Gold and Silver Investing FAQ: Taxes, Liquidity, Storage and Risks

Gold and silver can diversify a portfolio, but they are not guaranteed-safe investments. Prices can fall, the metals pay no dividends or earnings, and premiums, dealer spreads, storage, insurance and account fees can consume returns. The right choice depends on whether you need direct possession, convenient price exposure, retirement-account tax treatment or the ability to sell quickly.

For U.S. investors, tax results depend on the account and the transaction. Standard bullion is generally easier to sell than collectible coins, while physical metal requires a credible buy-back market and secure custody. Before paying any dealer or custodian, obtain the total cost, buy-back price, storage and insurance terms in writing and verify that the metal and the firm actually exist.

What gold and silver ownership really gives you

Owning a bar or coin gives you a claim to a quantity of metal, not an income-producing business. The Commodity Futures Trading Commission (CFTC) says precious-metals prices are driven mainly by supply and demand and can also react to inflation expectations, currency strength, geopolitical events and related commodity markets. Those forces can move prices sharply in either direction.

Unlike a stock or bond, physical metal does not pay a dividend, create earnings growth or compound. Your return depends on the eventual selling price minus every cost paid along the way. A dealer typically sells above the spot price and buys back below spot. That difference is the dealer spread; premiums, commissions, shipping, storage and insurance widen the gap. The price therefore has to rise enough to overcome those charges before you break even.

The CFTC and FINRA warned in a 2024 advisory that fraudsters had generated more than $500 million in alleged precious-metals sales over the preceding decade. Their warning is not that every dealer is fraudulent; it is that safety claims and fee structures require the same scrutiny as any other investment.

How U.S. taxes apply

Taxable-account sales

IRS Publication 550 treats a sale as a transfer of property for money. If investment metal is held for one year or less, the resulting gain or loss is short term. Holding it for more than one year produces a long-term gain or loss. Reportable transactions are calculated on Form 8949 and carried to Schedule D under the publication’s instructions.

Your basis should include the amount paid for the metal and costs that properly form part of the investment. Keep invoices, dealer statements, shipping records and the date and quantity of each purchase. When selling only part of a holding, your records must identify which units were sold and their corresponding basis; ask a tax professional how the identification method applies to your situation.

Collectible treatment

The Internal Revenue Code’s section 408(m)(2) collectible rules cover many coins and metals. The IRS lists exceptions that include certain gold, silver or platinum coins described in 31 USC 5112, coins issued by a state, and qualifying gold, silver, platinum or palladium bullion held in the physical possession of a bank or an approved non-bank trustee. The exception is technical: a product’s marketing description does not by itself prove that it qualifies.

Metals inside an IRA

A self-directed IRA may hold only metals that satisfy the applicable IRS requirements, and the metal must remain in the physical possession of the IRA trustee or custodian. You cannot take qualifying IRA bullion home while preserving the account’s tax treatment.

The IRS states: "A plan participant whose account acquires a collectible is deemed to receive a distribution in the year the collectible is acquired." That amount is generally taxed as ordinary income, and the 10% additional tax can apply when the participant is younger than 59½. A rollover that is mishandled can create tax and penalty exposure even when the intended purchase was eligible.

Federal rules do not determine every state tax result, and they do not automatically apply to every retirement structure or exchange-traded product. Confirm current federal and state treatment with a qualified tax professional before buying, selling or rolling over retirement funds.

Liquidity: how quickly can you get cash?

Liquidity is not simply whether a price appears on a screen. It is your ability to obtain a transparent, executable buy-back quote after accounting for the spread and any shipping or settlement delay. CFTC and FINRA advise asking a dealer what it would pay if you sold the metal the next day, then comparing that figure with both the retail price and the published spot value.

Bullion versus collectible coins

Bullion coins and ingots have recognized investment-grade weight and purity. Because dealers can value them primarily by metal content, they are generally easier to price and sell. Numismatic coins derive value partly from rarity, condition, historical interest or collector demand. Their market is narrower and the dealer’s valuation is harder to verify.

