Reliable green-finance decisions in India start with an emissions inventory that another person can reproduce. Define the reporting boundary, preserve source documents, record every emission factor and assumption, and distinguish measured activity from estimates. Then map the results to SEBI’s BRSR or BRSR Core disclosures, green-debt commitments and, where relevant, India’s Carbon Credit Trading Scheme (CCTS).

This guide explains how to calculate Scope 1, Scope 2 and Scope 3 emissions, prepare data for BRSR Core assurance, keep carbon credits separate from gross emissions, and connect financed activities to defensible environmental-impact claims.

What carbon accounting must accomplish

A corporate greenhouse-gas inventory is a controlled record of activities that cause emissions during a defined period. It is not simply a spreadsheet total. A credible inventory lets management, lenders, investors, customers and assurance providers trace each material number back to an invoice, meter, fuel record, logistics record, supplier response or documented estimate.

Before collecting data, write down five decisions:

  • Purpose: regulatory disclosure, investor communication, lender reporting, customer requests, internal transition planning or a combination.
  • Reporting entity: a legal entity, consolidated group, facility, project, portfolio, financed activity or value chain.
  • Consolidation approach: for example, operational control, financial control or an equity-based approach. Use one approach consistently and explain subsidiaries, joint ventures and leased assets.
  • Period: the financial or calendar year, with a clear cut-off for late invoices and estimates.
  • Exclusions: activities left out, the reason, and the likely effect on the result.

SEBI’s BRSR Core text points companies to the GHG Protocol Corporate Accounting and Reporting Standard for greenhouse-gas measurement. Whatever method is selected, the boundary, assumptions and estimation approach need to be visible to a reviewer.

Scope 1, Scope 2 and Scope 3: what belongs where

Scope What it covers Typical Indian company data Main control issue
Scope 1 Direct emissions from sources owned or controlled by the reporting organisation. Natural gas, diesel or coal burned in boilers and generators; company vehicles; process emissions; refrigerant or other fugitive releases. Fuel and maintenance records must match the sites and equipment inside the boundary.
Scope 2 Emissions associated with purchased electricity, steam, heating or cooling consumed by the organisation. Electricity bills, meter readings, utility statements and contractual renewable-energy information. Consumption must be assigned to the correct facilities and reporting period; the electricity method and any contractual instruments must be documented.
Scope 3 Other indirect value-chain emissions upstream and downstream. Purchased goods, capital goods, transport, business travel, employee commuting, waste, leased assets, use of sold products, processing, franchises and investments, as applicable. Supplier data is often incomplete, so estimates, proxies and uncertainty must be identified rather than presented as measured facts.

Do not net these scopes against one another. Report gross emissions by scope, then describe reductions, removals, offsets or credits separately. A credit issued for a project is not a deduction from the company’s physical fuel or electricity consumption.

Step 1: set the organisational and operational boundary

Choose the entities and facilities

Create a list of companies, branches, factories, warehouses, data centres, vehicles and leased assets. Mark ownership, control and operating responsibility. Reconcile the list to the finance consolidation, property register and utility-account list so that a site is not silently omitted or counted twice.

Define operating sources

For every facility, identify stationary combustion, mobile combustion, process emissions, refrigerants, purchased energy and material value-chain sources. Record whether a source is inside, outside or uncertain under the chosen boundary. An exclusion should have an owner and a reason, not an unexplained blank cell.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Document the base year

Select a base year only after checking data completeness. Preserve the original calculation files and define when a structural change, acquisition, divestment or major methodology change would trigger a base-year recalculation. State whether the inventory is a first-year estimate or a restated series.

Step 2: build an activity-data register

An activity-data register is the backbone of assurance. Give every material stream a unique identifier and assign a data owner.

Register field What to capture
Source and owner Facility, supplier, system or person responsible for the record.
Period Start and end dates, invoice month and treatment of accruals.
Activity and unit Litres of fuel, kilograms of refrigerant, kilowatt-hours, tonne-kilometres, kilograms of material or another defined unit.
Evidence location Invoice number, meter export, fuel log, purchase order, travel report, supplier file or survey response.
Data quality Measured, supplier-specific, calculated, estimated or proxy; include completeness and uncertainty notes.
Review status Preparer, reviewer, date, exception and resolution.

Keep original files read-only where possible. A changed invoice, meter export or supplier submission should create a new version rather than overwrite the prior evidence.

Step 3: select emission factors and assumptions

The basic calculation is:

Emissions = activity data × emission factor

Record the factor publisher, geography, unit, vintage, gas coverage, conversion method and any India-specific assumption. A factor expressed per litre cannot be applied directly to a quantity recorded in kilograms without a documented conversion. Keep a version-controlled factor table so a reviewer can reproduce the number used for the reporting year.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For each estimate, state:

  • the missing or unreliable input;
  • the proxy or model used;
  • why that proxy represents the activity;
  • the likely direction and scale of uncertainty;
  • the portion of total emissions affected; and
  • the plan and owner for replacing it with primary data.

