GST Composition Scheme vs Regular GST: Eligibility, Tax and Compliance

The GST composition scheme can simplify compliance for eligible small businesses, but lost input tax credit and customer needs can change the economics. Compare eligibility, tax, invoices and filing before choosing.

Choose the GST composition scheme only if your business qualifies and the savings in filing effort outweigh the cost of giving up input tax credit and the ability to collect GST. It can suit eligible businesses selling mainly to consumers, but it may be a poor fit for businesses with substantial GST-bearing purchases or customers that need tax invoices and input tax credit. Regular GST has more filing obligations, but eligible taxpayers can generally claim input tax credit and charge GST at the rate applicable to each supply.

This comparison concerns India’s GST system. Eligibility and the applicable turnover limit depend on the law, notifications, state and business facts in force when you opt in; a turnover figure repeated in an older guide is not enough to establish that you qualify.

How the two GST options work

The composition scheme is a simplified tax-payment option under section 10 of the CGST Act for eligible registered persons. Instead of charging GST on each taxable sale and claiming credit for GST paid on purchases, a composition taxpayer pays the prescribed levy and follows a different invoicing and filing pattern. The ordinary composition route and the separate section 10(2A) route have distinct conditions.

Under regular GST, a business accounts for output tax at the applicable rate for each supply. It may claim eligible input tax credit (ITC) on purchases when it meets the requirements of the Act and rules. Rates and credit eligibility depend on the supply and circumstances; there is no single regular-GST rate that can be compared with the composition percentage for every business.

Who can choose composition GST?

Turnover is only one part of the eligibility test. Section 10 imposes conditions and exclusions, and the answer can depend on what you supply, where you supply it, your registration circumstances and whether another restriction applies.

  • Check the relevant turnover test. The applicable limit depends on the route, state and current notifications. A GSTN welcome kit has cited ₹1.5 crore for goods, lower limits in certain states, and ₹50 lakh for services or mixed supplies; those figures may be stale and should not be treated as a current blanket rule.
  • Check your supply and activity mix. Casual taxable persons and non-resident taxable persons are among the exclusions. Certain supplies and activities, including inter-State outward supplies of goods under the ordinary route, can also make a person ineligible. Confirm the exact statutory provision against your facts rather than relying on a broad label such as “small trader.”
  • Check which composition route applies. Section 10(2A) is a separate route for some persons who cannot use the ordinary provisions. It has its own conditions and rate; it is not a general workaround for failing the ordinary eligibility test.
  • Check registrations under the same PAN. The option can apply across registrations on the same PAN in circumstances specified by the rules. Review all relevant registrations before opting in.

Before making the choice, confirm the current CGST Act, the relevant SGST or UTGST law, notifications and GST Portal instructions for your state and business. Eligibility cannot be determined from turnover alone.

Tax: compare the levy with the cost of lost ITC

The composition percentages below are the combined rates ordinarily seen on intra-State supplies, where the central and state or Union Territory components both apply. Actual treatment depends on the applicable law and the taxpayer’s circumstances. The section 10(2A) percentage is shown separately because that route has different eligibility conditions.

Composition route or business type Combined composition rate in an ordinary intra-State context What to compare under regular GST
Eligible manufacturer under section 10(1) 1% (the listed 0.5% central component and corresponding state or UT component) The rate applicable to each product, less eligible ITC where statutory conditions are met.
Eligible supplier of restaurant services under section 10(1) 5% (the listed 2.5% central component and corresponding state or UT component) The rate applicable to each service, less eligible ITC where statutory conditions are met.
Other eligible composition suppliers under section 10(1) 1% (the listed 0.5% central component and corresponding state or UT component) The rate applicable to each supply, less eligible ITC where statutory conditions are met.
Eligible taxpayer under section 10(2A) 6% (the listed 3% central component and corresponding state or UT component) The rate applicable to each supply, less eligible ITC where statutory conditions are met.

