For a different kind of futuristic infiltration, try Deus Ex: Mankind Divided; for a larger cyberpunk role-playing game with hacking, consider Cyberpunk 2077. Each matches a different part of Legion, but none of the cited descriptions establishes the same recruit-anyone system.
What makes a game feel like Watch Dogs: Legion?
Watch Dogs: Legion combines a freely explorable near-future London with hacking, infiltration, resistance-building, and a distinctive recruitment system. Choose Deus Ex: Mankind Divided if you care more about covert operations, futuristic abilities, and deciding how to get through an encounter than about roaming a large city. Its Steam listing describes Adam Jensen as a covert operative and presents the game as an action RPG with weapons, augmentations, and player-selected approaches (Steam).

Cyberpunk 2077: for a broader cyberpunk RPG
Cyberpunk 2077 is worth considering if the futuristic setting and flexible play matter more to you than matching Legion’s structure. PC Gamer’s September 30, 2026, description notes hacking abilities, stealth and combat options, and side missions that can be approached in different ways (PC Gamer).
