Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minutePC Slower Than It Used to Be?
A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11A government CRM should not be selected on features alone. Require evidence that the service fits your agency’s NIST SP 800-53 and FedRAMP baseline, has a clearly defined authorization boundary, produces reviewable and tamper-evident audit records, enforces phishing-resistant multifactor authentication, and meets the accessibility scope that applies to your agency and users.
The practical way to buy is to turn those outcomes into procurement tests. Ask for authorization and assessment artifacts, make the vendor demonstrate representative audit events and SIEM forwarding, test identity life-cycle controls, and evaluate accessibility with keyboard, screen-reader, zoom, contrast and document checks before award.

Start with outcomes, not a feature checklist
A government CRM handles constituent, case, grant, licensing, service or partner information. Its risk is therefore determined by the data and processes inside the system, the people and integrations that can reach it, and the cloud services inside its authorization boundary. A polished contact-management interface does not establish that those risks are controlled.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesDefine the intended mission, data types, users, integrations and records obligations first. Then map the service to the agency’s applicable NIST SP 800-53 and FedRAMP baseline, impact level or equivalent risk classification. The same product may be acceptable for one use case and unsuitable for another if the boundary, data location or required controls differ.

Minimum evidence to request before a shortlist
- The service authorization boundary and the systems, regions and subcontractors inside it.
- Impact level or equivalent risk classification and the current authorization or assessment status.
- A control-implementation narrative identifying what the cloud platform, CRM provider and agency each operate.
- The latest assessment results and any applicable plan of action and milestones.
- Incident-response commitments, notification timelines, continuity arrangements and data-location statements.
- Administrator and user security documentation, including secure configuration and known vulnerabilities in privileged functions.
- An Accessibility Conformance Report, commonly delivered in VPAT format, with testing methods, defects and remediation commitments.
Do not treat a certification logo or a vendor’s general security statement as a substitute for these artifacts. Your authorization decision depends on the actual service boundary and the controls your agency must operate.
Map the authorization boundary and shared responsibilities
FedRAMP’s System and Services Acquisition guidance points buyers to NIST SP 800-53 Revision 5.2.0 control SA-05. The catalog was last modified May 11, 2026. SA-05 calls for administrator documentation describing secure configuration, installation and operation; effective use and maintenance of security and privacy functions; and known vulnerabilities in administrative or privileged functions. User documentation should explain available security and privacy functions, secure interaction and user responsibilities.
Obtain the boundary diagram and compare it with your planned deployment. Identify where CRM application code, databases, identity services, logging, backups, support tooling and integrations run. A boundary that excludes a connected analytics service, help-desk connector or administrative support environment may leave your agency responsible for controls you assumed were inherited.

| Control area | Questions for the provider | Questions for the agency |
|---|---|---|
| Identity | Which SSO protocols, MFA methods, role models and service-account controls are operated by the provider? | Who approves roles, reviews access, disables departing users and manages emergency accounts? |
| Logging | Which application, API, administrator and integration events are generated, retained and exported? | Who reviews records, defines alerts, preserves legal holds and investigates anomalies? |
| Infrastructure | Which hosting, encryption, backup and monitoring controls are inherited from the cloud platform? | Which configuration choices, keys, networks and endpoints remain the agency’s responsibility? |
| Accessibility | What testing and remediation does the provider perform for the CRM and its documents? | What agency-authored content, workflows, integrations and support processes must also be accessible? |
| Incident response | What detection, evidence preservation and notification commitments apply? | Who makes mission, privacy, records and public-notification decisions? |
Have both parties sign off on this matrix. “Inherited” should name the exact control implementation and evidence source, not merely the hosting company.
Security requirements to put in the solicitation
Write requirements as verifiable outcomes. The following set covers the controls most likely to determine whether a CRM can support a government mission.
Secure configuration and administration
- Require hardened baseline configurations for tenant, application, database, API and administrative interfaces.
- Require separate privileged accounts, approval for high-risk changes, change history and a way to restore a known-good configuration.
- Request documentation for installation, secure operation, maintenance and disabling unnecessary functions.
- Ask how the provider identifies and remediates vulnerabilities in administrative and privileged functions, including emergency fixes.
- Require administrative tools and configuration documentation to meet the same accessibility expectations as the end-user interface.
Data protection and resilience
- Specify encryption in transit and at rest, key-management responsibilities, rotation and revocation procedures.
- State approved data locations and whether support personnel or subprocessors can access agency data from another jurisdiction.
- Require backup frequency, restoration objectives, recovery testing and separation of backup administration from ordinary CRM administration.
- Define secure export, migration, deletion and media-disposal procedures, including evidence when a contract ends.
Incident response and supply chain
- Set notification windows, points of contact, severity definitions and the evidence the provider will preserve.
- Request the current subcontractor list and a process for evaluating changes to that list.
- Require continuity plans, incident exercises or equivalent operational evidence, and clear customer participation duties.
FedRAMP’s Consolidated Rules for 2026 officially launched June 24, 2026. Use the current rules and your agency’s own authorization instructions when defining evidence and review gates; an older package may not describe the current process.

