It can reduce the bandwidth a stream needs, but it does not guarantee a fixed data saving, set your internet speed, or ensure a particular resolution. The result depends on the video, encoder settings, device support and streaming service.
What H.265 (HEVC) means
H.265 and HEVC are two names for the same video-coding standard: ITU-T Recommendation H.265, aligned with ISO/IEC 23008-2. The standard was developed in response to demand for higher compression in applications including internet streaming, communication, videoconferencing, digital storage and television broadcasting. The ITU-T database lists H.265 V11 (01/2026) as in force.

In practical terms, a codec is the method used to encode and decode video. H.265 describes how video can be represented more compactly; it is not a network connection, a streaming subscription or a playback resolution. A service can encode video using a codec and then deliver different versions for different devices and connection conditions.

How HEVC can affect quality and bandwidth
Comparable quality at a lower bitrate
Bitrate is the amount of encoded video data delivered per second. An encoder can use HEVC to target a similar visual result with fewer bits than a less efficient encoding would need. If the stream’s bitrate is lower, it generally needs less network capacity and uses less data over the same viewing period, all else being equal.

Higher quality at the same bitrate
Alternatively, an encoder can spend roughly the same bitrate on a more detailed or cleaner picture. Compression efficiency is a choice about how to use a bitrate budget, not a promise that every HEVC stream will look better and consume less data simultaneously.
Why there is no universal savings percentage
The outcome depends on the source content, encoder, settings and the quality target. A scene with fast movement, fine detail or visual noise can behave differently from a static or simple scene. There is no single percentage saving that can safely be applied to every H.264-to-H.265 comparison. A meaningful comparison would match resolution and perceived visual quality, and account for content type, encoder settings, bitrate, device decoding and service playback choices.

Netflix reported in a 2021 Open Connect briefing paper that its hours streamed per GB increased by more than 200% over five years based on its latest encoding profile. The paper also compared 11 hours per 4 GB in an earlier comparison with 25 hours per 4 GB in a later one. These are Netflix-reported portfolio-level comparisons across encoding profiles—not an isolated test proving that HEVC alone caused the gains.
Codec, bitrate, internet speed and resolution are different
- Codec: The compression method, such as HEVC.
- Bitrate: How much encoded video data is sent per second.
- Connection speed: The capacity available between a viewer and the streaming service. It needs to be stable enough for the chosen stream, with room for other network use and fluctuations.
- Resolution: The dimensions of the video image, such as 720p or 4K. A codec does not independently choose the resolution delivered to a viewer.
More efficient encoding may let a service deliver a target picture at a lower bitrate, which can help on a constrained connection. But actual playback quality also depends on the service’s available renditions, its playback decisions and other factors. Netflix says many factors affect streaming video quality and recommends a stable connection for best results.

Netflix speed recommendations: an example, not HEVC requirements
Netflix’s Help Center, accessed in 2026, recommends the following stable connection speeds for its service. The figures are service-specific guidance, not HEVC minimums or guarantees for other platforms.

If playback buffers or quality falls, the codec alone may not be the cause. Network stability, available service renditions and playback settings can all matter. Netflix advises changing video quality settings if an ISP speed limit is causing instability or buffering.

Does every device support HEVC?
No. Standards define formats and implementation requirements; they do not make every device, app or playback path compatible with every HEVC profile or level. A device needs a suitable decoder, and implementations need to conform to the relevant specification. ITU-T H.265.1 specifies conformance testing for bitstreams and decoders.

IETF RFC 7798, published in March 2016, specifies an RTP payload format for HEVC and lists internet video streaming among its applications. That establishes a way to packetize HEVC for RTP; it does not guarantee that a particular app or device supports it.

Standards guidance is versioned. For broadcast context, ATSC’s A/341:2026-04 describes HEVC constraints for ATSC 3.0 and was approved on 14 April 2026. Those broadcast constraints should not be mistaken for a universal rule governing internet-streaming apps.
How to compare two streams fairly
A bitrate number by itself cannot tell you which stream looks better or uses compression more effectively. For a useful comparison, check:
- Whether the streams have the same resolution and comparable visual quality.
- The bitrate over the same or similarly demanding scenes, rather than unrelated clips.
- The content type and encoder settings.
- Whether the playback device supports the codec and relevant implementation.
- How the streaming service selects renditions and whether it provides quality or data-use controls.
No independent, current, apples-to-apples H.264-versus-H.265 benchmark establishes a saving percentage that applies across content and services. Netflix’s figures above are its own reported comparisons, not a general codec benchmark.