The CFTC/FINRA advisory calls “semi-numismatic” a made-up industry term. Coins sold under that label are likely to be less liquid than ordinary bullion while carrying a much larger premium. A rare-coin claim should be supported by an independent grading and pricing basis, not only by a salesperson’s description.

Form What determines value Liquidity considerations Typical cost or risk issue
Standard bullion coin or ingot Metal weight and purity, plus a market premium Usually the clearest buy-back quote among physical forms Dealer spread, premium, shipping, storage and insurance
Numismatic coin Metal plus rarity, condition and collector demand Narrower buyer pool and harder-to-check pricing Large markups and a greater risk of overpaying
“Semi-numismatic” coin Dealer-defined blend of metal and collectible appeal Regulators describe the category as less liquid than bullion Marketing label can conceal a high premium

Calculating a break-even price

Write down the all-in purchase amount, including the premium and commission. Obtain the dealer’s stated buy-back formula and subtract any outbound shipping, assay or administrative charge. The resulting net proceeds are the amount that must exceed your basis for a gain. A spot-price increase alone does not guarantee a profit if the dealer’s spread remains wide.

Storage, insurance and custody

Keeping metal at home

Home storage gives you immediate physical control, but you must pay for a safe or other security measures and determine whether your homeowners or renters policy covers bullion, in what amount and under what conditions. Concentrating valuable metal in one residence also creates theft, fire and loss risks. Keep an inventory, photographs and purchase records separately from the metal, and do not disclose the location publicly.

Using a professional vault

A commercial vault can provide controlled access, inventory procedures and insurance, but those services add recurring fees. Before sending money, obtain written terms identifying the vault location, the legal owner of the metal, insurance limits and exclusions, audit frequency, withdrawal procedure and all charges for storage, transfers and delivery.

The CFTC has described cases in which dealers charged storage fees for vaults that did not exist and sold insurance policies that were not real. Ask for independently verifiable evidence of custody and insurance rather than relying on a certificate supplied only by the salesperson.

IRA custody and the “melt” value

In a self-directed IRA, the trustee or custodian must hold the metals. A custodian statement may show “melt” value, defined as total bullion weight multiplied by the spot price. Reconcile that value with what you paid, the exact weight and purity of each holding, and the account’s fee schedule. Request documentation showing that the bullion exists and that the account’s records match the inventory.

Are gold IRAs worth their fees?

A gold IRA can be appropriate for someone who specifically wants qualifying physical metal inside a retirement account and accepts trustee custody. It is not automatically superior to holding a diversified investment in a conventional IRA. You should compare the one-time setup or rollover charge, annual administration, storage, insurance, dealer premium, selling spread and delivery fees with the costs of other ways to obtain metal-price exposure.

Rolling retirement money into a self-directed arrangement can expose you to high commissions and administrative costs. A complaint cited by the CFTC involved nearly $150,000 in commissions and fees on a $300,000 gold-IRA rollover. That figure is an allegation in a specific complaint, not a typical industry charge, but it illustrates why every fee should be itemized before a transfer.

Ask the custodian, in writing, who selects the dealer, how the buy-back price is determined, whether you may change dealers, how long liquidation normally takes, where the metal is stored, what insurance covers and what happens if the custodian closes. Verify the custodian’s registration and disciplinary history independently. Do not treat an IRA label as proof that a coin is an eligible investment or that the arrangement is low cost.

Comparing ownership routes

Route Custody Price exposure Liquidity and principal risks
Physical bullion or coins You or a storage provider hold the metal Direct metal price, less premiums and spreads Must find a buyer; theft, loss, storage and insurance costs apply
Regulated exchange-traded product or commodity pool Professional structure holds or references the underlying assets Metal-price exposure inside an existing brokerage or IRA account Product fees, tracking differences and market risks; verify the adviser or professional’s registration
Self-directed IRA metals Required trustee or custodian custody Qualifying physical metals in a retirement wrapper Administrative, storage and insurance fees; eligibility and rollover errors can create taxes or penalties
Leveraged futures Contractual exposure rather than home possession Highly leveraged futures price movements Margin calls can require additional cash, and a relatively small move can wipe out the initial margin

Choose the route that matches the purpose. If you need emergency cash, a product with a transparent market and ordinary settlement may be more practical than coins that require a dealer appointment and shipping. If you want possession for personal reasons, budget for custody and insurance rather than assuming the metal is free to hold.

