining components, but the dominant chip heat is handled at its source.

Liquid cooling should be evaluated for heat-removal capacity at the target rack density, pump and heat-exchanger electricity, water consumption, climate fit, reliability, maintenance access and retrofit complexity. It is not automatically the best answer for every existing hall: plumbing, leak detection, service procedures and compatible server hardware all matter.

Cooling choices at a glance

Cooling family Where it helps Main trade-off
Air-cooled chillers Sites prioritizing lower onsite water consumption Can require more electricity than water-cooled alternatives
Water-cooled chillers Large cooling loads needing high efficiency and capacity Requires water treatment and makeup water when evaporation is used
Airside or waterside economizers Cool or moderate conditions where outdoor heat rejection is favorable Performance depends on climate, humidity and air quality
Dry cooling Water-constrained sites seeking non-evaporative heat rejection Hot conditions can increase electrical demand
Adiabatic cooling Peak-temperature periods when added evaporative capacity is useful Consumes water during adiabatic operation
Direct-to-chip liquid cooling High-density AI accelerator racks Requires liquid distribution, compatible hardware and new maintenance practices

How closed-loop liquid cooling reduces water consumption

A closed loop circulates the same treated liquid between chip cold plates and heat exchangers. Because the coolant is not continually evaporated, the loop can remove chip heat without the cooling-tower makeup water used by an evaporative system. The facility still needs a way to reject heat outdoors, and ancillary systems may use water, but the chip-cooling loop itself is recirculating.

Microsoft said its next-generation data-center design, launched beginning in August 2024, uses chip-level cooling with water circulating in a closed loop and avoids more than 125 million liters of cooling water per facility per year. The company also cautions that replacing evaporative cooling with mechanical cooling can increase PUE. It intends to mitigate that effect with warmer operating temperatures and efficient economizer chillers. The water figure is a company-reported design estimate, not a universal result for every data center.

What PUE and WUE mean

Power Usage Effectiveness (PUE)

PUE = total facility energy ÷ IT-equipment energy

A PUE of 1.20 means that for every unit of energy delivered to servers, the facility uses an additional 0.20 units for cooling, power conversion, lighting and other infrastructure. Values closer to 1 indicate less overhead. PUE does not reveal the site’s absolute electricity demand: a very large facility can have an excellent PUE and still consume more power than a smaller one.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Water Usage Effectiveness (WUE)

WUE = annual liters of water used for cooling and humidification ÷ annual IT kWh

WUE expresses water intensity relative to IT energy. It is useful for comparing a site’s operation over time, but only when the accounting boundary is the same. LBNL distinguishes WUE(site), which is mainly onsite cooling water, from WUE(source), which includes water consumed in electricity generation.

Also check whether a report counts withdrawals or consumption, which reporting year it covers, the site’s climate and whether the facility operated for a full year. A low onsite WUE can coexist with higher source-water use if the electricity supply relies on water-intensive generation.

Reported Microsoft metrics

Microsoft reported a global PUE of 1.17 and WUE of 0.27 liters per kWh for its fully owned and controlled facilities operating for 12 months in fiscal year 2025, which ran from July 1, 2024 through June 30, 2025. Those figures are a defined company fleet and reporting period; they should not be treated as a universal benchmark for every AI facility.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Water sources, treatment and local constraints

Operators first determine whether the site can obtain reliable water without competing with essential community or ecological needs. Options include potable water, reclaimed municipal effluent, captured rainwater and recycled process water. Reclaimed water can reduce demand for drinking-water supplies, but it requires treatment, storage, permits and a dependable utility connection.

Water systems also need controls for corrosion, scaling and microbial growth. Blowdown from evaporative equipment carries concentrated minerals and must be managed under local discharge rules. Drought restrictions, seasonal temperatures and heat waves can limit the operation of water-intensive cooling even when annual water availability appears adequate.

What current operator reports show

Google

Google’s 2025 report covering 2024 said its data-center electricity demand increased by 27%. It reported that hourly carbon-free energy coverage rose from 64% to 66% and that its data centers used 84% less overhead energy than the industry average. Google also describes efficiency work such as model quantization and newer tensor-processing units, which reduce the computation and electricity required for some workloads. These are company-reported fleet figures and should be read with their stated definitions.

Microsoft

Microsoft describes a mixed fleet that includes air- and water-cooled systems, free-air cooling, rainwater harvesting and reclaimed or recycled water. Its newer designs target zero water evaporation for cooling, while acknowledging the possible PUE effect of moving away from evaporative heat rejection. The transition is therefore an engineering trade, not a claim that every existing facility has the same water profile.

Can AI data centers run on renewable energy?

They can contract for renewable generation and operate with high carbon-free coverage, but “100% renewable” can mean different things. Annual matching may compare yearly consumption with yearly renewable production, whereas hourly matching asks whether clean electricity covers demand in each hour. A site connected to a fossil-heavy grid may still draw fossil-generated electricity at night or during low-wind periods unless storage, firm clean generation or other balancing arrangements cover those hours.

A credible plan states the geography, accounting method, contract type, matching interval and treatment of backup generation. It also accounts for transmission constraints: renewable projects may be located far from the data center, and the local grid may remain constrained even when national renewable capacity is growing.

A practical design and operating checklist

  1. Define the workload. Separate sustained training, bursty inference and latency-sensitive services; each has different flexibility and rack-density requirements.
  2. Model the full electrical load. Include servers, networking, cooling, pumps, power conversion, storage charging and backup systems rather than sizing only for accelerator nameplate power.
  3. Set a heat-removal target. Calculate required capacity at the intended rack density and worst credible outdoor conditions.
  4. Choose a cooling architecture against local constraints. Compare air, chiller, economizer, dry, adiabatic and direct-to-chip options using PUE, WUE, climate, water availability and maintainability.
  5. Specify the water boundary. Record onsite withdrawals, onsite consumption and, where possible, source-water use associated with electricity.
  6. Plan reliability and flexibility together. Use redundant electrical paths, backup power and batteries while identifying workloads that can safely move in time or location.
  7. Verify operations after commissioning. Measure PUE and WUE over a complete operating period, document weather and utilization, and investigate drift rather than relying on design values alone.

Common comparison mistakes

  • Comparing a fully operational site with a partially occupied facility.
  • Treating PUE as a measure of total electricity consumption instead of overhead ratio.
  • Comparing WUE(site) with WUE(source), or withdrawals with consumption.
  • Assuming a renewable contract eliminates fossil electricity in every hour.
  • Using an annual water figure without checking climate, cooling technology and reporting boundary.
  • Assuming closed-loop chip cooling removes every water use associated with the campus.
  • Ignoring the electricity penalty that can accompany a move from evaporative to mechanical cooling.

The operating principle

AI data-center design is an optimization problem with no single universal winner. High-density accelerators make electrical capacity and heat rejection inseparable. Renewable procurement, storage and flexible workloads can reduce grid stress and emissions, while liquid cooling and reclaimed water can reduce local water pressure. The most meaningful claims identify the site, period, workload, climate and accounting boundary, then report both the benefit and the trade-off.
