Yes. Friends and family can test a Google Play app, and Google explicitly suggests asking them. For personal Play Console accounts created after November 13, 2023, they can count toward the required closed test: at least 12 testers must remain opted in continuously for 14 days before you apply for production access. Meeting that minimum lets you apply; it does not guarantee approval.
Who can count as a Google Play tester?
Friends, relatives, colleagues, and classmates are acceptable people to invite. Google also recommends recruiting from communities relevant to your app and choosing testers who reflect its intended audience. Does every developer account need 12 testers for 14 days?
No. The stated requirement applies to personal developer accounts created after November 13, 2023. It is not a universal rule for every Google Play developer account. Check your account type and creation date before planning around the threshold. Google Play Console Help

Which test track should friends and family use?
Internal testing: optional early checks
Internal testing is useful for quick checks with a small group and can help you catch problems before a broader test. It is optional, however, and does not replace the closed test required for production access on affected personal accounts.
Closed testing: the required track for affected accounts
For the requirement, configure a closed test in Play Console, add testers through the relevant list or group, and share the opt-in link. Testers need to follow that link and opt in. Google’s setup guidance explains the available tracks and joining process: Set up an open, closed, or internal test.

How does the 14-day clock work?
The qualifying testers must stay opted in continuously for at least 14 days. If someone opts out and later opts back in, their earlier time does not count toward one uninterrupted 14-day period. Confirm that each person has completed the opt-in rather than assuming an invitation is enough. Google Play Console Help
- Set up the closed test and identify the eligible testers.
- Send each tester the correct opt-in link and explain that they must join the test with their Google or Workspace account.
- Check that at least 12 testers are opted in, then ask them to remain opted in without interruption for the full 14 days.
- Track opt-outs and opt-ins; if someone leaves, do not count that person’s earlier period as continuous.
Inviting a few more than 12 people is sensible practical insurance in case someone does not opt in or drops out. That buffer is advice, not a separate Google requirement.

Does reaching 12 testers and day 14 guarantee production access?
No. Once the minimum is met, you can apply for production access. The application asks about tester engagement and feedback, the app’s audience and value, and readiness for production. Google may ask for more testing if tester numbers or engagement are insufficient, so recruiting people who will actually try the app and give useful feedback matters. Google Play Console Help
Google says review usually takes seven days or less, but it can take longer; that is an estimate, not a guaranteed turnaround.
