For advertisers, the practical next step is to monitor and verify—not assume the ruling has changed Google Ads costs, reach, or campaign results. The court ordered specific changes to distribution practices, data access, and search text ad syndication, but the official materials reviewed do not establish an immediate change to an ordinary advertiser’s account or auction outcomes.
What the search judgment changes
The U.S. Department of Justice’s September 2, 2025 summary describes remedies following the court’s finding that Google violated Section 2 of the Sherman Act by monopolizing general search and search advertising. The court’s August 2024 liability opinion said: “Google is a monopolist, and it has acted as one to maintain its monopoly.” The remedies followed a 15-day trial in May 2025, according to the DOJ.

| Remedy | What the judgment provides | What an advertiser should infer |
|---|---|---|
| Distribution agreements | Google is barred from certain exclusive contracts concerning distribution of Google Search, Chrome, Google Assistant, and the Gemini app. | This addresses specified distribution arrangements; it does not itself establish a new advertising channel or a change to an advertiser’s account. |
| Search data access | Google must make certain search index and user-interaction data available to certain competitors. | The order does not mean every competitor will receive the same data or that any resulting service is already available to advertisers. |
| Search and search text ad syndication | Google must offer search and search text ad syndication to qualifying competitors, subject to the judgment’s terms. | This is not an automatic new buying option for every advertiser; eligibility and query scope matter. |
The DOJ said Google accounted for approximately 90 percent of all U.S. search queries “for years.” That is the DOJ’s historical framing in its September 2, 2025 release, not a newly measured 2026 market-share figure.
Who may qualify for search text ad syndication
The December 5, 2025 final judgment limits required search text ad syndication to qualifying competitors and eligible queries. The relevant queries must originate in the United States from those competitors’ human end users. Queries from a syndicator and synthetic queries are excluded. The license term is five years, limited by the remaining term of the judgment.

So if a provider claims it can offer Google search text ads through syndication, ask what makes it a qualifying competitor and whether the inventory and queries fit those limits. Do not assume that a service exists, that it is open to all advertisers, or that all traffic it describes falls within the judgment.
What to check in your advertising account
These are practical monitoring steps, not actions required by the court. They can help distinguish a genuine change in performance from normal campaign variation.

- Save a baseline. Keep comparable reports for spend, impressions, clicks, conversions, conversion value, cost per click, and impression share. Use the same account scope, attribution settings, and date ranges when comparing periods.
- Check claims about new inventory. Before testing a newly advertised channel, ask about its eligibility, U.S. human-user query scope, available reporting, controls, pricing, and how conversions are measured. Verify what is live rather than relying on a prediction or announcement.
- Watch for auction or policy notices. The judgment establishes a process for plaintiffs and the Technical Committee to propose periodic reporting of certain search text ad auction changes, with protections for trade secrets. It does not promise public disclosure of every experiment. Check Google’s notices and relevant court compliance records for documented changes.
- Compare like with like. When performance shifts, compare equivalent periods and account for changes to budgets, bids, targeting, creative, seasonality, and conversion measurement. Without those controls, a before-and-after comparison cannot show that the judgment caused the difference.
- Evaluate diversification on observed results. If an eligible alternative becomes available, compare its actual reach, audience intent, reporting, controls, and incremental results against your objectives. The prospect of a competitor with improved search capacity does not by itself show that moving spend will improve outcomes.
Keep the separate ad-tech case distinct
On September 16, 2026, the DOJ announced remedies in a separate online advertising technology case in the Eastern District of Virginia. Its summary discusses integrations involving Prebid and publisher ad servers, publisher access to and export of DFP and AdX data, and restrictions on preferential bidding. Those issues concern a different proceeding and different market mechanics; they should not be described as remedies in the search case or as proof of a direct change to a search advertiser’s campaign.

The DOJ’s remedy summary and the final judgment establish the measures described above, but they do not document realized changes for ordinary advertisers in campaign costs, reach, or auction results. No reported advertiser-level effect should be treated as a result of the judgment without evidence tying it to the advertiser’s actual account and a suitable comparison.
