Choose closed testing when you need a controlled group of testers. Choose open testing when anyone should be able to join and you are ready for the test version to be visible on Google Play. There is one important exception to a simple choice: personal developer accounts created after November 13, 2023 must complete a qualifying closed test before applying for production access.

Google describes open testing as a program anyone can join, with private feedback available to developers. Closed testing lets you control the audience, while internal testing is useful for a small early group. See Google’s setup guidance for open, closed, and internal tests for track details.

Do you have to complete a closed test first?
Accounts covered by the requirement
Google Play’s current requirements apply to personal developer accounts created after November 13, 2023. Before applying for production access, those accounts must run a closed test with at least 12 testers opted in continuously for at least 14 days. The 12-person minimum and 14-day period are Google Play requirements, not a guarantee that production access will be approved. Google may ask you to continue testing if tester engagement is insufficient.
Once the test meets the criteria, apply for production access from the Play Console dashboard and answer questions about the test, your app or game, and readiness to launch. Google says its review usually takes seven days or less, but it can occasionally take longer. The current requirements for new personal developer accounts specify the rule and application process.

Accounts not covered by the rule
The 12-tester, 14-day gate is not stated as a universal requirement for every developer account. If your account is not covered, choose closed testing when you want to restrict participation; choose open testing when public access and visibility suit your release. Do not assume that every account must follow the same production-access process.
How the test tracks work for testers
- Account needed: Testers need a Google Account or Google Workspace account to join.
- Closed access: Only people on the selected list or in the selected group can join. If you use a Google Group, a user must join the group before opting in.
- Finding the app: Internal and closed testers may need the Play Store URL or opt-in link; before open testing or production rollout, they cannot find the app by searching Google Play.
- Link availability: After the first test is published, links may take several hours to appear.
- Updates: After installing, testers’ apps automatically update to the test version within a few minutes.
- Feedback: Testers cannot leave public reviews for test versions. Open and closed testers can send private feedback through Google Play; you can also provide a direct channel such as email, a website, or a forum.

A practical sequence for choosing and launching
- Check your account type and creation date. If it is a personal developer account created after November 13, 2023, plan for the closed-test production-access requirement.
- Use internal testing if useful. Share an early build with a small trusted group to catch initial problems; this step is optional and can run alongside other tracks.
- Set up the closed test when required or when control matters. For a covered new personal account, maintain at least 12 opted-in testers continuously for at least 14 days. If a tester opts out and later opts back in, that tester’s 14-day period must be consecutive to count.
- Review feedback and readiness. Fix issues, assess whether testers are engaging with the app, and provide clear private feedback channels.
- Apply for production access if your account is covered. Answer Google’s questions accurately; reaching the numerical minimum does not itself grant approval.
- Consider open testing after production access. Use it when you want broader participation and are comfortable with the test version and listing being visible publicly.

Can open testing replace closed testing?
Not for a personal developer account created after November 13, 2023 that is subject to Google’s production-access rule: it must complete the qualifying closed test before applying, and Google’s current guidance places open testing after production access. For accounts outside that rule, open testing can be used when a public test audience is appropriate, but it does not offer the audience control of a closed test.