How to verify a CRM’s audit trail
NIST and FedRAMP Audit and Accountability guidance maps this work to AU-06, AU-10 and AU-12. AU-06 requires review and analysis of audit records for indications of inappropriate or unusual activity. AU-10 requires “irrefutable evidence that an individual (or process acting on behalf of an individual) has performed [Assignment: organization-defined actions].” AU-12 addresses the generation of audit records.
The exact event list and retention period are organization-defined, so make your own requirements explicit. A useful demonstration uses a test tenant and a scripted sequence rather than a slide presentation.
Events your demonstration should include
- Successful and failed authentication, MFA challenges, session termination and account lockout.
- Role assignment, privilege elevation, privilege removal and emergency-account use.
- Record creation, modification and deletion, including bulk changes.
- Exports, reports, downloads, print actions where supported and changes to export permissions.
- Administrative configuration changes, workflow changes, policy changes and integration-key changes.
- API calls, service-account activity, inbound and outbound integration actions and approval decisions.
- Failed logging or monitoring events, with the system’s response when logging is unavailable.
Inspect the content of each record
For every event, verify a trustworthy timestamp, the authenticated actor or service identity, source or session context, event type, target object and outcome. For changes that affect accountability, require before-and-after values or an equivalent reconstruction. Test whether records are immutable or tamper-evident, whether clock synchronization is documented, and whether a person can plausibly deny an action after the fact.
Test export, review and preservation
- Create representative events with separate ordinary, privileged and service accounts.
- Retrieve the records through the user interface and API, checking that both views contain the same fields and time range.
- Export records in a documented, machine-readable format and verify pagination, time-zone handling, event identifiers and integrity checks.
- Forward the same events to the agency’s SIEM or equivalent monitoring system. Confirm delivery delay, failure handling and duplicate detection.
- Restrict log access to least-privilege roles, then attempt an unauthorized search, edit, deletion and export.
- Place a legal hold or retention lock, perform a normal disposal action in a test scope, and verify that the hold prevents premature deletion.
- Ask the provider to show a review record or alert generated from an unusual activity pattern.
FedRAMP monitoring guidance describes a SIEM or similar system for centralized, tamper-resistant logging and says log-data access should use least privilege and be persistently reviewed. The guidance maps this practice to AU-12(03), AU-06(07) and SI-11; its changelog added these control mappings on October 13, 2026. Require evidence of forwarding, chain of custody and operational review rather than accepting “logs are available” as an answer.
Set retention and review rules yourself
No universal retention number is established by the cited guidance. Your agency must set retention duration, review frequency, legal-hold behavior, records-management treatment and disposal rules for its mission and jurisdiction. Put those values in the contract and verify that the product can enforce them without an undocumented manual process.

Identity, authentication and access governance
FedRAMP identification and authentication guidance requires unique identification and authentication of organizational users. Current CISA guidance calls for phishing-resistant MFA for both privileged and non-privileged accounts. A CRM that protects administrators but permits password-only ordinary users does not meet that expectation.

