Choose GitHub Copilot if your team works primarily in GitHub repositories, pull requests, GitHub.com, supported IDEs, Actions, and the command line, and wants centralized organization policies. Choose Cursor if developers want an agent-first editor that can understand a repository, plan a change, edit several files, run terminal commands, and iterate on fixes. Both can be strong choices; the deciding factors are workflow integration, agent depth, governance, privacy requirements, and the way each product meters usage.

What is the practical difference?

GitHub Copilot is an AI assistance layer spread across the software-development lifecycle. GitHub describes it as offering contextual help from inline IDE suggestions and chat to code explanations, documentation answers, GitHub.com features, and CLI support. Its strongest advantage is proximity to the GitHub workflow your team already uses: repositories, issues, pull requests, review, and organization administration.

Cursor is an AI-first code editor. Its documentation positions it as a coding agent that understands a codebase, plans and builds features, finds and fixes bugs, reviews changes, and connects with services such as GitHub, GitLab, Azure DevOps, Bitbucket, JetBrains, Slack, and Linear. The editor is the center of the experience rather than GitHub.com.

That distinction matters more than a universal ranking of model quality. A developer who mainly needs fast completions while reviewing pull requests may be more productive with Copilot. Someone implementing a feature that touches routes, tests, configuration, and documentation may prefer Cursor’s repository-wide agent loop.

Quick decision guide

If this describes your situation Start with Why
Your repositories, reviews, and identity are already managed in GitHub GitHub Copilot GitHub-native context, pull-request support, CLI access, and organization controls reduce workflow change.
You want an editor to explore a repository and change many files from one request Cursor Agent mode can search the codebase, edit multiple files, run commands, and work through errors.
You need inline completion and next-edit suggestions with predictable team administration GitHub Copilot Paid plans include unlimited code completions and next-edit suggestions; other agent and model use consumes credits.
You want configurable tool access and a read-only planning mode Cursor Ask mode is read-only, Agent mode can use tools, and custom modes let teams set tool access.
You need explicit vendor language about model-training use of code Cursor with Privacy Mode enabled Cursor says code data is not stored or used for training by Cursor or its model providers in that mode.
You need GitHub enterprise-codebase indexing and GitHub-native customization GitHub Copilot Enterprise Enterprise can index an organization’s codebase and adds customization and GitHub-native chat.

How GitHub Copilot fits a GitHub-centered workflow

Core capabilities

  • Inline code suggestions while you type in supported IDEs.
  • Chat assistance for implementation questions, debugging, and explanation.
  • Code explanations and answers to documentation questions.
  • GitHub.com integration for work around repositories and pull requests.
  • Command-line assistance.
  • For Enterprise, organization-codebase indexing for deeper context, customization, and GitHub-native chat.

Copilot is therefore a good default when changing tools would create more friction than it removes. Developers can keep their existing editor, branch and pull-request habits, and GitHub identity. The assistant appears at the points where code is written, discussed, reviewed, and shipped.

Current plan structure and prices

GitHub’s 2026 plan table lists Free, Student, Pro, Pro+, Max, Business, and Enterprise. The published paid prices are shown below. Prices and allowance rules can change, so confirm the current plan page before purchasing.

Plan Published price What the price is for Usage note
Pro $10 USD per month Individual subscription Paid plans include unlimited code completions and next-edit suggestions; other agent and model usage consumes AI credits.
Pro+ $39 USD per month Individual subscription Includes a larger paid-plan allowance than Pro; check the current credit table for exact limits.
Max $100 USD per month Individual subscription Designed for higher individual usage; exact credits and model access are plan-dependent.
Business $19 per granted seat per month Organization subscription Per-granted-seat billing with administrative and policy controls.
Enterprise $39 per granted seat per month Enterprise organization subscription Adds enterprise-codebase indexing, customization, and GitHub-native chat alongside enterprise administration.

The table does not assign a price to the Free or Student plans because the published figures supplied for this comparison do not state one. AI-credit allowances, included models, and limits should be checked at the time of signup rather than inferred from the subscription name.

Copilot governance features

Business and Enterprise include organization policy management, content exclusion, audit logs, and administrative controls. These features let an administrator decide where Copilot is permitted, how organizational settings are applied, and how activity is audited. Enterprise adds deeper context through organization-codebase indexing.

For a regulated or security-sensitive team, the important question is not simply whether a control exists. Confirm which controls are available in the exact plan, whether content exclusion covers the repositories you need to protect, what audit events are recorded, and which GitHub data-processing and privacy terms apply to your organization.

