HF Sinclair’s INNOVATE brand has announced DTC25, a premixed propylene-glycol heat-transfer fluid for direct-to-chip cooling in data centers. Data Center Dynamics reported the launch on October 6, 2026, describing the fluid’s formulation and features and saying it was designed around OCP PG25 compatibility guidance. Those specifications and performance claims are reported product information, not independent test results.
What DTC25 is—and how direct-to-chip cooling works
DTC25 is a liquid circulated through cooling components that draw heat from processors and other chips. That makes it a direct-to-chip (DTC) product, rather than an immersion fluid: in single-phase immersion cooling, computing equipment is submerged in a dielectric liquid.

Data Center Dynamics describes DTC25 as a ready-to-use blend of propylene glycol and high-purity deionized water. Because it is premixed, HF Sinclair says it removes the need for on-site mixing and provides consistent fluid composition, simplifying commissioning and ongoing fluid management. The report does not quantify any resulting time or cost savings.

What the OCP PG25 language means
Data Center Dynamics says DTC25 was developed in alignment with the Open Compute Project (OCP) Base Specification for PG25 heat-transfer fluids and was designed to meet OCP PG25 materials-compatibility guidelines. This is alignment and design language—not evidence in the cited material of OCP certification, independent approval, or qualification for a particular cooling system.

For a data-center operator, compatibility should be evaluated against the specific loop design, materials, and system-vendor requirements. The launch report does not publish comparative compatibility results or establish that DTC25 is approved for any named system.

How DTC25 fits INNOVATE’s cooling portfolio
HF Sinclair previously introduced INNOVATE fluids for single-phase immersion cooling. Its official portfolio release describes three dielectric thermal-management fluids made with proprietary Highly Refined Alkanes technology. That immersion portfolio is distinct from DTC25: the earlier products’ chemistry and qualifications should not be attributed to the direct-to-chip fluid.

HF Sinclair has also announced relationships around its immersion products: an ElectroSafe fluid-partner relationship involving Green Revolution Cooling, an exclusive agreement for ICONIC Base Oil Solutions to distribute INNOVATE immersion fluids in Brazil, and selection of INNOVATE GARDA as the preferred fluid in iXora’s HRM immersion systems after testing and in-system validation. Those announcements concern the immersion line; they do not establish DTC25 distribution, system approval, or testing.

Shell offers a relevant category example: on June 2, 2025, it announced DLC Fluid S3, a propylene-glycol-based direct-liquid-cooling product, and claimed alignment with the OCP PG25 specification. That provides context for the type of product DTC25 is, but the available information does not establish equivalent formulations, approvals, or performance between the two fluids.

The launch report does not provide comparable operating ranges, test results, service-life data, system qualifications, pricing, or availability for DTC25. It therefore does not support ranking DTC25 against other direct-to-chip fluids or drawing conclusions about its performance in a particular data center.

The announcement adds a direct-to-chip product to INNOVATE’s previously described immersion portfolio. The available details establish what HF Sinclair says DTC25 is designed to offer; they do not establish independent validation, field performance, or approval for a specific cooling loop.
