AWS is usually the safest default for teams already running EC2 and needing mature purchasing plus large-scale networking. Google Cloud is especially attractive when A3 H100 networking, TPU access, or BigQuery and Dataflow adjacency matter. Azure is the strongest fit when Microsoft identity, Windows, enterprise agreements, or confidential GPU computing are requirements.
The right choice depends on the exact GPU VM, region, quota, purchase model, utilization, data location, and whether the job is tightly coupled training or bursty inference. The figures below show why a controlled benchmark in your target region is more reliable than a headline price.

Quick answer: which cloud should you choose?
| Provider | Best default use case | GPU options highlighted in the current product lines | Distinctive considerations |
|---|---|---|---|
| AWS | Teams already operating on EC2 that need mature procurement and scale-out networking | P5 with one H100 in p5.4xlarge or eight H100 GPUs in p5.48xlarge; P5e and P5en with eight H200 GPUs | Up to 3,200 Gbps EFA networking, 900 GB/s NVSwitch, and purchase choices including On-Demand, Spot, Savings Plans and Capacity Blocks |
| Google Cloud | Distributed H100 training, TPU workloads, or pipelines close to Google data services | A3 machines with up to eight NVIDIA H100 GPUs, plus A2 A100 and TPU families | NVLink full mesh, up to 1,000 Gbps networking, and Spot VMs that can be reclaimed with 30 seconds’ notice |
| Azure | Microsoft-centric enterprises, Windows workloads, or protected-data and confidential-computing scenarios | ND-H100-v5, ND-H200-v5, NCads H100 v5, NC_A100_v4 and NCCads confidential H100 variants | ND machines target large tightly coupled jobs; NCads provides up to two H100 NVL GPUs with 94 GB memory each |
Use AWS first when your organization already has EC2 automation, EFA-aware distributed training, or a need to combine Capacity Blocks with Savings Plans. Start with Google Cloud when the model is designed around A3’s H100 topology, TPU experimentation is important, or the data pipeline already lives in BigQuery or Dataflow. Start with Azure when Microsoft identity, Windows, enterprise contracting, or confidential GPU processing is non-negotiable.
GPU hardware and VM shapes
AWS P5, P5e and P5en
AWS positions P5 as its highest-performance GPU-based EC2 family for deep learning and high-performance computing. The P5 range covers two very different operating points: p5.4xlarge has one H100 GPU, while p5.48xlarge has eight H100 GPUs. That single-GPU option is useful for development, evaluation, smaller fine-tuning runs and inference that does not need an eight-GPU host. AWS announced general availability of p5.4xlarge on August 12, 2025, with On-Demand, Spot and Savings Plans in specified regions.

For jobs that need H200 memory and bandwidth, P5e and P5en provide eight H200 GPUs per instance. P5 advertises up to 3,200 Gbps Elastic Fabric Adapter (EFA) networking and 900 GB/s NVSwitch. Those figures matter most when a training job communicates across GPUs or across hosts; they are less important for an independent inference replica.
Google Cloud A3, A2 and TPU choices
Google’s A3 machine family uses NVIDIA H100 GPUs with 80 GB of HBM3 memory. An A3 instance can expose up to eight GPUs, connected with an NVLink full mesh, and offers up to 1,000 Gbps of networking. A2 families provide A100 GPUs, while Google’s TPU products offer an alternative accelerator path for teams willing to use TPU-specific software and deployment patterns.
The eight-GPU A3 shape is designed for tightly coupled distributed training. The full-mesh NVLink arrangement reduces the need to move frequently exchanged tensors through slower host paths. For inference, A3 can still be appropriate when a model needs large aggregate memory or high throughput, but a smaller shape may produce better utilization.

Azure ND, NCads and confidential variants
Azure documents ND-H100-v5 for large-scale deep-learning training and inference and ND-H200-v5 for H200 workloads. These are the families to examine when one job needs many accelerators working together. Azure also offers NCads H100 v5 for mid-scale training, inference and HPC; each NCads H100 v5 VM provides up to two NVIDIA H100 NVL GPUs with 94 GB of memory per GPU. NC_A100_v4 covers A100 workloads.
For protected data, models or computation, Azure documents NCCads confidential H100 variants. Confidential computing changes the selection criteria: the ability to keep computation protected can outweigh a small difference in hourly accelerator price, provided the software stack and compliance design support the feature.

Interconnect and scale-out behavior
GPU count alone does not predict distributed-training performance. A model-parallel or data-parallel job repeatedly exchanges gradients, activations or optimizer state. The host’s internal GPU fabric and its network between hosts therefore become part of the effective accelerator.
- AWS: P5 combines up to 900 GB/s NVSwitch with as much as 3,200 Gbps EFA networking. This is the most relevant advantage when a training run spans multiple P5 hosts and your framework is configured to use EFA.
- Google Cloud: A3 offers an NVLink full mesh inside the instance and up to 1,000 Gbps networking. This topology is a natural fit for eight-GPU H100 jobs that keep communication-heavy layers synchronized.
- Azure: ND families are intended for large-scale deep-learning jobs with high-speed Azure networking. The available documentation identifies the family and its scale-out purpose, but a deployment should be sized from the exact region and VM SKU rather than assuming every ND configuration has identical bandwidth.
For single-GPU inference or preprocessing, network specifications usually matter less than accelerator utilization, model loading time and the location of the data. For multi-node training, run the same communication pattern you expect in production; a synthetic bandwidth test alone will not reveal whether your framework overlaps communication and computation efficiently.