How Cursor fits an agent-first editor workflow

What the agent can do

Cursor Agent mode can autonomously explore a codebase, edit multiple files, run terminal commands, and fix errors. A request such as “add an authenticated endpoint, update the client, write tests, and run the test suite” can become a sequence of repository searches, edits, command execution, and revisions. You still review the diff and the command output; autonomy does not remove the need for engineering judgment.

Cursor also offers:

  • Ask mode: read-only assistance for learning about the repository and planning a change.
  • Custom modes: configurable tool access for teams that want different permissions for planning, implementation, or review.
  • Repository understanding: indexing and search intended to provide context beyond the currently open file.
  • External connections: integrations documented for GitHub, GitLab, Azure DevOps, Bitbucket, JetBrains, Slack, and Linear.
  • Team and enterprise features: cloud agents, Bugbot, third-party models at usage pricing, centralized administration, usage analytics, team-wide privacy settings, SAML/OIDC single sign-on, pooled usage, repository/model/MCP controls, audit logs, and service accounts, depending on tier.

Current plan structure and prices

Cursor’s 2026 pricing page lists an individual entry plan at $20 per month, Teams at $40 per user per month, and Enterprise with custom pricing. The subscription tier determines included features and usage; third-party models may introduce separate usage-based charges.

Cursor tier Published price Notable capabilities stated for the tiered offering Cost caution
Individual entry plan $20 per month Core Cursor editor and agent workflow. Included model usage and limits should be checked on the current pricing page.
Teams $40 per user per month Team administration, usage analytics, team-wide privacy settings, and related collaboration controls. Confirm pooled usage and model allowances for the current billing period.
Enterprise Custom pricing Centralized administration, SAML/OIDC SSO, pooled usage, repository/model/MCP controls, audit logs, service accounts, and other enterprise options. Terms, limits, and final price require a direct enterprise agreement.

A safe way to use Agent mode

  1. Start in Ask mode. Ask which files implement the behavior, what dependencies are involved, and what tests should change. Because Ask mode is read-only, it is useful for building a plan without changing the working tree.
  2. Review the proposed scope. Check that the plan includes migrations, configuration, tests, documentation, and error handling where relevant. Narrow the request if the agent has inferred too much.
  3. Switch to Agent mode for implementation. Give explicit acceptance criteria and tell the agent which commands it may run. Keep the request bounded to a branch or worktree.
  4. Inspect every diff. Look for unrelated formatting, dependency changes, secrets, weakened authorization, and generated files that should not be committed.
  5. Run independent checks. Execute the project’s formatter, linter, unit tests, integration tests, and security checks yourself or through a controlled CI job.
  6. Use the fix loop selectively. Let the agent address a specific failing test, then inspect the new diff and output before allowing another iteration.

Privacy, retention, and training questions

What Cursor says about Privacy Mode

Cursor documents three privacy choices. Its explicit statement for Privacy Mode is that code data is not stored or used for training by Cursor or its model providers. Enable the setting deliberately and verify that it is active for the accounts, teams, and environments that handle sensitive code.

Cursor’s indexing documentation adds an important technical qualification: code is uploaded in chunks to compute embeddings. Plaintext code ceases to exist after the request, while embeddings and metadata remain. Embeddings can still reveal structural information about a project, so your security review should consider whether retaining them is acceptable for the repository and threat model.

What to verify for GitHub Copilot

GitHub links its data-processing and privacy terms from the plan information and provides plan-level controls such as content exclusion and organization policy management. The exact settings depend on the Copilot plan and the organization’s current GitHub terms. Before rollout, confirm retention, training treatment, permitted repositories, content-exclusion behavior, and the audit records available to administrators.

Privacy rollout checklist

  • Classify repositories by source-code sensitivity, personal data, regulated data, and secrets exposure.
  • Choose the exact Copilot or Cursor tier and record the privacy settings it actually exposes.
  • Test exclusion rules with a non-production repository before enabling the assistant broadly.
  • Confirm whether prompts, code snippets, embeddings, metadata, command output, and logs have different retention rules.
  • Decide who can enable third-party models, MCP connections, cloud agents, or terminal execution.
  • Document how an employee or contractor account is disabled and how its access and service tokens are revoked.
  • Recheck the vendor terms and plan limits whenever the product or contract changes.

Cost and budgeting: compare the whole usage model

A simple monthly sticker-price comparison can mislead. Copilot’s paid plans separate unlimited code completions and next-edit suggestions from AI-credit-consuming agent and model usage. Cursor’s tiers include varying amounts of model use, and third-party models can be billed according to usage. For a team, calculate expected active seats, heavy users, automation or cloud-agent use, and the cost of exceeding included allowances.