Capabilities to test
- Single sign-on with the agency identity provider and enforcement that prevents bypass through a local password.
- Phishing-resistant MFA methods for administrators and ordinary users, with documented enrollment, recovery and replacement procedures.
- Automated provisioning and deprovisioning tied to authoritative identity data.
- Role- and attribute-based access, including restrictions by organization, case, geography or data sensitivity where needed.
- Privileged-account separation, approval for elevation, session recording or equivalent oversight, and periodic access review.
- Emergency access with time limits, justification, notification and post-use review.
- Inactivity timeouts, concurrent-session rules and reauthentication for sensitive actions.
- API credentials, service accounts, key rotation, scope limitation and non-interactive authentication.
Run a joiner-mover-leaver test: create a user, change the person’s role, remove employment, and verify the timing and completeness of access changes across the CRM, APIs, reports and integrations.
FedRAMP evidence: what a vendor should provide
FedRAMP certification guidance requires providers to include specified NIST SP 800-53 controls in a Security Decision Record. Assessment guidance says an assessment plan should define scope, procedures, environment, roles and responsibilities. Assessors determine whether controls are implemented correctly, operate as intended and produce the desired outcome.
Ask for an evidence index that ties each required control to the service component, implementation narrative, test procedure, result, date and responsible party. Request the current assessment status, any open plan-of-action-and-milestones items, significant changes since the assessment and the process for notifying customers when the authorization boundary changes.

Questions that expose weak evidence
- Does the artifact cover the exact service edition, region and optional modules you will buy?
- Which findings remain open, what risk acceptance applies and when is remediation due?
- Are logs, support tools, backup systems and subcontractors inside the assessed boundary?
- Which controls are inherited, and where can the agency inspect the inherited provider’s evidence?
- What customer configuration assumptions must remain true for the control to operate as assessed?
Do not accept a generic cloud authorization as proof that every CRM feature is covered. The application, integrations and tenant configuration can add controls and risks beyond the underlying platform.
Section 508 and accessibility requirements
Section508.gov states: “Conformance to the Revised 508 Standards … is mandatory for Executive Branch Federal agencies, including the US Postal Service, subject to Section 508 of the Rehabilitation Act of 1973, as amended.” The same guidance says the Revised Section 508 Standards mandate WCAG 2.0 A and AA criteria for development and testing of applicable software, websites, documents, multimedia, applications and other information and communications technology.
Applicability depends on the buyer and use case, so state the legal and technical scope in the solicitation. Include the CRM, administrative console, mobile or responsive views, generated reports, exported documents, training material, support portal and any public-facing form connected to the system.

