Bootstrap 5.3 approach
Bootstrap’s documented structure places a button trigger and dropdown menu inside a .dropdown container. The button uses data-bs-toggle="dropdown" and an initial aria-expanded="false" state. Custom HTML, CSS, and JavaScript approach
For a custom disclosure, make the trigger a real button, connect it to the panel, and have the script show or hide that panel. Update aria-expanded to true while the panel is visible and false while it is hidden. The W3C pattern specifies that Enter and Space activate the button; users must also be able to move focus into the form fields. The W3C disclosure pattern describes this behavior.

- Do not rely on hover alone to reveal the form.
- Make the open and close behavior predictable, including when a visitor moves focus or activates the trigger again.

Does the dropdown signup template create working accounts?
Not on the evidence in Colorlib’s description. It establishes a front-end interface, but does not document a server endpoint, account database, email verification, or production security workflow. A visible form and its controls are only the interface. The WHATWG HTML Standard describes form controls and submission; a site still needs processing behavior behind its form.
