A headquarters relocation changes where some jobs are performed, how employees handle commuting and state taxes, and how both the departing and receiving communities collect revenue. It does not necessarily remove a company’s other operations from the original state. The practical outcome depends on which roles move, where each employee lives and works, the employer’s remote-work policy, and the tax and labor rules in the states involved.
What a headquarters move actually changes
“Headquarters” usually refers to executive, administrative, finance, legal, human-resources, strategy and other corporate functions. Moving that office can shift those positions to another state while factories, stores, laboratories, call centers, data centers and regional offices remain where they are. The scale of the change therefore depends on the company’s operating footprint, not only on the new address.

California data illustrate the distinction. The Public Policy Institute of California (PPIC) reported in 2025 that 1,250 headquarters left the state between 2011 and 2021. That was 2.3% of California headquarters and represented about 83,200 headquarters jobs, or 3.6% of headquarters employment. PPIC found that non-headquarters employment generally did not decline relative to comparable firms that stayed. A headquarters departure can be significant for corporate staff without being a complete withdrawal from the origin state.

| Outcome | What it means | Main issues |
|---|---|---|
| Relocate | The employee moves to the new headquarters. | Moving costs, housing, schools, partner employment, and a new state tax residence. |
| Commute farther | The employee remains in the original home but travels to the new worksite. | Travel time, transportation cost, occasional lodging, and work-state withholding. |
| Remain remote or hybrid | The employee works from the old state under an approved arrangement. | Employer registration, payroll withholding, equipment, supervision and policy limits. |
| Leave | The employee resigns, retires or transfers to another employer. | Loss of tenure or benefits and a local labor-market transition. |
There is no reliable single attrition percentage for all headquarters moves. Distance, job type, local labor-market conditions, relocation assistance and remote-work flexibility can produce very different results.

How employees experience the move
Relocation decisions
An employee asked to move must compare the employer’s package with the actual cost of changing residence. Important items include temporary housing, moving and storage reimbursement, travel for house-hunting, lease-breaking or home-sale assistance, immigration support where relevant, and the date benefits and payroll switch to the new location. A lump-sum payment may look generous but can leave the employee responsible for taxes and for costs that exceed the allowance.
Housing affordability can change the decision even when nominal pay stays constant. Census analysis published in 2026 found that remote work increased migration, particularly away from states with income taxes, and modestly increased housing and property-tax expenditures. That finding does not predict what any particular employee will do, but it shows why location, taxes and housing costs must be evaluated together.
Longer commutes and hybrid work
Some employers keep employees in place and require periodic travel instead of a permanent move. Ask whether the new headquarters is the official worksite, how many in-office days are expected, and whether travel time is treated as work time under the employer’s policy. A hybrid arrangement can preserve an employee’s residence while still creating payroll and employer-registration obligations in the home state.

Questions to ask human resources
- Which worksite will appear in payroll and year-end wage reporting?
- Is relocation mandatory, voluntary or available only for selected roles?
- What expenses are reimbursed, and are reimbursements taxable under the company’s policy?
- Can an employee continue working from the original state, and for how long?
- How are regular trips to the new headquarters scheduled and paid?
- Which date controls the change in work location, benefits and payroll systems?
- Will the company provide state-tax guidance or access to a qualified adviser?
Will state taxes change when the company moves?
Usually, the first payroll question is where the employee physically performs services. A U.S. House of Representatives hearing record on multistate income taxation describes the starting rule this way: “The default rule of state income tax withholding that can be used as a starting point is to withhold income tax for the state in which services are performed.” That is a starting point, not a universal answer.
The four facts that determine withholding
- Work location: Record the state where services are performed on ordinary workdays, travel days and remote days.
- Residence: The employee may remain a resident of a different state, and the resident state may tax worldwide income under its own rules.
- Reciprocity: Some neighboring states agree that residents working across the border can be taxed primarily by the residence state. Eligibility, forms and covered income differ.
- Employer nexus: An office or employee activity can create a business connection that triggers employer registration, withholding, reporting or other state obligations.
Common work-and-residence patterns
| Pattern | Possible payroll result | Employee action |
|---|---|---|
| Lives and works in the headquarters state | That state’s withholding generally applies to services performed there. | Update the address and state withholding form after the move. |
| Lives in the old state, works at the new headquarters | The work state may require withholding; the residence state may also require a return, with credit or other relief depending on its rules. | Check both states’ resident and nonresident instructions. |
| Lives in the new state, works remotely from it | The new state is generally the service location. | Confirm the effective date of residency and payroll records. |
| Lives in the old state, works remotely there for the relocated employer | The old state may remain the service location, while the employer may need registration there. | Obtain written approval and verify employer withholding. |
| Travels among states | Multiple jurisdictions may claim withholding after their day-count or sourcing thresholds are met. | Keep a contemporaneous workday and travel log. |
Employees should not assume that a company’s new mailing address automatically changes their personal tax result. Residence definitions, workday sourcing, reciprocity agreements, local income taxes and credits for taxes paid elsewhere vary by jurisdiction. A cross-state move can require a resident return, one or more nonresident returns, or estimated payments. The states involved and the actual work pattern determine the answer.
Payroll transition checklist for the employer
- Map every employee’s residence, regular worksite, remote arrangement, travel days and planned move date.
- Identify state and local withholding, unemployment-insurance and employer-registration accounts that must open, close or change.
- Configure payroll so wages are sourced to the location where services are performed, with documented exceptions for applicable reciprocity rules.
- Give employees clear instructions for new withholding certificates, address changes and expected resident or nonresident filings.
- Reconcile wages and taxes before issuing year-end forms; correct any work-state coding errors promptly.
- Retain work-location records and a written policy for remote work and business travel.
Because local rules change and penalties can apply to both employer and employee, the final setup should be checked against the specific states and municipalities involved rather than copied from another relocation.