Risks that “safe haven” marketing leaves out

Precious-metals prices can decline for long periods. Inflation, a stronger currency, changing interest-rate expectations, geopolitical developments and supply changes can all alter demand. The absence of dividends means there is no cash flow to offset a falling price while you wait.

Transaction costs can be decisive. The CFTC says metals may need to earn well above inflation merely to break even after transaction, storage and insurance expenses. In fraudulent cases cited by CFTC and FINRA, spreads exceeded 300 percent, compared with less than 20 percent at other dealers. A large spread can make a correct long-term view unprofitable.

Financing magnifies the danger. Leveraged purchases and futures contracts can force you to add cash at the worst time. Do not borrow against a home, retirement account or credit card to buy a volatile asset because a salesperson promises that prices will double or triple.

How to avoid precious-metals scams

  1. Reject urgency. Cold calls, limited-time offers, pressure to move retirement money immediately and claims of guaranteed or outsized returns are warning signs.
  2. Check credentials independently. Verify the dealer, adviser and custodian with the relevant government or industry registry. Use contact details you locate independently, not only the number in an advertisement.
  3. Demand a complete written quote. It should show spot reference, premium, commission, shipping, storage, insurance, account administration, minimum purchase and the exact buy-back method.
  4. Ask the next-day question. Request the amount the firm would pay for the same metal tomorrow and calculate the percentage spread from your purchase price.
  5. Verify custody. Obtain the vault address, ownership records, audit arrangements, insurance carrier and delivery terms. Confirm that the policy covers your metal, not merely the facility in general.
  6. Beware of unusual coins. Treat “semi-numismatic,” collectible or exclusive-edition language as a prompt for independent pricing, not as evidence of scarcity or profit.
  7. Keep control of documents. Save contracts, invoices, account statements, serial numbers, tax forms and all communications. Never sign a blank transfer or beneficiary form.

Regulators have specifically warned that high-pressure sales, inflated prices, nonexistent vaults and nonexistent insurance can strip older investors of retirement savings. A firm that will not disclose its spread and fees before receiving money is not offering a transparent transaction.

A practical decision process

  1. Define the job. Decide whether you seek direct possession, portfolio diversification, a retirement-account holding or short-term trading. Each objective points to a different custody and liquidity trade-off.
  2. Set a maximum loss and holding period. Include the possibility of a prolonged price decline and the cash needed for margin or unexpected fees. Do not use money required for near-term living expenses.
  3. Compare the all-in cost. Put the purchase premium, spread, commissions, storage, insurance, administration and selling charges in one worksheet. Compare the net proceeds from a hypothetical next-day sale.
  4. Confirm tax eligibility. For taxable holdings, plan how you will track basis and holding period. For retirement holdings, confirm that the exact metal qualifies and that the trustee will maintain custody.
  5. Verify the counterparty and metal. Check registrations, written contracts, insurance and inventory evidence before transferring funds.
  6. Reconcile after purchase. Match the invoice, serial or weight information, custodian statement and stated melt value. Investigate any discrepancy immediately.

Bottom line

Gold and silver can serve a limited diversification or possession goal, but they are volatile, non-income-producing assets whose costs and custody requirements are easy to underestimate. Standard bullion normally offers clearer liquidity than collectible coins. A gold IRA is worthwhile only when its tax eligibility, custody and total fees fit your retirement plan. Treat every promise of guaranteed safety, effortless liquidity or exceptional returns as a reason to slow down, verify the metal and calculate the spread before investing.