Budget question Copilot Cursor
What is the published entry price? Pro: $10 per individual per month. $20 per individual per month.
What is the published team price? Business: $19 per granted seat per month. Teams: $40 per user per month.
What can create variable cost? AI-credit-consuming agent and model usage beyond the unlimited completion/next-edit category. Third-party models at usage pricing and tier-specific included-usage limits.
What should finance track? Granted seats, credit consumption by plan, and any policy for extra usage. Users, pooled or included usage, model selection, cloud agents, and usage-priced model calls.

For a pilot, measure the distribution of usage rather than only the average. One developer who repeatedly runs repository-wide agents can consume a materially different allowance from ten developers who use short inline suggestions.

Team migration and adoption costs

When Copilot is cheaper to change

Copilot usually requires less organizational migration when developers already authenticate through GitHub, store code there, review pull requests there, and use supported IDEs. Existing branch protections, review conventions, and repository permissions remain the frame around the assistant. Training focuses on prompt quality, review discipline, and credit-aware use rather than learning a new editor.

When Cursor’s editor switch pays off

Cursor introduces a dedicated editor workflow. The change is larger, but it can pay back when the team repeatedly performs repository-wide tasks that are cumbersome in a completion-first interface. Establish shared editor settings, approved extensions, terminal permissions, privacy settings, and a standard process for reviewing agent-generated diffs before asking everyone to migrate.

A practical pilot

  1. Select two or three representative repositories, including one with multiple services or a substantial test suite.
  2. Define the same tasks for both tools: a small bug fix, a cross-file feature, test creation, and documentation or refactoring work.
  3. Record time to first working change, number of review corrections, test failures, unrelated edits, and usage consumed.
  4. Have a reviewer inspect security-sensitive changes without knowing which assistant produced them.
  5. Collect developer feedback separately for inline assistance, repository understanding, pull-request work, and agent autonomy.
  6. Choose one default tool, document exceptions, and revisit the choice after the team has enough usage data.

Common failure modes and how to prevent them

The agent changes too much

Large prompts can cause either product to touch files outside the intended scope. State the acceptance criteria, list directories that are in and out of scope, and ask for a plan before implementation. Review the complete diff rather than only the files named in the response.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Generated code passes a narrow test but violates system rules

AI assistants may miss authorization boundaries, transaction behavior, backward compatibility, or operational requirements. Include those constraints in the prompt, require relevant tests, and have an engineer review the design—not only the syntax and test output.

Usage runs out or becomes unpredictable

On Copilot, distinguish unlimited completions and next-edit suggestions from credit-consuming agent and model use. On Cursor, monitor included usage and any third-party model charges. Set alerts, define approved models, and reserve the most expensive modes for tasks that benefit from them.

Privacy settings are assumed rather than verified

Do not infer privacy behavior from a product name or a team member’s personal setting. Capture the actual organization policy, repository exclusions, Privacy Mode state, retention terms, and third-party model permissions in your rollout checklist.

Agent-generated command output leaks secrets

Terminal commands can print environment variables, tokens, customer data, or private paths. Use least-privilege development credentials, sanitized fixtures, restricted shells where practical, and a review step before command output is sent to an external model or stored in logs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which tool should each type of developer choose?

Choose GitHub Copilot when

  • GitHub is the authoritative home for code, reviews, and collaboration.
  • You want inline completion and next-edit assistance without changing editors.
  • Pull-request, GitHub.com, CLI, and organization-policy integration are central requirements.
  • Your administrators need content exclusion, audit logs, and GitHub-native controls.
  • Enterprise codebase indexing and customization are worth the Enterprise tier.

Choose Cursor when

  • You want an AI-first editor rather than an assistant layered onto an existing editor.
  • Tasks commonly span multiple files and require repository exploration.
  • Running commands, reading failures, and iterating on fixes are part of the desired workflow.
  • You want Ask mode for read-only planning and custom modes for tool permissions.
  • Your team accepts a new editor and can govern model, MCP, terminal, and cloud-agent access.

Use both only with a deliberate policy

Some teams may use Copilot for GitHub-native review and completion work while a subset uses Cursor for repository-wide tasks. If you do this, define which tool is approved for which repository, how privacy settings are enforced, which model providers are allowed, and how overlapping subscriptions and usage are monitored. Running both everywhere without a policy can double cost and create inconsistent data-handling assumptions.

Bottom line: workflow fit beats a universal winner

GitHub Copilot is the safer default for a GitHub-centered organization that values native pull-request, repository, CLI, and policy integration. Cursor is the stronger fit for developers who want an agent to understand a codebase, plan changes, edit across files, execute commands, and work through a fix loop inside a dedicated editor. Compare the exact 2026 plan limits, credits, privacy settings, and enterprise terms before committing. The right choice is the one your team can govern, afford, and review rigorously in its real development workflow.
