GitLab is the closest all-in-one GitHub replacement covered here. It combines Git repositories, pull requests, CI/CD pipelines, runners, artifacts, security and deployment, and it can run CI for repositories that remain on GitHub, Bitbucket Cloud or another Git server. Choose Gitea when self-hosting and control are the priority, Azure Repos when your organization already operates in Azure DevOps, or Buildkite when you want CI separated from repository hosting.
What a GitHub replacement must replace
“GitHub alternative” can mean two different changes. You may want another place to store Git repositories and conduct pull-request reviews, another system to build and test code, or both. Treating those as separate decisions prevents an unnecessary migration.

Repository hosting and code review
A repository host stores Git history and normally supplies pull requests, branch policies, access control, webhooks, issue links, releases, package registries and artifact storage. The exact feature set differs by platform and deployment model. Before moving, list the features your repositories actually use rather than assuming every Git forge behaves like GitHub.

CI/CD checks out source code, runs builds and tests, stores outputs and can deploy an application. The service may provide hosted runners, let you attach your own runners, or require you to operate the entire build infrastructure. CI can be integrated with the repository host or connected to a repository elsewhere. Buildkite is an example of the latter model; GitLab supports both its own repositories and external Git servers.

GitLab: the closest all-in-one replacement
GitLab is the strongest direct substitute when you want one product to host source code and run its delivery workflow. Its documentation describes repositories as part of GitLab projects and lists three deployment choices: GitLab.com, GitLab Self-Managed and GitLab Dedicated.
Repository workflow
A GitLab project groups the repository with collaboration and delivery features. Teams can review changes, apply repository controls, connect pipeline results to commits and merge requests, and keep release work near the code. The practical benefit is a single permission and audit model instead of stitching a repository host to an unrelated CI dashboard.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsCI/CD capabilities
GitLab’s CI/CD documentation covers building and testing applications, runners, pipelines, artifacts, security and deployment. A pipeline can therefore cover the sequence from a change in a branch through validation, artifact creation and deployment, with runners executing the jobs.
Using GitLab CI without moving repositories
GitLab explicitly documents CI/CD for external repositories. Its documentation states: “GitLab CI/CD can be used with GitHub, Bitbucket Cloud, or any other Git server.” This permits a staged migration: keep the existing repository and review process while moving builds to GitLab, then decide later whether repository hosting should move as well.
Deployment choices and trade-offs
- GitLab.com: a managed GitLab service, reducing the work of running the platform itself.
- GitLab Self-Managed: the organization runs the GitLab installation and is responsible for infrastructure, upgrades, backups, access controls and security maintenance.
- GitLab Dedicated: a dedicated GitLab offering for organizations that need an isolated managed environment.
Choose the managed options when minimizing platform operations matters. Choose Self-Managed when control over infrastructure, network placement or administrative policy outweighs the maintenance burden.
Gitea: the self-hosting-first forge
Gitea’s documentation calls it “a painless, self-hosted, all-in-one software development service.” It includes Git hosting, code review, team collaboration, a package registry and CI/CD. That combination makes it the most direct choice in this set for a team that wants to run its own forge rather than move to another vendor-hosted platform.

What Gitea provides
- Git repositories under an organization’s control.
- Code review and collaboration features for team development.
- A package registry for distributing project packages.
- Built-in CI/CD capabilities, documented alongside comparisons with other forges.
The operational responsibility
Self-hosting changes the failure modes. Your team must provision and secure the server, schedule upgrades, monitor capacity, back up repositories and registries, protect secrets, operate runners and test restoration. You also own the network path between developers, runners, artifact storage and any deployment targets. A managed hosting partner may reduce some of that work, but the Gitea documentation’s defining model remains self-hosted control.
When Gitea is a better fit than a managed forge
Gitea makes sense when data locality, offline or restricted-network operation, infrastructure sovereignty or a customized operational policy is more important than outsourcing platform maintenance. It is less attractive when the team cannot staff routine patching, backup verification, incident response and runner administration.
Azure Repos: a natural choice inside Azure DevOps
Azure Repos provides Git repositories, pull requests and code review within Azure DevOps. Microsoft’s documentation describes collaboration through free public and private Git repositories. The word “free” here describes the documented repository offering; it does not establish the cost of every adjacent Azure DevOps service, user, runner or storage requirement.
Why the surrounding ecosystem matters
Azure Repos is most compelling when identity, work tracking and build infrastructure already center on Azure DevOps. Keeping those functions in one administrative environment can simplify permissions, project organization and hand-offs between planning, code review and builds.

Importing an existing repository
Microsoft documents importing an existing Git repository from GitHub, Bitbucket, GitLab or another location into an Azure DevOps project. An import moves Git history, but it does not automatically prove that every surrounding integration has been recreated. Treat branch policies, pull-request settings, webhooks, deploy keys, secrets, package feeds and release automation as separate migration items.
Limits of the choice
Azure Repos is a repository and collaboration service, not a universal replacement for every GitHub Marketplace integration. Inventory the extensions and deployment connections your projects use, then map each one to an Azure DevOps equivalent or an external service before switching developers over.
Buildkite: keep the repository, change the CI
Buildkite demonstrates a repository-agnostic CI pattern rather than a complete GitHub replacement. Its source-control documentation says Pipelines integrate with source-control providers to create builds from repository events, listing GitLab, Bitbucket and other Git servers.