Do not silently mix factor vintages across facilities. If different vintages are unavoidable, label them and explain the effect on comparability.

Step 4: calculate Scope 1 emissions

Stationary and mobile combustion

Aggregate fuel quantities by fuel type and equipment or vehicle group. Reconcile purchases to opening and closing stock where inventory records permit, and investigate a result that does not align with production, operating hours or distance travelled. Retain fuel invoices, tank readings, fleet cards and generator logs.

Process emissions

Identify chemical or physical processes that release greenhouse gases independently of fuel combustion. Use production records and a documented process factor or mass-balance method. If a process factor is estimated, identify the production data and assumption that drive the estimate.

Fugitive emissions

Refrigerant and other gas releases may be estimated from maintenance top-ups, equipment charge, leak records and disposals. Keep service reports and identify equipment with no direct loss record. Do not treat a purchased replacement cylinder as proof that the entire quantity leaked; explain the allocation method.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 5: calculate Scope 2 emissions

Collect electricity and other purchased-energy consumption for every included site. Match meter readings and utility bills to the reporting period, record units and conversions, and investigate missing months or unusually low consumption. Where a landlord or utility provides aggregated data, document the allocation rule.

Describe the electricity accounting method used and any contractual renewable-energy instrument. Keep contracts, certificates and supplier statements with the calculation. A renewable-power claim should not erase the underlying electricity consumption from the inventory; it is a separate attribute that must be described under the selected accounting method.

Step 6: estimate and improve Scope 3

Scope 3 usually requires the most supplier engagement and estimation. Start with a screening of all relevant upstream and downstream categories, then prioritise sources by expected magnitude, financial significance, stakeholder concern and ability to influence.

Use a data hierarchy

  1. Collect supplier-specific, product-level or activity-level data when available.
  2. Use verified supplier averages or industry data when primary records cannot be obtained.
  3. Use spend, mass, distance, headcount or other proxy models only when their relationship to the activity is documented.
  4. Apply a conservative, transparent estimate for the remaining gap and label it as such.

For purchased goods, retain procurement extracts and supplier responses. For transport, retain shipment weight, distance, mode and carrier information. For travel and commuting, preserve booking, expense, survey or distance assumptions. For waste, record material type, weight, treatment route and contractor evidence. For sold products or investments, define the activity boundary and avoid claiming downstream effects that have not been measured.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Value-chain disclosures under the BRSR framework cover relevant upstream and downstream partners. State coverage, supplier response rate, estimation rate and exclusions so readers can judge data quality.

Step 7: classify, test and preserve the calculation

Map each source to one scope and one activity category. Test for double counting, especially where a leased facility, logistics provider or purchased material appears in both internal and supplier files. Keep the calculation workbook or software export linked to the source register and factor table.

  • Check units and conversions at input and output.
  • Recalculate a sample manually or with an independent file.
  • Compare current activity with prior periods, production, revenue or floor area and investigate outliers.
  • Confirm that every material total rolls up from site or supplier records.
  • Lock approved factor and result versions, with change history.

What BRSR Core requires

SEBI describes BRSR Core as a focused subset of BRSR containing key performance indicators and metrics under nine ESG attributes. It adds assurance expectations and value-chain disclosure provisions for listed entities. The 2023 circular describes a phased path: the top 1,000 listed entities report the updated BRSR format from financial year 2023–24, while BRSR Core assurance expands from the top 150 entities in financial year 2023–24 to the top 1,000 in financial year 2026–27.

The BRSR Core approach is a base methodology that may need industry-specific adjustments or estimates. Disclose the scope, assumptions, estimates and limitations used. A concise crosswalk should show where each inventory total, intensity metric, value-chain measure and assurance conclusion appears in the BRSR or BRSR Core submission.

Preparing emissions data for BRSR assurance

Build an evidence pack

For each reported metric, assemble the definition, boundary memo, source register, factor table, calculation file, reconciliations, management approvals and exception log. Include a list of facilities and value-chain partners covered, the estimation percentage and unresolved limitations.

Run a pre-assurance review

  1. Reconcile legal entities and facilities to the reporting boundary.
  2. Check that the reporting period is aligned across fuel, electricity, production and financial data.
  3. Trace a sample from the published total to the source document and back.
  4. Reperform calculations and inspect formulas, links and unit conversions.
  5. Investigate outliers, late data, manual overrides and unexplained year-on-year changes.
  6. Verify that assumptions and estimates appear in the disclosure, not only in internal notes.
  7. Record management’s response to every exception and preserve the final reviewer conclusion.

Assurance is not a substitute for controls. The provider’s conclusion will be constrained by the boundary, evidence and methodology supplied. State the assurance or verification level, metrics covered and any limitation in the published report.