What happens to local services when a headquarters leaves?
Demand around the departing office
Headquarters employees support nearby restaurants, cafes, retail stores, parking facilities, transit routes, cleaning companies, security providers, hotels and other business services. Fewer daily workers can reduce lunchtime and after-work spending even if the building is later occupied by another tenant.

The U.S. Bureau of Labor Statistics reported especially negative local employment effects in accommodation and food services when office foot traffic fell. The mechanism is straightforward: fewer workers and visitors mean fewer transactions, which can lead businesses to reduce hours, staff or locations.
Municipal revenue channels
Pew’s 2026 analysis identifies property, sales and income taxes as major city revenue streams affected by office values and office-worker spending. A headquarters departure can therefore affect:

- Property tax: A vacant or lower-value office may produce less assessed value or require concessions that weaken future collections.
- Sales tax: Restaurants and retailers may lose spending from employees and visitors.
- Income tax: Cities that levy local income taxes can be affected when high-paying jobs move or when residents follow them.
- Service costs: Transit, parking, street maintenance and public-safety demand may change rather than disappear.
The result is not a one-for-one loss of every municipal service. A city may reduce peak-hour transit demand while still paying to maintain roads and utilities, or it may replace lost office activity with housing, education, health care or a new commercial tenant. The fiscal effect depends on vacancy duration, the building’s assessed value, local tax rules and whether replacement activity arrives.

The receiving region can gain direct headquarters jobs, supplier and professional-service work, worker spending and additional tax base. It may also face higher housing demand, congestion, infrastructure costs and pressure on schools or transit.
Texas Comptroller reporting provides a jurisdiction-specific example. For 314 headquarters relocations announced from 2015 through 2024, Texas reported 7,360 announced jobs, estimated 1.6 indirect jobs per relocation job, $2.3 billion in added GDP and $1.6 billion in added disposable personal income. These are estimates for that Texas relocation cohort, not a universal multiplier. They should not be applied automatically to a different state, industry or size of move.

Who gains and loses jobs?
| Group | Potential gain | Potential loss or risk |
|---|---|---|
| Employees who move | Access to transferred roles and possible promotion opportunities. | Moving costs, disrupted households and higher housing or commuting costs. |
| Employees who stay in the origin state | Continued work if operating units remain; opportunities created by replacement tenants. | Fewer headquarters positions and weaker office-centered demand. |
| Destination workers | New direct jobs and supplier, construction, hospitality and professional-service demand. | Competition for housing, transportation capacity and public services. |
| Origin businesses | Potential redevelopment or new employers over time. | Immediate declines in office-worker spending and related employment. |
| Destination businesses | More customers, contracts and commercial activity. | Higher rents, labor costs and congestion. |
Do companies move headquarters to lower-tax states?
Taxes and regulation are recurring differences between states, and PPIC found that headquarters tended to move toward states with lower taxes and less regulation. However, PPIC explicitly cautioned that this pattern does not establish that a particular tax cut or regulatory change caused any specific move. A board may be responding to several factors at once, including executive recruitment, industry clusters, airport access, customer proximity, labor supply, housing costs and a prior presence in the destination.
Tax comparisons should therefore include corporate, individual, property, sales and compliance costs, not just a headline corporate rate. A lower rate can be offset by higher wages, real-estate costs, insurance, infrastructure expenses or the cost of replacing employees who will not move.
How to compare potential headquarters locations
Washington’s Joint Legislative Audit and Review Committee and PPIC identify a broad set of location factors. Use a written scorecard so a tax advantage does not obscure workforce or operating risks.

A practical decision sequence
- Define which functions truly need to be at headquarters and which can remain distributed.
- Model employee scenarios—relocation, commuting, remote work and attrition—by role and location.
- Calculate fully loaded costs over several years, including payroll taxes, real estate, incentives, travel, recruiting and severance.
- Test tax and regulatory assumptions with the agencies and professional advisers in every affected jurisdiction.
- Estimate origin-city and destination-city effects on office occupancy, worker spending, housing, transit and public revenue.
- Set measurable transition gates for hiring, retention, payroll accuracy, service continuity and office occupancy.
How to reduce disruption during the move
Announce the decision with a firm timeline but allow enough time for employees to make housing and tax decisions. Publish a role-by-role worksite designation, a relocation policy, commuting expectations and a contact for payroll questions. Provide individual tax documents early rather than promising that one company-wide answer will fit every employee.
Run payroll in parallel during the first pay cycles after the effective date, reconcile state wages and withholding, and give employees a process for correcting address or work-location errors. Maintain critical operations in the origin location until systems, records, vendors and customer contacts are demonstrably functioning at the destination. Monitor downtown vacancy, transit use, local business conditions and employee retention separately; combining them into one “success” measure can hide serious problems.
Bottom line
A headquarters relocation is simultaneously a workforce decision, a multistate payroll project and a local economic event. Employees may move, commute, work remotely or leave; their tax obligations follow actual residence and work locations rather than the company’s new address alone. The origin city can lose office-centered spending and some tax base without losing every company job, while the destination can gain direct and indirect activity alongside higher demand for housing and services. The safest plans model those effects separately, document each employee’s location, and treat lower taxes as one factor—not proof that relocation will deliver a better outcome.
