Google describes this as a way to view an audio message like a text message, which is useful when listening is inconvenient. The transcript is machine-generated; Google does not provide an accuracy guarantee in its current help instructions.

Check Live Captions
Google documents the in-message listen-or-read option for when Live Captions is turned off. If Live Captions is on, Google directs users to its web transcription path instead. The help instructions do not give a single current, model-by-model device list for this feature, so a missing control alone does not establish that a phone is unsupported.

What is known about device availability
Google’s current Messages help page notes that some app steps require Android 6.0 or later, but that broad requirement is not a specific compatibility guarantee for voice-message transcription. Google’s October 2022 announcement named Pixel 7 and 7 Pro, Pixel 6, 6A and 6 Pro, Samsung Galaxy S22, and Galaxy Fold 4 at launch. That historical list should not be treated as a complete list of devices supported today.