These composition rates are not the regular GST rates for the same supplies. A lower-looking percentage does not prove that composition is cheaper: a composition taxpayer cannot claim ITC on inward supplies, so GST on stock, equipment, rent or other business purchases can become a cost. Under regular GST, eligible ITC may offset output tax, subject to the statutory rules.

A practical way to compare the cost

Estimate both options over the same period, using your actual sales mix and purchase costs. For composition, account for the prescribed levy and the GST on purchases that cannot be recovered as ITC. For regular GST, estimate output tax by supply type and subtract only ITC you expect to be entitled to claim. Also consider whether customers value a tax invoice and whether you can manage the additional records and filings. The result depends on those assumptions; the composition percentage alone is not a meaningful comparison.

Invoices, customers and input tax credit

Question Composition scheme Regular GST
Can the business collect GST from customers as GST? No. A composition taxpayer cannot collect GST from customers as a composition levy and issues a bill of supply. It charges GST on taxable supplies at the applicable rate and issues tax invoices as required.
Can the business claim ITC on purchases? No. ITC cannot be claimed on inward supplies. Eligible ITC may be claimed, subject to the Act and rules.
What might customers prefer? Often a better fit for consumer-facing sales where buyers do not need GST credit. May fit registered business customers that expect a tax invoice and may be able to use eligible ITC.

The customer point is commercial, not an eligibility shortcut. A business selling to consumers can still have purchase costs that make the lost ITC significant; a business selling to registered customers should check whether those buyers require tax invoices before choosing composition.

Returns and routine compliance

The filing pattern differs, although regular taxpayers’ additional duties depend on their filing category and circumstances.

  • Composition: GSTN’s taxpayer guide describes quarterly tax payment through Form GST CMP-08 and an annual Form GSTR-4. Composition taxpayers are excluded from GSTR-1.
  • Regular GST: Regular taxpayers generally report outward-supply details in GSTR-1. Other return and payment obligations vary by taxpayer and filing category.

These are form and frequency distinctions, not a complete filing calendar. Check the GST Portal for the current instructions and due dates that apply to your registration.

Geography, restricted supplies and changes in eligibility

Inter-State outward supplies of goods and certain other activities can disqualify a taxpayer from the ordinary composition scheme. Do not assume every cross-border transaction has the same treatment: check the precise type of supply and the applicable statutory provision before opting in or continuing under the scheme.

If you stop meeting the composition conditions, regular tax applies from the relevant date. The rules require tax invoices for subsequent taxable supplies and an intimation to withdraw in Form GST CMP-04 within seven days. The rules also address how the option applies across registrations under the same PAN. Treat a change in turnover, supply pattern or registration facts as a prompt to check eligibility and transition requirements promptly.

Which option is better for your business?

Your business situation What it tends to favour Why
Eligible, mostly consumer-facing sales; relatively limited GST-bearing purchases; simple supply pattern Composition may be worth assessing The simplified payment and filing pattern may outweigh the lost ITC and inability to collect GST.
Substantial GST-bearing purchases or investment in equipment and other inputs Compare carefully with regular GST Composition makes purchase GST unrecoverable, while regular GST may allow eligible ITC.
Customers are GST-registered businesses that want tax invoices and usable ITC Regular GST may be commercially more suitable A composition taxpayer cannot collect GST or provide a tax invoice for the customer’s ITC claim.
Inter-State outward supplies of goods or another potentially restricted activity Verify eligibility before deciding The activity may rule out the ordinary composition route; turnover alone does not settle the issue.
Turnover close to the applicable threshold, or multiple registrations under one PAN Confirm the current rules and transition plan The threshold and conditions are state- and fact-sensitive, and losing eligibility changes the tax and invoicing treatment.

Composition is not automatically the cheaper or simpler choice in every meaningful sense. It exchanges ITC and GST collection for a prescribed levy and a different compliance routine. Decide only after checking current eligibility and comparing the effect on purchases, customers and supply locations.
