Hourly Billing Isn’t Dead—If You Can Explain the Hours

Hourly billing still fits some consulting work, especially when scope is uncertain. Clear terms and task-linked time records make charges easier to explain, but do not guarantee acceptance.

Hourly billing still works for consulting when the scope can change and the time spent is relevant to the work being bought. The key is not surveillance or a pile of raw timestamps: it is an agreed billing method and a clear record that lets the client see what each charge covered. Records can make hours easier to explain, but they cannot guarantee a client will accept an invoice or prove the quality of the work.

Is hourly billing still common?

It remains a real option, though its use varies by service and engagement. In IEEE-USA’s summary of its 2024 consultants fee survey, three-quarters of surveyed consultants billed hourly. That finding describes those respondents, not all consultants or service industries. IEEE-USA’s survey summary

Professional-services benchmarks also show why hours remain a useful operating measure without implying that every hour should be billed. Service Performance Insight’s 2025 Professional Services Maturity Benchmark, based on 403 organizations, reports 1,385 annual billable hours in 2024, down from 1,413 in 2023. The benchmark distinguishes billable from several non-billable categories and separates on-site from off-site work. These are aggregate figures, not an individual consultant’s recommended target. When does hourly pricing fit?

Hourly billing is easier to defend when uncertainty is part of the engagement: the client needs investigation, advice, or work whose extent cannot be known precisely in advance. It can also suit clients who want to direct priorities as needs emerge. The trade-off is that the final cost depends on time, so the client needs enough information to understand how that time was used.

  • Scope: Is the work likely to change as new questions or problems emerge?
  • Value of time: Is time spent a meaningful proxy for what the client is purchasing, or are they primarily buying a defined outcome?
  • Records and approvals: Can you keep task-level entries and get approval at an agreed cadence?
  • Budget preference: Does the client prefer cost visibility tied to hours, or a more predictable amount for a defined scope?
  • Repeatability: Is the engagement ongoing and consistent enough to price as a recurring fee?

These are practical decision questions, not a universal pricing formula. For example, exploratory consulting may be hard to price as a fixed deliverable before the problem is understood, while a recurring, repeatable service may be easier to scope and price in advance.

What are the alternatives to hourly billing?

Fixed fees charge an agreed amount for defined work, which can give a client greater cost predictability. They also require a clear agreement about deliverables, assumptions, and what happens when the scope changes. A recurring fixed fee can suit repeatable ongoing work; a fixed project fee can suit a bounded deliverable.

Service context matters. In CPA.com’s release on its 2024 Client Advisory Services benchmark survey, 10% of participating practices said they continued to use hourly billing as their primary pricing method. The survey collected calendar-year 2023 data from 206 self-selected practices and described a shift toward recurring fixed-fee strategies. That finding applies to the surveyed client advisory services practices, not consulting as a whole. CPA.com’s survey release

Hourly and fixed-fee pricing each allocate uncertainty differently. Under hourly billing, the client pays for the time used, subject to the agreed terms; under a fixed fee, the provider takes on more risk if delivery takes longer than expected, while the client needs to manage requests beyond the agreed scope. Neither model is automatically fairer or more successful. The right choice depends on the work, the client’s budget needs, and how clearly both sides can define and manage the engagement.

How to make billable hours easier to explain

Agree on the billing rules before work starts, then keep entries close to the time of the work. A simple time-tracking tool, spreadsheet, or dated work log can be enough if it captures the agreed details consistently. Software may help organize entries and prepare reports, but the recordkeeping method itself does not establish that the work was valuable or legally sufficient.

  1. Set the terms in writing. Confirm scope, rates, billing increments and rounding, approval cadence, and how meetings, administration, and other potentially billable activities will be handled.
  2. Choose a useful entry format. Agree what supporting descriptions the client expects, such as a project or task name and a concise explanation of the work.
  3. Record work contemporaneously. For each entry, note the date, project or task, time spent, and outcome or work completed. Use descriptions a client can understand rather than internal shorthand.
  4. Review entries before invoicing. Check that dates, durations, descriptions, and totals are consistent with the agreement. Resolve unclear or disputed items while the work is still fresh.
  5. Send a readable invoice summary. Group related tasks where appropriate, show how charges were calculated, and provide the agreed supporting detail. A concise summary helps a client follow the bill without making them reconstruct the engagement from raw logs.

The aim is legibility, not constant monitoring. Screenshots, keystroke tracking, and other surveillance are not inherently required and do not independently prove value. Keep only the level of detail that serves the agreement and the client’s reasonable need to understand the charge.

What a time log can—and cannot—show

A dated, task-linked record can help explain what time was charged and support review against the agreed scope. It is not, by itself, proof that a task was necessary, that the work was good, or that the client approved a charge. Those questions depend on the engagement terms, the work product, communications, and any approval process the parties agreed to. The available benchmark and survey evidence describes billing patterns; it does not establish a logging method that guarantees acceptance or sets a legal standard.

For a manual process, a paper billable-hours log or dated work notebook can serve as a recordkeeping aid, provided entries are clear and retained. For digital records, compare time-tracking or professional-services automation tools on project and task coding, dated entries, approval history, reporting, and invoice export. Choose the simplest workflow that fits the engagement and produces records the client can readily review.
