Start with the allegation in the complete notice, not a generic document checklist. Identify the tax period, disputed invoices, legal provision, proposed tax, interest or penalty, reply route and stated deadline. Then reconcile each invoice against your books, GSTR-2B, GSTR-3B and any reversal or reclaim, and file a documented, issue-by-issue response through the applicable channel.
First establish what the notice is actually alleging
A GST input tax credit (ITC) reversal notice may concern a mismatch, a payment or receipt condition, a restriction on the credit, an earlier reversal or another issue. The reason matters: the evidence that answers one allegation may not answer another. Do not assume the notice is about GSTR-2B merely because the disputed credit does not appear there, or because a system statement labels it unavailable.

- the date and method of service, reply form or channel, and response date stated in the notice; and
- any prior correspondence, payment, reversal, hearing or order relevant to the matter.
If the detailed notice and portal summary differ, preserve both and identify the discrepancy in your working. Do not infer a missing ground, amount or deadline from a generic checklist. The applicable procedure depends on the full notice, the relevant tax period and current rules.

Why GSTR-2B may not settle an ITC dispute
GSTR-2B is a reconciliation aid, not a final decision on entitlement. GSTN advises taxpayers to reconcile it with their books, avoid claiming the same credit twice, and apply the Act and Rules to restrictions that may not be captured by the statement. Its “ITC not available” classification covers specified situations; other legal restrictions may also require self-assessment. See the GSTN GSTR-2B FAQ and GSTR-2B advisory.
Reconcile the challenged credit invoice by invoice across the purchase register, supplier and general ledgers, GSTR-2B, GSTR-3B, and any reversal, amendment or reclaim. Check whether the invoice is in the relevant statement period, whether the credit was reported in the return period you expect, and whether it was previously reversed or claimed again. A mismatch is a lead to investigate; it is not, by itself, an explanation of the legal ground in the notice.

The applicable ITC conditions depend on the allegation and the law for the tax period. For example, CBIC’s ITC rules address reversal where a recipient has taken credit but does not pay the supplier the value plus tax within the period specified in the Act. They also prescribe attribution or reversal methods for certain capital goods and for mixed business/non-business or taxable/exempt use. These examples do not establish the ground in your case: respond to the provision actually cited and verify the period-specific rule. See CBIC’s Input Tax Credit Rules.

What records to keep for the reply
Keep evidence that bears on the alleged ground, along with a readable index and a traceable link from source document to ledger entry to return. CBIC’s accounts and records rules address accounts and relevant supporting documents, source documents and audit-trail information. The precise requirements depend on the taxpayer’s status and circumstances; consult the CBIC accounts and records rules.

Build one reconciliation row for every disputed invoice
A single blanket response can conceal different facts or grounds. Use a working schedule that lets a reviewer trace each amount from the allegation to the source record and your position. Include only fields relevant to the case, but retain the following core trail:

| Working field | What to record |
|---|---|
| Invoice identity | Invoice number and date, supplier GSTIN, taxable value and tax amount. |
| Department’s case | Notice reference, alleged ground, cited provision, tax period and amount attributed to the invoice. |
| Books and return trail | Date and amount of ITC claimed, purchase-register and ledger references, GSTR-2B period and status, and GSTR-3B claim period. |
| Transaction support | Payment date and reference, receipt or service evidence, and other documents that address the specific allegation. |
| Adjustments and response | Any reversal, reclaim, amendment or payment; your position on the item; and the supporting exhibit number. |
Use the schedule to recalculate the amount proposed. Check for duplicate invoice entries, an incorrect GSTIN or period, arithmetic errors, a previous reversal or payment, and differences between the annexure and portal summary. Keep the working papers that show how you reached your figures.
How to prepare and file the response
- Read and map the notice. Separate each invoice and legal ground. Confirm the period, calculation, cited provision, service details, reply route and stated date from the complete notice and portal record.
- Reconcile and recalculate. Match each challenged amount to the invoice, books and return periods. Note any duplicate, prior adjustment, payment or mismatch in a separate working rather than silently changing the department’s figures.
- Match evidence to each allegation. Create the invoice-level schedule and numbered exhibit index. Explain which legal condition is disputed and point to the records that support your account of the transaction.
- Answer the ground directly. State the relevant facts and explain how the evidence addresses the provision cited. If some credit is accepted as ineligible or an error, distinguish that part from genuinely disputed items and assess any correction or payment with a qualified GST adviser.
- Use the applicable form and route. Under the cited text of Rule 142 of the CGST Rules, a reply to a notice whose summary is uploaded electronically in FORM GST DRC-01 is furnished in FORM GST DRC-06. The rule also describes DRC-03 for specified payments and DRC-07 as an electronic summary of specified orders. Check the current amended rules, actual notice and portal instructions before filing; the cited consolidated PDF is dated 23 April 2019. See CBIC’s CGST Rules PDF.
- Save proof and track the case. Retain the submitted reply, attachments, acknowledgement or ARN, and a portal receipt or screenshot. Keep later hearing notices, submissions, orders and payment records together, and diarize any applicable rectification or appeal dates.
Deadline and professional help
There is no single deadline that can safely be applied to every ITC reversal dispute from a generic checklist. Use the reply date and procedural directions in the complete notice, verify service and the applicable rules for the relevant period, and check current portal instructions promptly. If the notice is incomplete, the demand is substantial, the legal ground is unclear, or a response or hearing date is close, consult a qualified GST practitioner or tax adviser with the full records. Do not let a general online explanation substitute for case-specific advice.