Evidence to request
- An up-to-date Accessibility Conformance Report, commonly using the VPAT format, identifying supported, partially supported and non-supported criteria.
- The versions of WCAG and Revised 508 Standards used, test dates, environments, assistive technologies and the names or qualifications of testers.
- A defect register with severity, affected components, workarounds, target dates and regression-test results.
- A named accessibility contact and a process for receiving, triaging and communicating accommodations.
Hands-on accessibility test plan
- Complete core tasks with a keyboard only. Confirm visible focus, logical focus order, skip mechanisms and operation without a mouse.
- Use a screen reader to navigate headings, landmarks, tables, form labels, required fields, status messages and validation errors.
- Check text and non-text contrast, focus indicators, color-independent meaning and behavior at increased text and display contrast.
- Zoom and reflow the interface, including dense tables, dashboards, dialogs and side panels. Look for clipping, hidden controls and two-dimensional scrolling.
- Test captions, transcripts and audio descriptions for any training or embedded multimedia.
- Export reports and documents, then inspect their structure, reading order, tags, headings, table headers, language settings and form fields.
- Repeat representative workflows on supported mobile and responsive layouts.
- Open a support request using the documented channel and evaluate whether the process itself is accessible.
Make remediation contractual. Require target dates, interim workarounds, regression testing after fixes and a process for notifying the agency when a release introduces a new accessibility defect. An ACR is evidence, not a guarantee that your configured workflows are accessible.
Compare viable CRM options with a weighted scorecard
After eliminating products that cannot meet the baseline, score the remaining services with evidence from demonstrations and documents. Record “not stated” when a value is not established; do not infer capability from marketing language.
| Evaluation axis | What to score | Evidence to require |
|---|---|---|
| Authorization | Boundary, impact level, authorization status and assessment currency | Boundary diagram, Security Decision Record references, assessment status and open findings |
| Shared controls | Clarity of provider, platform and agency duties | Signed responsibility matrix and customer configuration assumptions |
| Auditability | Event coverage, record fields, immutability, export, retention and SIEM integration | Live test, sample records, API schema, forwarding demonstration and review evidence |
| Identity | SSO, phishing-resistant MFA, privileged access and life-cycle automation | Joiner-mover-leaver test, policy settings and service-account documentation |
| Accessibility | 508/WCAG conformance, test quality, defect handling and administrative-tool access | ACR, test reports, defect register and remediation commitments |
| Data and resilience | Location, encryption, keys, incident response, continuity and subcontractors | Data map, key responsibilities, response terms, recovery evidence and current subcontractor list |
| Operations | Administration, APIs, migration, support, limits and total operating effort | Configuration guides, API limits, migration plan, support accessibility and priced services |
Weight the axes according to mission risk. For example, a public benefits case system may assign more weight to record integrity, access segmentation and accessibility than to dashboard customization. Preserve the test scripts and vendor responses in the procurement record so the eventual authorization decision is traceable.
A practical procurement sequence
- Define scope. List users, data classes, jurisdictions, records obligations, integrations, public interfaces and required accessibility scope.
- Set the control baseline. Map applicable NIST SP 800-53 and FedRAMP controls, impact level and organization-defined audit events, retention and review periods.
- Issue evidence requirements. Request boundary, assessment, SA-05 documentation, responsibility matrix, ACR, incident terms, data locations and subcontractors.
- Run scripted demonstrations. Use the same identity, audit, export, SIEM, configuration and accessibility scenarios for every finalist.
- Score residual risk. Separate a missing capability from a capability that exists only through custom work, manual review or an agency-operated component.
- Negotiate enforceable terms. Add notification, evidence access, remediation dates, retention, legal hold, accessibility regression testing, exit assistance and change-control clauses.
- Authorize and monitor. Complete the agency risk decision, configure inherited controls, establish recurring log review and reassess after major releases, boundary changes or new integrations.
Common failure modes and corrective actions
“The platform is authorized, so the CRM is automatically acceptable.”
Why it fails: The assessed boundary may exclude application modules, connectors, support tooling or your tenant configuration.
Correction: Reconcile the authorization boundary with the purchased edition and document every inherited and customer-operated control.
Free tools Windows power users keep installed
One-click scans. No signup required.
“Audit logging is enabled” without a test
Why it fails: A log may omit before-and-after values, service-account context, exports, failed events or an integrity mechanism.
Best Value
Correction: Execute the scripted event test, inspect fields and export the records to the agency monitoring system.
Retention is left to a default setting
Why it fails: There is no universal retention number, and defaults may conflict with records, legal-hold or investigative needs.
Correction: Set organization-defined retention and review rules, then test enforcement and disposal exceptions.
An ACR is treated as a pass/fail certificate
Why it fails: ACRs can be self-reported, limited to a release or silent on your configured workflows.
Correction: Review the testing method, reproduce critical tasks with assistive technology and contract remediation and regression testing.
Phishing-resistant MFA is optional for ordinary users
Why it fails: Current guidance applies the requirement to privileged and non-privileged organizational accounts.
Correction: Enforce the approved phishing-resistant method through SSO policy and test recovery and bypass paths.
What a defensible decision file contains
At award, retain the scoped requirements, boundary diagram, control matrix, assessment and authorization evidence, scripted demonstration results, audit samples, SIEM test output, identity life-cycle results, accessibility report and defects, data-location and subcontractor statements, negotiated incident and exit terms, and the residual-risk decision signed by the accountable authority.
Plan recurring checks rather than treating procurement as the end of assurance. Review privileged access, audit-record delivery, unusual-activity alerts, accessibility defects, provider changes, new integrations, subcontractors and authorization updates on a schedule tied to mission risk. Re-run the critical demonstrations after major releases or boundary changes.
