A greenhouse continuity plan explains how to keep essential work going during a disruption; a disaster recovery plan explains how to restore operations and rebuild after an incident. They are connected, not competing documents: recovery can begin while response is still underway, and continuity arrangements may be needed throughout it.
What is the difference?
| Plan | Main question | What it organizes |
|---|---|---|
| Continuity plan | How do we keep essential functions operating during disruption? | Responsibilities, alternate arrangements, communications, and ways to sustain priority work when normal facilities or services are unavailable. |
| Disaster recovery plan | How do we restore operations and rebuild after an incident? | Damage assessment, restoration priorities, resources, rebuilding, return to normal activity, and measures to reduce future risk. |
The USDA Food Safety and Inspection Service defines continuity of operations as “the effort to ensure that essential functions continue to be performed during the disruption of typical operations” (FSIS Continuity of Operations, updated April 28, 2021). FEMA’s U.S. Fire Administration describes recovery planning as a way to speed recovery and reduce the effects of future disasters (Post-Disaster Recovery Planning, reviewed May 1, 2026).

How the two plans work together
Continuity is about sustaining priority work while conditions are disrupted; recovery is about restoring the people, facilities, and services needed for normal operations. Those phases can overlap. For example, a greenhouse may use temporary work arrangements while damaged areas are assessed and repairs are planned. The specific actions depend on the site and should not be treated as engineering requirements prescribed by general federal guidance.
Business preparedness also connects continuity with communications and IT support and recovery. Ready.gov says an information technology disaster recovery plan should be developed in conjunction with the business continuity plan (Ready.gov Emergency Plans). Emergency response, mitigation, and local recovery planning may also intersect with both plans.

What a greenhouse plan should cover
Federal continuity, business preparedness, and farm emergency guidance offer a framework, not a greenhouse-specific standard. Adapt it to the crops, structure, climate, utilities, workforce, and hazards at your site. A planning team might include the owner, manager, staff representatives, insurer, Extension agent, or other relevant contacts; the USDA Forest Service farm guide offers examples of potential team members, though its operational guidance concerns onion producers rather than greenhouse engineering (Hurricane Preparation and Recovery in the Southeast: Onion Producers Guide).
1. Identify essential functions and priorities
List the work and services that matter most to people, crops, and the business. Decide what must continue, what can pause, and what conditions require work to stop. A continuity plan is useful only if it makes those priorities and responsibilities clear.

2. Assess hazards and likely impacts
Identify hazards relevant to the particular site, then consider vulnerabilities and consequences. The recovery planning framework from FEMA calls for assessing hazards, vulnerabilities, and impacts. Ready.gov’s Ready Business resources include power-outage preparedness guidance; an outage is one scenario greenhouse operators may need to consider.

3. Assign decision-makers and communication routes
Name primary decision-makers and alternates, determine how staff will be notified, list emergency contacts, and specify where current plan copies can be found. Make sure employees know how to access the plan and understand their roles, including if normal communication channels or work locations are unavailable.

4. Record critical supplies, equipment, and facility actions
Adapt the farm guide’s checklist approach to the supplies and equipment your site depends on, including fuel where relevant. Identify what must be protected, checked, or made available during an interruption. The onion-producer guidance is a planning example, not a greenhouse construction, safety, or equipment specification.
5. Set recovery priorities and return-to-work conditions
Specify who assesses damage, which services and areas are restored first, what resources may be needed, and what conditions must be met before affected work resumes. Recovery planning should also consider steps that reduce risk in future incidents, rather than simply restoring the previous arrangement.

6. Train, exercise, and update the plans
Train staff on their roles and where to find current plan copies. Practice realistic scenarios, record problems, and revise the plans as people, facilities, dependencies, or hazards change. Ready.gov identifies training, testing, and exercises as preparedness components; the cited sources do not set a greenhouse-specific exercise frequency.

Power outages and backup equipment
Backup power may be relevant to keeping selected greenhouse functions operating during an outage, but the cited sources do not provide greenhouse load calculations, generator sizing, installation instructions, or a universal model recommendation. Start by identifying which loads are critical and for how long they must be supported. Get qualified help to assess electrical needs and comply with applicable electrical, fuel, ventilation, and local safety requirements; do not treat a generic preparedness checklist as a generator specification.
