The registration details and refund amendment should not be treated as enacted rules solely on the strength of the Council’s recommendations.
What GST changes affect online sellers in India?
The 56th GST Council meeting, held on 3 September 2025, announced an optional simplified registration scheme for qualifying low-risk businesses and approved in principle a separate simplified mechanism for small suppliers selling through e-commerce operators in multiple states. It also recommended removing the threshold for refunds on low-value exports made with payment of tax. These are distinct from the courier-export and customs-process reforms that CBIC operationalized in 2026.

The Council’s announcement is the starting point for understanding the 2025 measures, but a Council recommendation or in-principle decision is not, by itself, proof that a law or portal process is in force. How does the announced simplified GST registration scheme work?
The Council described an optional simplified registration route for qualifying low-risk businesses. Its release specified automated registration within three working days and a ₹2.5 lakh monthly output tax liability threshold for supplies to registered persons. It said the scheme would be operationalized from 1 November 2025.

Those figures describe the scheme as announced: they are not a complete statement of eligibility, current portal implementation, or every condition that an applicant must meet. Sellers should check the current applicable notifications and GST portal instructions before relying on the route.
Can a small seller use one registration to sell across states through marketplaces?
The Council separately approved in principle a simplified registration mechanism for small suppliers making sales through e-commerce operators across multiple states. The release said detailed modalities would be presented to the Council; it did not set out a complete application route or confirm that this mechanism uses the general low-risk scheme’s rules.

In the Council’s words, the e-commerce-specific concept “will ease compliance for such suppliers and facilitate their participation in e-commerce across States.” That statement describes the intended benefit of the in-principle concept, not a guarantee that any seller can use a single registration for every state or marketplace arrangement.

What changed for GST refunds on low-value exports?
The Council recommended removing the threshold that limits refunds on low-value exports made with payment of tax. It framed the proposal as an amendment to section 54(14) of the CGST Act and said it would “particularly help small exporters making exports through courier, postal mode etc.”

This concerns a GST refund claim, not the value limit for sending a courier consignment. The Council’s recommendation is not, on its own, evidence that the statutory amendment has taken effect. Exporters should verify the applicable law and refund procedure before including low-value shipments in a claim.
Has the ₹10 lakh courier export limit been removed?
Yes. A separate CBIC courier-export reform, operationalized from 1 April 2026, removed the ₹10 lakh cap per courier commercial export consignment. The government announcement also introduced procedures for returned and rejected parcels and for shipments that are not cleared, including a Return to Origin mechanism. This change applies to courier export and customs processes. It does not itself change GST registration eligibility or enact the Council’s recommended low-value refund amendment. Nor does the announcement establish that the same consignment rules apply to postal shipments or exports sent by air or sea cargo.

Are GST data-access notifications and consent controls live?
A July 2025 GST Council Secretariat newsletter described plans for notifications when an Application Service Provider (ASP) accesses taxpayer data after OTP consent, along with a portal feature to view or revoke consent. The newsletter said rollout dates would be announced separately, so it establishes a plan, not that either feature is currently available. The status described there is in the GST Council Newsletter, Issue 76, July 2025.

What should sellers and exporters check before acting?
- If you are seeking simplified registration: confirm that the current notified rules and portal process cover your business and circumstances; do not infer e-commerce cross-state eligibility from the general low-risk scheme’s stated threshold.
- If you sell through marketplaces in several states: look for the detailed rules for the separate e-commerce mechanism before changing registrations or assuming one registration is sufficient.
- If you export low-value goods: verify that the section 54(14) amendment has taken effect and check the current refund procedure before claiming tax.
- If you send goods by courier: use the courier-export rules effective from 1 April 2026 for consignment and return/rejection handling; treat GST refunds as a separate question.
- If you authorize an ASP to access GST data: confirm the consent and portal features actually available to you rather than relying on the newsletter’s planned rollout.