How India’s Carbon Credit Trading Scheme changes the reporting context

The Government of India describes the CCTS as a mechanism to reduce, remove or avoid greenhouse-gas emissions by pricing emissions through tradable Carbon Credit Certificates. Its design includes compliance and offset mechanisms, measurement, reporting and verification (MRV), and accreditation procedures for carbon-verification agencies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the market account separate from the corporate inventory:

Item What to disclose
Gross emissions Physical emissions from sources inside the organisational boundary.
Reduction or removal project Project boundary, baseline, monitoring period, methodology and verification basis.
Carbon Credit Certificate Quantity, registry or contractual status, issuer or project, vintage and verification information where applicable.
Offset claim Who makes the claim, what emissions it is intended to compensate and the relevant accounting standard.
Compliance instrument Obligation, target, surrender or cancellation treatment under the applicable CCTS rules.

Sector coverage, target values, registry operation and trading procedures can change as implementation develops. Confirm the current rules before making a compliance or neutrality claim. Never subtract a purchased credit from Scope 1, 2 or 3 totals unless the selected reporting framework explicitly permits that presentation and the treatment is clearly labelled.

Connecting carbon accounting to green finance and impact reporting

Green finance reporting must connect money to an environmental result. RBI guidance on green-debt disclosures discusses use of proceeds, unutilised proceeds, qualitative performance indicators and quantitative environmental-impact measures where feasible.

Use a results chain

  1. Allocation: identify the financed asset or activity and the amount of proceeds allocated.
  2. Output: report what was built, purchased or operated, such as renewable capacity, efficiency equipment or treatment infrastructure.
  3. Outcome: measure the environmental change against a defined baseline and period, such as energy saved, emissions avoided, water treated or waste diverted.
  4. Attribution: explain the company’s share of the result when several financiers, projects or interventions contribute.
  5. Limitations: state data gaps, estimation methods, expected rather than measured effects and the date through which information is current.

Separate actual performance from forecasts. “Expected to reduce emissions” is an investment intention; it is not a measured reduction until activity data, a baseline and a method support the claim. Explain whether an avoided-emissions figure is inside or outside the organisation’s inventory and do not present it as a reduction in gross operational emissions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Frameworks serve different reporting purposes

Framework or context Primary purpose Boundary emphasis Data and assurance focus
BRSR/BRSR Core Listed-company ESG disclosure and assurance. Corporate operations plus relevant value-chain partners. Specified indicators, assumptions, estimates, phased assurance and prescribed reporting fields.
GHG Protocol Corporate Standard Greenhouse-gas inventory design and classification. Organisational and operational boundaries, with Scope 1, 2 and 3 categories. Consistent measurement, factor documentation and reproducible calculations.
CCTS Carbon market, compliance and offset MRV. Covered entities and projects under current Indian rules. Monitoring, reporting, verification and accredited verification arrangements.
Green-debt impact reporting Demonstrating use of proceeds and environmental performance to investors and lenders. Financed projects or activities and their attributed outcomes. Allocation, unutilised proceeds, qualitative indicators and quantitative measures where feasible.

One dataset can support several frameworks, but the claim and boundary must be relabelled for each purpose. A financed-project outcome is not automatically a Scope 3 investment emission, a BRSR metric or a CCTS credit.

Controls, software and operating responsibilities

Carbon-accounting software or an ESG data-management platform can centralise evidence, factors, approvals and calculation versions, but it does not fix an undefined boundary or poor source data. Whether calculations are performed in controlled spreadsheets or software, assign these responsibilities:

  • Data owners: facilities, procurement, fleet, travel, waste and finance teams provide source records.
  • Methodology owner: sustainability or risk staff maintain boundaries, factors and estimation rules.
  • Control owner: finance, internal audit or compliance tests reconciliations, changes and approvals.
  • Disclosure owner: the reporting team maps results to BRSR, debt and investor requirements.
  • Senior approver: management accepts limitations, unresolved estimates and public claims.

Use access controls, approval workflows, calculation versioning and an exportable audit trail. A system that cannot show the source, factor and formula behind a published number is unsuitable for high-assurance reporting without compensating controls.

Common failure modes and fixes

  • Boundary drift: facilities appear or disappear between years. Fix it with a signed boundary memo and an entity-to-site reconciliation.
  • False precision: an estimate is shown to several decimal places. Fix it by labelling the estimate and explaining uncertainty; formatting cannot improve the underlying data.
  • Supplier silence: Scope 3 is reported only from respondents. Fix it with a response-rate disclosure, a documented proxy and a supplier-engagement plan.
  • Factor mismatch: a factor’s geography, unit or vintage is unknown. Replace it or disclose the limitation and conversion.
  • Double counting: a landlord’s electricity and the tenant’s utility record are both included. Define responsibility and test overlaps.
  • Credits hide emissions: certificates are netted against gross scopes. Present the inventory first, then describe the credit, project and claim separately.
  • Impact overclaim: a financing commitment is called an achieved reduction. Report allocation and expected outcomes separately from measured results.
  • Late assurance involvement: evidence is assembled after publication drafting. Invite the reviewer early enough to resolve missing records and methodology questions.
