Before installing a free VPN on Android, check who publishes it, what its Google Play Data safety section and privacy policy disclose, why it requests each permission, and how it uses Android’s VpnService. Treat those disclosures as claims to evaluate—not proof of trustworthy behavior. Google Play Protect can help detect harmful apps, but it does not verify a VPN’s privacy practices.
Check the publisher and its privacy disclosures
Start with the app’s Google Play listing. Confirm that the developer is clearly identified, then open the Data safety section and follow the link to the privacy policy. Read both: the listing gives a summary, while the policy should explain what information the provider collects, shares, and retains.

Look for understandable, consistent explanations. If the developer is unclear, the privacy policy is missing or difficult to understand, or the two disclosures appear inconsistent, pause rather than assuming the app is safe. Google describes Data safety as information provided by the developer, not an independent audit. It applies to apps distributed on Google Play, and practices may vary depending on use, region, and age. Check the current listing and policy for the specific app you are considering. Review permissions and data sharing
Read the permission requests in context. Ask whether each one makes sense for the VPN’s stated function, and look for a clear explanation if something seems unrelated. The FTC advises consumers to review permissions, research whether a VPN shares information with third parties, and check whether it encrypts information. FTC: Tips for using VPN apps

A permission request or privacy-policy statement is not, by itself, proof of how an app behaves. If you cannot understand why a permission is needed or what sharing means, do not grant it simply to get past setup.
Look for a clear explanation of VpnService and encryption
Android VPN apps can use the platform’s VpnService to route device traffic through a VPN connection. Google Play requires apps using VpnService to document that use in their Play listing and to encrypt data between the device and the VPN tunnel endpoint. Apps that access or collect personal or sensitive data through VpnService must also meet prominent disclosure and consent requirements. Google Play prohibits using VpnService to redirect or manipulate other apps’ traffic for monetization. Google Play Console Help: Understanding Google Play’s VpnService policy

Check whether the listing or provider explains its VpnService use and encryption in clear terms. These requirements are a baseline for apps distributed through Google Play; they do not independently establish that an app is trustworthy or verify that its claims are accurate.

Use Play Protect as one safety layer
Google says Play Protect checks Play apps before download, scans apps from other sources, and may warn about, deactivate, or remove harmful apps. Keep it enabled and prefer a trusted app store, but do not treat a scan or a Google Play listing as a privacy audit or guarantee. Take the residential-proxy warning seriously, but narrowly
In a March 12, 2026 warning, the FBI said some free VPN services may enroll users’ devices in residential proxy networks without their consent, and advised caution with free VPN apps and use of trusted app stores. This warning concerns some services; it does not establish that every free VPN does this. FBI IC3: Evading Residential Proxy Networks—Protecting Your Devices from Becoming a Tool for Criminals

- Publisher accountability: Is the developer identified, and does the listing link to a working privacy policy?
- Data practices: What does the Data safety section and policy say about information collected, shared, or retained? Are the explanations consistent?
- Permissions: Does the provider explain each request in relation to the app’s function?
- VPN transparency: Does the listing explain VpnService use and, where relevant, data access and consent?
- Security claims: Does the provider explain encryption between the device and the tunnel endpoint? Treat this as a claim to assess, not independently verified evidence.
- Installation source: Is the app available through a trusted store, with Play Protect enabled?
If important answers are missing, unclear, or contradictory, choose an app with disclosures you can assess—or do not install it.