Pricing: why the published H100 figures do not identify a winner
The following prices are real published figures, but they are not an apples-to-apples comparison. Google’s numbers are A3 VM prices in Google Cloud pricing tables. AWS’s figure is a Capacity Blocks rate for a specific Local Zone. They differ in region, contract mechanism and likely included CPU, memory and storage.
| Provider and configuration | Published price | Qualification |
|---|---|---|
| AWS p5.48xlarge, eight H100 GPUs | $41.528 per hour | AWS Capacity Blocks pricing for the US East (Atlanta) Local Zone; equivalent to $5.191 per accelerator |
| Google Cloud a3-highgpu-8g, eight H100 GPUs | $88.490000119 per hour | On-demand price in the cited Google Cloud accelerator-optimized pricing table |
| Google Cloud a3-highgpu-8g, eight H100 GPUs | $50.458920548 per hour | Spot price in the cited Google Cloud Spot pricing table |
Do not turn those rows into a universal claim that AWS is cheaper or that Google Spot is always the best deal. A Capacity Block may require a defined reservation window, while a Spot VM can disappear. Region, taxes, egress, attached storage, CPU and RAM, utilization and contract term can reverse the ranking. Azure pricing must likewise be obtained for the exact ND or NCads SKU, region and purchasing terms you can actually secure.
Build a comparable cost model
- Choose one representative job. Record model size, sequence length, batch size, precision, checkpoint interval, target throughput and completion deadline.
- Match the VM shape. Compare the same number of GPUs and enough CPU, RAM and local or attached storage to keep the accelerators fed.
- Price the complete run. Add VM time, persistent storage, snapshots, data-transfer charges, orchestration and idle time. Include taxes and any reservation or commitment requirement.
- Model interruptions. For Spot, estimate restart and checkpoint overhead rather than multiplying the hourly rate by ideal runtime.
- Measure utilization. A lower hourly price loses its advantage if the selected VM spends much of the run waiting on input, communication or a quota-limited scale-out.
- Repeat in the target region. The benchmark must use the region where your data and users reside and the capacity you can obtain.
Training, fine-tuning and inference: match the provider to the job
Large language-model pretraining
Pretraining is dominated by sustained accelerator utilization, high-bandwidth GPU communication and the ability to obtain a large reservation at the same time. AWS P5 is a strong default when your team already understands EC2 and EFA and wants to combine eight-H100 hosts with Capacity Blocks or other EC2 purchasing options. Google A3 is compelling when its eight-H100 NVLink topology and 1,000 Gbps networking align with your distributed-training stack. Azure ND-H100-v5 or ND-H200-v5 should be evaluated when the organization is standardized on Azure identity, networking and enterprise procurement.

Before choosing, verify quota for the full cluster rather than for one VM. A provider that can launch one attractive instance but cannot allocate the required number of hosts on your schedule is not a practical choice for a fixed training deadline.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesFine-tuning and experimentation
Fine-tuning often has uneven demand: engineers need a few GPUs during development, then a larger burst for a production run. AWS p5.4xlarge’s single H100 is designed for a right-sized starting point, while A3 or NCads H100 v5 can provide two or eight GPUs when memory or throughput requires it. Spot is viable when training can resume from checkpoints. Keep checkpoints in durable storage and test restoration before relying on an interruptible VM.
Google Cloud’s TPU products add another option for teams that can support a TPU-oriented software path. Treat TPU evaluation as a separate engineering decision rather than assuming an NVIDIA GPU workload will move without changes.
Online and batch inference
Inference usually rewards predictable capacity, fast model loading and high utilization more than the maximum possible cluster size. A single H100 can be sufficient for a development endpoint or a model whose latency target fits on one accelerator. Multi-GPU A3, P5 or ND deployments make sense when the model cannot fit on one GPU, when tensor parallelism is required, or when throughput justifies the extra host cost.
Batch inference can exploit Spot or other interruptible capacity if requests are queued and outputs are idempotent. Online services with strict latency objectives should price reliable capacity and keep a fallback capacity plan; a reclaimed VM can otherwise become a service outage.

