If a workflow pushes a commit with GITHUB_TOKEN and you expect that push to start a GitHub Pages build, it will not: GitHub documents that those commits do not trigger a Pages build. That limitation is about the push event—not a blanket ban on using GITHUB_TOKEN to deploy a Pages artifact through a custom workflow.
Why a workflow-pushed commit does not rebuild Pages
GitHub suppresses certain workflow-triggering events caused by GITHUB_TOKEN to prevent recursive workflow runs. In particular, commits pushed by a GitHub Actions workflow using that token do not trigger a GitHub Pages build. This affects a branch-publishing setup when one workflow writes generated files to the configured publishing branch and expects that new push to publish them.

GitHub states this behavior in its publishing-source documentation. It does not mean that every Pages build or deployment fails because of the token, nor that Pages cannot be deployed from a workflow.
Choose the publishing method that matches your workflow
GitHub Pages supports publishing from a branch or using a custom GitHub Actions workflow. The key difference is where the site files come from and what initiates publication.

| Method | Published files and build | What starts publication |
|---|---|---|
| Branch source | Files in the selected branch’s root or /docs folder; Pages handles the branch publishing flow. |
A change pushed to the configured source. A commit pushed by a workflow using GITHUB_TOKEN does not trigger a Pages build. |
| Custom GitHub Actions workflow | Your workflow builds the site and uploads the output as a Pages artifact. | The workflow runs the build and then deploys the artifact; it does not rely on a second build being triggered by the workflow’s token-pushed commit. |
GitHub documents both options in its publishing-source guide and explains the artifact deployment flow in Using custom workflows with GitHub Pages.
Can GITHUB_TOKEN deploy a Pages site?
Yes, a custom Pages workflow can use GitHub’s documented artifact deployment flow. Build the static site, upload the output with actions/upload-pages-artifact, then deploy it with actions/deploy-pages. The deployment job must depend on the job that produced the artifact and have at least pages: write and id-token: write permissions.

- High Speed USB 3.0: Read speed up to 90 MB/s, Write speed up to 30 MB/s, the speed of USB 3.0 interface is faster than USB 2.0, save time to wait, increases work productivity. Note: Speed will be limited if you use the USB key in the USB 2.0 interface
- Large Compatibility: The USB 3.0 Connector is compatible with USB 3.0 & USB 2.0 backward USB 1.1 devices, such as Laptop, Desktop, Car Audio, Tablet, TV, Speakers, Projector. USB-C port is compatible with all Android Smartphones
- Expand Storage: Good performance in storing, transferring and sharing digital data with families, friends, colleagues, customers. It can expand the capacity of smartphone, you can watch movies or share pictures when you go on vacation with your family
- Note: Make sure your smartphone is equipped with OTG function and need to open OTG function in Settings when you plug memory stick, then you can transfer easily data bewteen different devices
Those permissions are for the Pages deployment job; grant no broader access than the workflow needs. GitHub describes GITHUB_TOKEN as a repository-scoped GitHub App installation access token created for each workflow job and recommends limiting token permissions to the minimum required. See the custom workflow requirements and GitHub’s GITHUB_TOKEN documentation.

Diagnose the failure in this order
- Check the Pages source. In the repository, open Settings > Pages and confirm whether the site publishes from a branch or through GitHub Actions. GitHub’s publishing-source guide describes these choices.
- If using a branch source, verify the selected location. Confirm the configured branch and either its root or its
/docsfolder contain the expected site files. A missing/docssource can cause a Pages build error. See Creating a GitHub Pages site. - Check how the commit was pushed. If a workflow used
GITHUB_TOKENto push the commit and expected that push to launch another Pages build, the trigger limitation explains why it did not happen. - If using a custom workflow, trace the artifact flow. Confirm the build output is uploaded with
actions/upload-pages-artifact, the deployment job runs after the build job, and that deploy job haspages: writeandid-token: write. - Read the exact error and run logs. The wording of an error alone does not establish that the token caused it. Check the workflow run and identify whether the failure occurred during the build, artifact upload, or deployment.
When another token may be appropriate
Do not replace GITHUB_TOKEN automatically to fix a standard Pages artifact deployment. If a separate workflow operation requires permissions unavailable to that token, GitHub documents using a GitHub App installation token or a personal access token stored as a repository secret. The right choice depends on the operation and its required access; it does not change the documented rule that a GITHUB_TOKEN-pushed commit will not trigger a Pages build. See GitHub’s authentication guidance.