How the split model works
- Your repository remains on the forge that best suits code hosting and review.
- A repository event, such as a push or pull-request update, triggers a Buildkite pipeline.
- Build agents execute the defined jobs in the environment you control or select.
- Build status is reported back through the configured integration while repository permissions remain with the forge.
This separation lets a team change CI runner topology, operating-system access, network placement or scaling without moving Git history and code review. It also creates two systems to secure, monitor and troubleshoot.
When separate CI is valuable
- You need specialized build workers or access to a private network.
- You want CI administration owned by a platform team while developers keep their existing forge.
- You are testing a new CI system before considering a repository migration.
- You need to retain multiple repository hosts but standardize build execution.
Buildkite does not replace repository hosting by itself. You still need a Git server, pull-request workflow, branch governance and a place for repository-side packages or release metadata.
Managed, self-managed or hybrid: choose the operating model first
Managed service
A managed service reduces the work of maintaining the core application. The provider handles much of the platform availability and upgrade process, while your team configures projects, identities, policies, runners and integrations. GitLab.com and the managed Azure DevOps service fit this general pattern.
Self-managed service
Self-management offers control over infrastructure location, network boundaries, upgrade timing and administrative policy. It also makes your team accountable for patching, backups, monitoring, capacity planning, disaster recovery and incident response. Gitea is explicitly built around this model; GitLab Self-Managed is another option.
Hybrid repository and CI
A hybrid design keeps the repository host and CI platform independent. GitLab can provide CI for an external Git server, and Buildkite can consume events from GitLab, Bitbucket and other Git servers. This is useful when repository governance and build infrastructure have different owners or security boundaries, but every integration becomes a dependency to document and test.

1. Inventory what each repository actually uses
- Git history, branches and tags.
- Pull requests, review comments and branch-protection rules.
- Issue links and project references.
- Package registries, release artifacts and build caches.
- Secrets, deploy keys, webhooks and external integrations.
- Runners, operating-system requirements, network access and deployment targets.
Record the owner and business importance of each item. A repository may be easy to clone while its delivery workflow is difficult to reproduce.
2. Select the target operating model
Decide whether the priority is managed operations, self-hosting control, Microsoft ecosystem integration or CI independent of repository hosting. This decision narrows the candidate list before you spend time translating configuration.

3. Test with a representative repository
Choose a project that includes the language runtimes, private dependencies, pull-request checks, artifacts and deployment steps used by the wider organization. A minimal “hello world” repository cannot expose permission, networking or artifact problems.
4. Import or connect without changing developer workflows yet
For Azure Repos, use the documented import path from GitHub, Bitbucket, GitLab or another location. For GitLab CI, connect the external repository and run pipelines while the source remains where it is. For Buildkite, configure the source-control integration and verify that repository events create the expected builds.
5. Recreate governance and secrets deliberately
Reapply branch protections, required checks, reviewer rules, deploy keys, webhook signing, environment approvals and secret storage. Never copy credentials into repository files to make a first build pass. Rotate tokens when the old host or CI system no longer needs them.
6. Compare artifacts and deployment behavior
Confirm that build outputs have the expected names, retention behavior and permissions. Run deployments against a safe environment and verify rollback procedures. A green build is not sufficient if the produced artifact cannot be retrieved by the deployment system.
7. Run a cutover rehearsal
Measure the steps your team will perform during the switch: freeze or synchronize writes, import the final history, update remotes, activate webhooks, validate required checks and communicate the new clone URL. The available documentation confirms import and external-CI mechanisms, but does not establish a universal migration duration.
8. Keep a rollback path
Retain the original repository and CI configuration until the new system has passed a complete development and release cycle. Define who can restore the old webhook, credentials and branch policy if a production change exposes a gap.

Common failure points and fixes
Builds pass on a developer laptop but fail on the new runner
Compare operating-system packages, runtime versions, network routes, private dependency credentials and environment variables. Reproduce the build in a clean runner image and document every required dependency instead of relying on an undocumented workstation setup.
Best Value
Pull-request checks never arrive
Verify the webhook or source-control integration, event type, repository permissions and callback URL. Check whether the new CI status is attached to the same branch or commit that the branch policy evaluates.
Artifacts exist but deployments cannot read them
Inspect artifact retention, project visibility, service-account permissions and the path used by the deployment job. Keep artifact storage and deployment credentials under the same lifecycle plan as the repository.
Self-hosted runners become a security boundary
Runners can access source, secrets and deployment networks. Isolate them, restrict outbound and inbound traffic, patch the host, limit job permissions and remove credentials after a migration test. Treat runner compromise as a platform incident, not merely a failed build.
Recommended Free Tools
History migrated but collaboration did not
A Git clone preserves commits, branches and tags, not necessarily pull-request discussions, approvals, issue references, branch policies or release metadata. Export or recreate those items according to the target platform’s supported process and tell contributors which historical records remain on the old service.
How to make the final choice
Start with the smallest change that solves the actual problem. If GitHub’s repository workflow is acceptable but its CI execution is not, test external CI first. If you need a new forge and integrated delivery, evaluate GitLab. If infrastructure sovereignty is non-negotiable and you can staff operations, evaluate Gitea. If your organization already standardizes on Azure DevOps, begin with Azure Repos and its documented import path.
For every candidate, require a representative proof of concept that covers a pull request, protected branch, private dependency, secret, artifact and deployment. Record who owns each failure when the repository host, CI service and deployment target are separate. That ownership map is often more consequential than the initial feature checklist.
