Protecting a confidential source starts before the first sensitive message: assess who might identify them, learn the newsroom’s rules, and agree on a communication method that fits the risk. End-to-end encrypted messaging can protect message content, but it cannot erase every record or secure a compromised device. For high-risk submissions, a newsroom may offer SecureDrop and a carefully managed review process. No tool guarantees anonymity.
Before contacting a journalist, understand what confidentiality means
A source may mean “please don’t publish my name” when they ask to speak confidentially. But a journalist’s promise can carry broader ethical obligations, and the newsroom may have rules about who must know the source’s identity. The Committee to Protect Journalists (CPJ) advises journalists not to promise confidentiality until they have weighed the possible consequences. A source should ask what the journalist can promise, who else may learn their identity, and whether the newsroom can meet those conditions.

Agree on the limits before sharing identifying details
- Ask whether the journalist is speaking on the record, off the record, or under another agreed arrangement. These terms can be interpreted differently, so settle their meaning before sharing sensitive information.
- Ask whether an editor, lawyer, or other newsroom staff member will need to know who you are.
- Consider what could happen if your identity is exposed, including consequences at work, at home, or from authorities.
- Keep the number of people who know your identity as small as practical. A pseudonym may help in working notes, but it does not protect you if surrounding details reveal who you are.
CPJ’s 2012 guidance, Assessing and Responding to Risk, emphasizes that a confidentiality promise creates an important ethical obligation. It is not a technical feature of an app, and it cannot override newsroom policy or eliminate legal and physical risks.

Choose a communication method based on the threat
Think about who might seek the information and what they could do: access a shared device, obtain account or telecom records, monitor a location, or pressure a source or journalist. Also consider whether using a particular tool would be practical and inconspicuous for the source. CPJ’s 2021 guidance recommends end-to-end encrypted messaging where possible and names Signal, WhatsApp, and Wire as examples.

If you use an encrypted messaging app
Confirm with the journalist which app and account to use; do not assume an app name alone makes a conversation confidential. CPJ’s 2021 advice recommends enabling disappearing messages in Signal and WhatsApp, but an expiring message is not proof that all copies are gone. A recipient may save or photograph it, a device may retain data, and backups or other traces may exist. Check current service settings and practices rather than relying on a feature label.
If the conversation started in an ordinary channel
Move to a more secure channel where possible before sending sensitive details. Deleting the original message may remove it from an account or device view, but CPJ cautions that a server copy may remain. Treat the earlier contact as potentially recorded; do not assume deletion rewinds the exposure.

Reduce what devices and records reveal
For highly sensitive work, CPJ recommends considering a separate device for source communication. Whether that helps depends on the threat: a new phone does not remove carrier records, location exposure, spyware risk, or the possibility that someone can access the device or account. Keep personal and source-work data separate where practical, use device encryption and long, unique passwords, and account for physical access and account recovery methods.
Keep identifying information out of routine records
- Avoid putting a source’s real name or corroborating details in contact lists, calendar entries, or notes unless they are operationally necessary.
- Restrict access to any records that must contain identifying information.
- Plan where documents and message exports will be stored, who can reach them, how backups are made, and when copies should be deleted.
- Encrypt devices and external drives where possible. An encrypted USB drive may be one part of a handling plan, not a stand-alone source-protection system.
Deleting a file does not ensure every copy or trace has disappeared; CPJ notes that deleted data may remain recoverable. For very sensitive documents, CPJ advises considering an air-gapped computer—one kept disconnected from networks—and consulting a specialist about the handling process.

When SecureDrop is an option
SecureDrop is a submission system used by some news organizations and NGOs; it is not a general-purpose app that every journalist can turn on for an individual source. Ask the newsroom whether it operates SecureDrop and follow that organization’s instructions. Its documentation describes encryption in transit and on the server, limited metadata retention, and a journalist workflow that separates a network-connected interface from an air-gapped environment for reviewing decrypted submissions.
That workflow also requires secure newsroom operations. The documented process uses a transfer device, such as a thumb drive or DVD, to move material into the isolated review environment. SecureDrop’s own documentation says it cannot guarantee complete security. The source must still consider the device and network used to submit, the surrounding circumstances, and whether using the system could itself draw attention.

Consider the risks of meeting in person
In-person contact may be safer than online communication in some circumstances and more dangerous in others. CPJ notes that phones can reveal location and advises considering whether both parties should leave their phones behind when meeting, where appropriate to the risk. That is not a universal rule: weigh the possibility of surveillance, travel records, physical observation, and the consequences of being seen together before deciding how to meet.

Know when to seek specialist guidance
Routine precautions are not enough for every situation. If a source or journalist faces a credible risk of arrest, surveillance, physical harm, or a technically capable adversary, seek confidential help from an established press-freedom or digital-security organization before acting. CPJ recommends a digital risk assessment and expert consultation when there is uncertainty.
