The right choice depends on whether you need a virtual server or a physical machine, and on the exact CPU allocation, memory, storage, traffic, location, IP costs and support terms in your configuration. The examples below are provider-listed figures, not matched configurations or independent benchmarks; prices are a snapshot as of October 2026 and should be confirmed at checkout.
Cloud VPS: compare the plan type and the resources you need
Both providers offer virtual servers, but their published entry examples differ. Hetzner distinguishes cloud instances with shared resources from those with dedicated resources, while Delta.bg groups VPS plans into Basic, CPU Optimized and Memory Optimized. Choose the category that suits the workload before comparing monthly prices: a small website, a CPU-heavy task and a memory-intensive database do not need the same configuration.

These figures are not like-for-like: the Hetzner examples are two different plan families, and the listed Delta.bg Basic plan is not a matched configuration. Hetzner’s price table gives EU prices excluding VAT; Delta.bg’s displayed currency and VAT treatment can vary with selection. Compare the final billed amount, not just the headline price.

Account for IPs, traffic and snapshots
- Public IP: Hetzner says public connectivity requires a Primary IP. IPv6 Primary IPs are free; IPv4 Primary IPs cost €0.50/month excluding VAT. Hetzner Cloud Servers overview
- Traffic: Hetzner documents at least 20 TB of included traffic for EU cloud servers. Delta.bg lists 2 TB with the cited Basic plan. Check each provider’s current overage terms; do not assume a plan’s allowance or excess charges from another configuration.
- Snapshots and controls: Delta.bg describes its VPS offering as OpenStack-backed, with full root access and a snapshot available free for 48 hours. Hetzner’s overview describes virtual machines running on physical servers and supports scaling; confirm the controls and backup options attached to the specific plan.
Match allocation, location and workload
For a useful VPS comparison, record the vCPU count and whether CPU resources are shared or dedicated, RAM, storage type and capacity, traffic, IPv4 cost, snapshot or backup terms, location, currency and VAT. Hetzner’s cloud locations include Europe, the USA and Singapore; dedicated root servers are not offered in its non-European cloud locations. Delta.bg’s cloud page identifies Basic, CPU Optimized and Memory Optimized categories. A lower entry price alone does not establish better value for a workload that needs more CPU, memory, disk or traffic.

Hetzner notes that resources which still exist are billed even when powered off; deleting them is necessary to stop billing. Check the current billing and deletion behavior before leaving a server unused. Hetzner cloud locations
Dedicated servers: compare physical specifications and service terms
A dedicated server is a physical machine rented for your project, unlike a cloud VPS, which is a virtual machine on physical infrastructure. Delta.bg describes its dedicated servers as providing isolated resources, root access and remote console access. Hetzner’s EX131 is one specific root-server example. Their published configurations are not equivalent, so use them to identify the dimensions to compare, not to declare a general winner.

That capacity is a provider statement about its network infrastructure, not a per-server port speed or throughput test. |
| Location | Falkenstein, Germany, and Helsinki, Finland (FSN1/HEL1). | Sofia is listed; Frankfurt is marked as forthcoming. Verify availability before ordering. |
| Access and support details | Root access, rescue and installation options, DDoS protection, firewall, remote reset and support features are listed on the product page. | Full root and remote console access are listed. Delta.bg describes the servers as unmanaged: customers control the server, while its administrators handle hardware and infrastructure security. |
| Price and setup | Not stated in the cited EX131 specifications. | Current price, setup charge and commitment depend on the selected configuration; confirm the listing and checkout terms. |
Traffic terms are not automatically interchangeable. Hetzner’s traffic documentation says standard root servers use a dedicated 1 Gbit/s uplink with unlimited traffic, while 10 Gbit/s uplink servers include 20 TB and charge for overage. Check the applicable current charge and the specific server’s uplink. Delta.bg’s unlimited-traffic statement is a vendor claim, not an independently measured comparison. Hetzner traffic documentation

How to decide between a VPS and a dedicated server
Choose a cloud VPS when flexibility matters
A VPS is a virtual machine on physical infrastructure. Hetzner says its cloud servers can be scaled, and Delta.bg describes cloud virtual servers as allowing resources to be upgraded quickly. This model can suit deployments where you want a virtual environment and expect resource changes to be more straightforward than replacing or modifying physical hardware.
Choose dedicated hardware when you need a physical machine
A dedicated server gives you a rented physical machine and isolated resources. It can be the better fit when your requirements call for a particular CPU, memory capacity, drive arrangement or server-level control. Delta.bg notes that a physical resource upgrade can take longer than a cloud upgrade because hardware has to be added; check each provider’s upgrade and replacement process before committing.

A practical comparison checklist
- Decide the deployment model. Compare cloud VPS against cloud VPS, or dedicated server against dedicated server—not one against the other.
- Specify the workload. Set minimum CPU performance and allocation, RAM, storage type and capacity, and traffic needs. For VPS, distinguish shared from dedicated CPU resources and match Basic, CPU Optimized or Memory Optimized plans to the workload.
- Choose the location. Compare the actual available data center, not a planned location. Hetzner’s cited EX131 is in Germany or Finland; Delta.bg lists Sofia and marks Frankfurt as forthcoming.
- Calculate the full recurring bill. Include VAT, currency, IPv4, traffic overage and any licensing or setup fee. Hetzner’s cited cloud monthly prices exclude VAT; Delta.bg’s displayed price may vary with selection.
- Check operational terms. Confirm snapshots or backups, remote console or reset access, rescue options, DDoS protection, support responsibilities, provisioning time, stock and hardware upgrade process.
- Verify checkout details. Prices and availability change. Confirm the exact configuration, traffic terms and total before ordering; for Hetzner cloud resources, remember that powering off a resource does not stop billing while it still exists.