Availability, quota and purchasing choices
AWS
AWS offers On-Demand and Spot capacity, Savings Plans and Capacity Blocks across the P5 ecosystem. Capacity Blocks can make a scheduled multi-GPU run easier to plan, while Savings Plans are more suitable when usage is steady enough to justify a commitment. Check the regions explicitly covered by the p5.4xlarge announcement and verify quota before designing around the single-GPU shape.
Google Cloud
Google Cloud Spot VMs can be reclaimed with 30 seconds’ notice. Use them for checkpointed training, queue-based batch inference or experiments that can restart. A3 on-demand capacity is simpler operationally but has a higher published hourly figure in the cited table. Quota and regional availability should be confirmed before promising a launch date.
Azure
Azure capacity is tied to the exact ND, NCads or confidential SKU and region. Enterprise agreements and Microsoft procurement relationships can materially affect the effective price and the speed of obtaining quota. Ask for the capacity and commitment terms for the complete cluster, not just a nominal per-VM rate.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Data, software and enterprise integration
Data locality and movement
Place the training data, checkpoints and feature pipelines as close as practical to the GPU region. Moving a large corpus into a distant region can add transfer charges and delay startup; moving generated outputs out of the region can also affect total cost. Include these transfers in the same benchmark that measures GPU time.
Platform fit
- AWS: EC2 familiarity, EFA-aware networking and existing AWS operations reduce the migration effort for teams already using the platform.
- Google Cloud: BigQuery and Dataflow adjacency can simplify pipelines when analytics and stream or batch processing already use those services. A3 and TPU choices let the accelerator strategy evolve without leaving the same data platform.
- Azure: Microsoft identity, Windows integration and enterprise controls can be decisive. NCCads confidential H100 options address cases where data, model or computation protection is a requirement.
A practical selection process
- Classify the workload. Label it as pretraining, distributed fine-tuning, single-model inference, batch inference or HPC. Note whether interruption is acceptable.
- Set the memory floor. Determine whether one H100, an H100 NVL pair, eight H100s or H200 memory is required. Do not pick a provider before this constraint is clear.
- Define communication needs. Identify whether the job needs NVSwitch, NVLink full mesh, EFA or multi-node networking. A single-GPU job should not pay for a cluster topology it cannot use.
- Shortlist regions. Keep data residency, user latency, available GPU families and quota in the same decision. A nominally cheaper region is irrelevant if it cannot supply the required SKU.
- Choose an interruption policy. Use reliable capacity for latency-sensitive production. Use Spot only with checkpointing, retry logic and an explicit recovery-time budget.
- Run a controlled pilot. Execute one representative training or inference job on the shortlisted AWS, Google Cloud and Azure shapes. Record time to result, accelerator utilization, restart behavior and complete cost.
- Validate operations. Confirm identity, Kubernetes or scheduler integration, logging, secret handling, image distribution and checkpoint recovery before committing to a long reservation.
- Commit in stages. Keep flexible capacity for exploration, then use the provider’s commitment or reservation mechanism only after utilization and quota are demonstrated.
Workload-specific recommendations
You already run most infrastructure on EC2
Begin with AWS P5. The existing image pipeline, IAM model, monitoring and EC2 automation can outweigh a raw hourly-rate difference. Use p5.4xlarge for single-H100 development and inference; move to p5.48xlarge when eight H100s and NVSwitch are justified. Evaluate P5e or P5en when H200 memory and performance are the limiting factors.
Best Value
You need an eight-H100 distributed job near Google data services
Test Google A3 first. Its 80 GB HBM3 H100s, NVLink full mesh and up to 1,000 Gbps networking match communication-heavy training. If the job can checkpoint, include the cited Spot price in the pilot, but design for 30-second reclamation notices.
You are a Microsoft-centered enterprise
Start with Azure ND for large tightly coupled training and NCads H100 v5 for mid-scale training or inference. Include identity, Windows and enterprise-agreement requirements in the business case. If protected data or model computation is central, evaluate NCCads confidential H100 variants rather than treating confidentiality as an afterthought.
You need the lowest possible effective cost
There is no defensible universal answer from the published figures. Compare the same job, region, GPU count, interruption policy and data path. AWS’s cited number is a Capacity Blocks Local Zone rate; Google’s lower cited figure is Spot and can be reclaimed. The winning option is the one that completes your workload at the required reliability and utilization, not the one with the lowest isolated hourly figure.
Common failure modes and fixes
- Comparing unlike prices: A Capacity Block, on-demand VM and Spot VM have different availability guarantees. Put the purchase model beside every price.
- Ignoring quota: Request quota for the whole cluster early and confirm that the requested region has the exact GPU family.
- Using interruptible capacity without checkpoints: Save checkpoints frequently enough to tolerate a 30-second Spot reclamation notice and test a restart.
- Buying too many GPUs: Measure utilization and communication. A single H100 or two-GPU NCads VM may be more efficient than an eight-GPU host for a lightly loaded endpoint.
- Forgetting data movement: Add ingress, egress, storage and pipeline waiting time to the benchmark.
- Assuming hardware alone determines performance: Validate the actual framework, precision, batch size and communication pattern on each shortlisted provider.
- Overlooking protected-compute requirements: If the data or model must remain confidential during processing, include Azure’s confidential H100 variants in the initial architecture rather than retrofitting controls later.
What the official specifications do—and do not—prove
The published specifications establish the GPU counts, memory figures, interconnect descriptions and listed prices for the named configurations. They do not provide one independently controlled benchmark running an identical workload across AWS, Google Cloud and Azure. Consequently, no provider can be declared universally fastest, cheapest per token or best per dollar from these figures alone. A region-specific pilot remains the evidence needed for a procurement decision.
